VA RFI RESPONSE THRU May 22, 2026

The Government appreciates the detailed questions submitted; however, we note that this procurement is currently in the preaward DIDs phase, during which Offerors are expected to rely on the Lease (Exhibit A), the Agency Specific Requirements (Exhibit B), and the Program for Design/PreAward DIDs (Exhibit D) to develop initial proposals. The Lease clearly defines all Shell obligations, and the TI requirements are sufficiently detailed to allow Offerors to submit an initial TI allowance, Shell rent, and Operating rent as required at this stage.

The level of technical specificity being requested in several RFIs exceeds what is needed for the initial proposal stage and will be fully developed during the DID Workshop Process, which occurs only after competitive range is established. Offerors selected for competitive range will have comprehensive opportunities to coordinate with the VA, receive clarifications, confirm finish schedules, coordinate system requirements, and finalize TI pricing after preaward DID approval. This is the established process and ensures all Offerors compete on equal footing.

Nothing in the current solicitation precludes Offerors from providing competitive initial TI pricing, including allowances for coordination, finish materials, systems integration, or other items to be refined during DID development. The VA will not delay the procurement to resolve detailed design interpretations where the Lease and Exhibits already establish the required framework for initial pricing.

Accordingly, Offerors should proceed with preparing their initial proposals in accordance with the Lease, Exhibits, and standard federal leasing practices. Any Offeror advancing to the competitive range will have ample, structured opportunity during the DID workshops to address all material-specific clarifications, coordination questions, and TI refinements prior to submission of final TI proposals.

As noted on Page 1 of RLP Amendment 002:

All Requests for Information (RFIs) related to RLP 36C25026R0006 must be submitted no later than May 25, 2026, at 3:00 PM Eastern Time. The Department of Veterans Affairs will issue responses to all timely submitted RFIs no later than May 27, 2026, at 3:00 PM Eastern Time.

Following this deadline, no additional RFIs will be accepted or addressed for this procurement.

VA is granting a one (1) week extension where proposals are now due June 4, 2026, no later than 3:00pm ET.

1. Generator: Reference: Exhibit E – FSC Level II Security Requirements SECURITY UNIT PRICE LIST (FSL II) V. Structure B. Emergency Generator (T.I.)

a. Our understanding is that emergency backup power generation exceeds standard office shell requirements and therefore constitute a VA-specific operational enhancement. Please confirm whether the standby generator requirement is to be classified as a Shell cost or TI cost.

i. VA Response: Generator and associated work would be a TI cost.

2. Electrical Service / Electrical Gear Upgrades: Reference: L100 Section 3.25 – Mechanical, Electrical, Plumbing: General; Section 3.27 – Electrical; and Section 5.10 – Electrical: Distribution.

a. The existing building electrical infrastructure appears sufficient for a standard office occupancy; therefore, any additional capacity or upgraded infrastructure required specifically for VA clinical operations may be considered an agency-driven enhancement. Please confirm whether any required upgrades to the existing electrical service, switchgear, transformers, panels, feeders, or distribution equipment necessary to support VA occupancy loads are to be treated as Shell or TI costs.

i. VA Response: If a space meets all municipal and state codes in its current condition, then any upgrades to a code complaint electrical system would be TI costs.

3. Water Service Upgrades: Reference: L100 Section 3.25 – Mechanical, Electrical, Plumbing: General and Section 3.28 – Plumbing.

a. The existing building utility infrastructure adequately supports standard office occupancy conditions. Please confirm whether upgrades to the domestic water service, water line sizing, booster systems, or related infrastructure required to support VA-specific usage demands are to be treated as Shell or TI costs.

i. VA Response: If a space meets all municipal and state codes in its current condition, then any upgrades to a code complaint water/plumbing systems would be TI costs. However, providing the public restrooms in a location that coordinates with the VA’s Conceptual Floor Plan would not find allocation in TI costs.

4. Sewer Service Upgrades: Reference: L100 Section 3.28 – Plumbing and Section 5.01 – Tenant Improvement Requirements.

a. The existing sanitary service appears adequate for standard office use, and any additional capacity requirements are attributable to the VA’s specialized operational needs. Please confirm whether any required sanitary sewer service enlargements, waste system upgrades, or related infrastructure improvements necessary for VA occupancy are to be classified as Shell or TI costs.

i. VA Response: If a space meets all municipal and state codes in its current condition, then any upgrades to a code complaint sewer/plumbing systems would be TI costs. However, providing the public restrooms in a location that coordinates with the VA’s Conceptual Floor Plan would not find allocation in TI costs.

