About this file
This document is Amendment No. 0004 to Request for Lease Proposal (RLP) No. 36C25026R0006 issued by the Department of Veterans Affairs Network Contracting Office 10. The amendment was signed on May 26, 2026, by Lease Contracting Officer Kevin Adkins and responds to Requests for Information (RFIs) submitted by interested parties through May 25, 2026. All terms and conditions of the original RLP remain in full force and effect except as modified by this amendment.
The amendment includes VA responses to six RFI submissions addressing engineering requirements, Building Specific Amortized Capital (BSAC) security cost presentation, and compliance documentation. Key clarifications provided specify that stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings are post-award deliverables (not required with proposal submission); all blank BSAC costs not priced in the shell should be included in the Tenant Improvement (TI) lump sum estimate and identified on both Exhibit E (Security Unit Price List) and the comprehensive TICs table; shell-identified security items should be included in the initial proposed shell rent; no affirmative submission is required for the Foreign Ownership/Financing Representation for High-Security Leased Space (GSAR 552.270-33); and small business subcontracting plans do not apply to Service-Disabled Veteran-Owned Small Business (SDVOSB) submissions.

VA RFI RESPONSE THRU May 25, 2026
1. Per Amendment 3, No. 37. Engineering Requirements
Please clarify whether stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings are required with the proposal submission, or whether those items are intended to be completed after award. “VA response: Stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings items…” Is this the full response? Based off the previous responses, stamped drawings will be provided after Lease Award and DID approval. “completed after award” Correct?
VA response: No that is an incomplete response by the VA. Stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings items are all post award deliverables (SEE Exhibit A-Section 4.01 (A) & (B) {pre-award} compared to Section 4.01(D) {post award CDs}.
2. Please clarify how Offerors are to present Building Specific Amortized Capital (BSAC) security costs as part of the lease proposal submission.
1. Are the BSAC costs the only costs left blank in the Exh. E (SECURITY UNIT PRICE LIST (FSL II)) form?
VA response: All “BSAC” costs left blank, and not “priced in shell,” should be included in the TI lump sum estimate. All recitals to “BSAC” under exhibit E should be read as “TI.”
2. Please verify if the items called out in the Exh. E (SECURITY UNIT PRICE LIST (FSL II)) form are being called out correctly. Example: Exh. E 5.5 INTRUSION DETECTION SYSTEM (IDS) COVERAGE: is called out as (TI), but then the Exh. E (SECURITY UNIT PRICE LIST (FSL II)) is requests this costs as if it is a BSAC cost? IV. SECURTIY
SYSTEMS B. VSS.
VA response: All “BSAC” costs left blank and not “priced in shell” should be included in the TI lump sum estimate. All recitals to “BSAC” under exhibit E should be read as “TI.”
3. Shall the BSAC costs only be submitted with the SECURITY UNIT PRICE LIST (FSL II) form, or should these costs be filled out in the TICs table tab 28.2? one or the other, or both?
VA response: All “BSAC” costs left blank and not “priced in shell” should be should be read as “TI.” Both, identify TI security items costs on Exhibit E for ease of identification; as well as in the comprehensive TICs table.
4. Are Offerors required to include estimated BSAC costs within the initial proposed shell rental rate at time of proposal submission, or will BSAC pricing be separately finalized and negotiated during pre-award DIDs and then amortized into the lease rate afterward?
VA response: Include all “shell” identified items in initial proposed shell rent proposal. All “BSAC” costs left blank and not “priced in shell” should be
For security items identified as “Priced in Shell,” should these costs simply be included within the Offeror’s shell rent and excluded from the BSAC Exh. E (SECURITY UNIT PRICE LIST (FSL II)) form pricing worksheet?
VA response: Include all “shell” identified items in initial proposed shell rent proposal. All “BSAC” costs left blank and not “priced in shell” should be
5. Is there a document that needs to be filled out and submitted per the “Foreign Ownership/Financing Representation for High-Security Leased Space. GSAR 552.270- 33, Foreign Ownership and Financing Representation for High-Security Leased Space” requirement.
VA response: No affirmative submission is required.
6. Is there a document that needs to be filled out and submitted per the “Small Business Subcontracting Plan, if required for Other Than Small Business above the threshold (FAR 19.109(a)(1) (GSA Class Deviation RFO-2025-19))” requirement?
VA response: Small business subcontracting plan does not apply to SDVOSB submissions.
