About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 10, seeks to lease a minimum of 10,000 assignable building occupancy area (ABOA) square feet of medical office space and 77 surface parking spaces (including seven ADA-compliant spaces) for a Consolidated Medical Clinic in Kalamazoo, Michigan, with proposals due June 4, 2026 at 3:00 PM EDT. The procurement is set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), restricting competition to that category.
Place of performance is within a delineated geographic area in Kalamazoo bounded by E G Ave and N. Riverview Drive on the north; North 6th Street and M-43/West Main St on the west; W Q Ave and Centre Ave on the south; and S. Sprinkle Road and N. Sprinkle Road on the east. The VA will accept space in existing buildings or buildings under construction for multi-tenant use, but not build-to-suit arrangements. The lease term is up to 20 years, with offerors required to submit pricing for four alternatives: 20-year firm; 15-year (10-year firm plus one 5-year non-firm option); 20-year (10-year firm plus one 10-year non-firm option); and 20-year (15-year firm plus one 5-year non-firm option).
Technical requirements include ENERGY STAR certification or equivalent, fire protection and life safety compliance per NFPA 101, seismic requirements not applicable to Kalamazoo, accessibility standards, modern building construction with permanent facade materials (stone, marble, brick, stainless steel, or aluminum), and Facility Security Level II protections. The space must be contiguous, located on ground or first floor only. Offerors must submit design intent drawings pre-award, fire/life safety evaluations, site plans, scaled CAD floor plans, environmental due diligence (Phase I Environmental Site Assessment), evidence of funding, and parking plans.
Extensive operational requirements govern janitorial services, HVAC (24/7/365 climate control for sensitive areas; normal operations 7 AM–5 PM Monday–Friday), utilities, maintenance, telecommunications infrastructure (CAT 6A cabling, dedicated IT room with security measures, third-party after-hours CCTV monitoring), and building management. Prevailing wage rates apply per Department of Labor General Decision GD MI20260087 (effective January 2, 2026). The lessor must provide all tenant improvements, operating costs, security upgrades, and real estate taxes as part of the fully serviced rental rate. NAICS code 531120 (Lessors of Nonresidential Buildings). PSC code X1DB. Evaluation is based on best value, weighing technical factors (Building and Architectural Design Concept, Site Development, Project Management/Operations/Maintenance Plan, Past Performance) as more important than price, using present value analysis at 5 percent discount rate. Award anticipated by September 30, 2026. Lease Contracting Officers: Kevin Adkins (kevin.adkins@va.gov) and Brian Walton (brian.walton@va.gov). Latest amendment (A0004) issued May 26, 2026, clarifying that stamped engineering drawings are post-award deliverables; all blank Building-Specific Amortized Capital (BSAC) security costs not priced in shell must be included in tenant improvement lump sum; and small business subcontracting plans do not apply to SDVOSB submissions.

VA RFI RESPONSE THRU April 28, 2026
RFI #1: Can you verify the current due date? May 22nd and May 28th are listed in a few locations within the sam.gov/related RLP documents.
VA Response: The RLP due date is May 28,2026. Please refer to the updated RLP attached to this amendment as it will serve as the RLP document going forward.
RFI #2: Please confirm that the correct solicitation number(s) and exhibits are being noted on page 20, under Factor 1 Building, Architectural and Design Concept.
VA Response: The RLP document has been revised to reflect the correct RLP and Exhibit reference. The revised RLP is attached to this amendment.
RFI #3: Would the Government consider extending the Past Performance recency requirement from three (3) years to ten (10) years, or alternatively allowing the inclusion of highly relevant projects outside the three (3) year window for consideration? As currently written in Factor 4 Submission Instructions (Page 23), Projects must have been completed during the past three (3) years by the offering entity. For specialized healthcare development and construction projects such as VA Community-Based Outpatient Clinics project delivery timelines often span multiple years from design through completion. Expanding the recency window, or allowing consideration of older but highly relevant projects, would enhance the Government s ability to evaluate experience on comparable medical facilities and reduce performance risk by ensuring that offerors can demonstrate meaningful, directly relevant past performance.
VA Response: The Government will retain the three-year recency requirement as written and does not intend to amend the RLP.
However, all offerors are encouraged to submit all relevant past performance information they believe appropriately represents their capabilities, consistent with the holistic review structure already established under Factor 4.
As stated in the RLP, in cases where recent past performance is limited or unavailable, an offeror:
may not be evaluated favorably or unfavorably
This allows the Government to consider past performance in context, without penalizing offerors lacking projects completed within the past three years.
These clarifications are issued for all interested offerors and do not amend the terms of the solicitation.