5. Lighting / Lighting System Upgrades: Reference: L100 Section 3.35 – Lighting: Interior and Parking – Shell and L100 Section 5.15 – Lighting: Interior and Parking – TI.

a. Please confirm whether any required lighting upgrades, fixture increases, specialty lighting, enhanced lighting controls, or additional lighting capacity necessary to support VA occupancy requirements are to be treated as Shell or TI costs. Our understanding is that the existing lighting systems and fixture quantities are sufficient to support a standard office occupancy condition.

Therefore, any additional lighting requirements, fixture densities, control systems, or enhanced operational criteria required specifically for VA clinical operations may constitute agency-specific enhancements and be more appropriately classified as TI costs.

VA Response: Any specialty lighting, increased lighting capacity, enhanced lighting controls, additional fixtures, or other lighting modifications required to meet VA clinical, technical, or operational needs—beyond what the building already provides for standard office occupancy—will be treated as TI costs.

This includes (but is not limited to):

• Additional or upgraded light fixtures

• Enhanced or specialty lighting for clinical rooms

• Increased fixture density

• Lighting modifications needed due to cubicle curtains in exam rooms

• Advanced control systems or zoning beyond typical office shell design

• Increased output or illumination levels defined in ASR technical rooms

Because the existing building lighting meets standard office usage, changes required solely due to VA-specific operational needs fall under TI.

6. HVAC System / Capacity Upgrades: Reference: L100 Section 3.25 – Mechanical, Electrical, Plumbing: General; Section 3.26 – Heating, Ventilation, and Air Conditioning (HVAC); and Section 5.01 – Tenant Improvement Requirements.

a. The existing HVAC system and associated distribution infrastructure are currently sufficient to support a standard GSA office occupancy condition. Please confirm if upgrades to the HVAC will be a Shell or TI cost.

i. VA Response: The Lessor is required under the Lease (L100 Sections

3.25 and 3.26) to provide an HVAC system adequate for standard office occupancy as part of the Shell. Based on the ASR, the enhanced HVAC performance requirements—including 24/7/365 operation, specific temperature/humidity bands for clinical and IT spaces, and room-specific operational conditions—are VA program needs beyond standard office conditions. Therefore, any HVAC upgrades, capacity increases, dedicated systems, or distribution modifications required solely to satisfy these ASR requirements will be classified as Tenant Improvement (TI) costs.

7. Per Exhibit B: B.6 & G.1.9 - Lessor will supply, install, and maintain fabric cubicle curtains and track (SEE G.1.9, infra). Curtains and track will be suspended from clips attached to the acoustic ceiling system. Refer to Design Guides for locations of cubicle curtains.

a. It is understood that continued maintenance over the term of the lease shall be a lessor expense and replacement of washable curtains shall be replaced as needed. Shall the initial procurement and installation of the product (track/curtains) be a Shell or TI cost?

i. VA Response: Initial procurement and installation of track and curtains will be a TI cost.

8. Per Exhibit B: B.9 - Provide covered drop-off canopy at the main entrance of the Space.

Canopy to be 14 feet minimum vertical clearance for vehicular traffic. Provide (2) lanes for vehicular traffic under the canopy with a minimum of 12’ for each lane of traffic.

a. If an existing facility is being offered that does not already have a drop-off canopy, shall this be a “Shell” cost or TI cost?

ii. VA Response: The canopy would be a TI cost.

9. Exh. E – FSL 2.18 Emergency Generator Protection (Shell)

a. Please confirm that a Natural Gas Generator is acceptable.

iii. VA Response: Natural gas generator is acceptable.

10. Shall any additional windows or skylights requested by the VA be a Shell cost or TI Cost? Exhibit E - 4.7 INTERIOR WINDOWS: (TI)

i. VA Response: Any additional windows, interior glazing, or skylights requested by the VA—beyond what is included in the base building design—will be treated as Tenant Improvement (TI) costs. Exhibit E, Section 4.7 Interior Windows, classifies interior windows as TI, which establishes the cost classification framework for VA-requested fenestration enhancements. Therefore, similar elements such as added windows or skylights that are not part of the Lessor’s base Shell delivery will also be considered TI.

11. If we are unable to get a hold of the “Ability One” entity for janitorial pricing, are we okay to submit Operating Janitorial costs not provided by Ability One? Reference: “Exhibit R- 36C25026R0006 Ability One for Janitorial” Per their website, services are available but no luck getting a hold of anyone.

a. VA response: On the face of Exhibit R- please complete the date/method/person(email address). Provide the outcome of the attempted contact. Sign, date, and return to the VA with your proposal by the submission deadline.

12. Due to the volume of technical coordination, design deliverables, and pricing exercises required for the RLP response, along with reduced design and construction team availability during the Memorial Day holiday timeframe, we respectfully request consideration of extending the current proposal due three weeks.

i. VA Response: VA posted the pre-solicitation notice on April 14, 2026. VA posted the original RLP on April 27, 2026 and provided 31 days for proposal preparation under a May 28, 2026 submission.

VA is targeting an FY2026 award and cannot extend three (3) weeks and have any good faith chance of make this award timeframe. VA is granting a one (1) week extension where proposals are now due June 4, 2026, no later than 3:00pm ET.

13. Please confirm that it is acceptable to utilize existing post mounted monument signs for VA exterior signage?

i. VA Response: Yes. The VA will accept the use of existing post mounted monument signs for exterior VA signage provided that the signs are updated, modified, or refaced as necessary to comply with all VA Signage & Wayfinding standards referenced in ASR Section A.10, including the VA Signage Design Manual, VHA Standardized Nomenclature, and required templates. There is no requirement in the ASR that exterior monument signs must be newly constructed;

therefore, reuse of existing sign structures is acceptable as long as they are brought into full compliance with VA standards.

14. Lease Term Option Submission Clarification: Solicitation Section 1.02F identifies multiple lease term options (Options A through D).

a. Please confirm whether Offerors may submit all lease term options as part of a single complete proposal submission, or whether the VA requires each lease term option to be submitted separately with a full standalone set of proposal documents for each option.

i. VA Response: Please submit a single GSA 1217. Please submit a separate and distinct GSA 1364 for each term option requeted in the

RLP.

15. Small clean up item. 4.03.D Building, Architectural and Design Concept, 4.03D Factor 5 Price, and 4.05A Award table notes incorrect solicitation numbers.

i. VA Response: Please see corrected RLP issued under this amendment.

16. 3.01F. Ownership Evidence. Please confirm if a LOI from the property owner is acceptable for providing control of the space, in lieu of a fully executed lease agreement.

i. VA Response: A letter of Intent, purchase sale agreement, or other documentation supporting evidence of ownership will satisfy RLP Section 3.01 F’s submission requirement.

17. Agreement to Acquire an Interest in Property: Please confirm what documentation shall be submitted if the Offeror intends to lease the space from the property owner rather than owning the property directly. Specifically, is an “Agreement to Acquire an Interest in Property” required in this circumstance, and if so, would a Letter of Intent (LOI) or other form of authorization letter from the property owner be acceptable at the time of proposal submission?

i. VA Response: A letter of Intent, purchase sale agreement, or other documentation supporting evidence of an Agreement to Acquire an Interest in the Property will satisfy RLP Section 3.01 G’s submission requirement.

18. Per Exhibit D – Program, the room-by-room programmed spaces currently total approximately 6,292 SF, which we understand to represent the Tenant’s usable area / ABOA square footage. The RLP, however, requires a minimum submission of 10,000 ABOA SF. Even after the VA included additional circulation and common spaces of 3,146 SF the current Exhibit D program does not appear to achieve the minimum ABOA requirement. We understand room counts and square footages may evolve during the DID and design development process; however, clarification is requested regarding how Offerors should prepare compliant submissions at this stage of procurement. Please clarify how Offerors should proceed with space planning and proposal submissions in order to avoid disqualification for failing to meet the minimum ABOA requirement.

Specifically:

1. Should Offerors increase the programmed room sizes and/or add additional support spaces beyond those identified in Exhibit D in order to achieve the minimum ABOA SF requirement?

VA Response: Yes. Please adjust the ABOA sizes as deemed most advantageous to the VA and the Conceptual Floor plan to target the 10,000 ABOA directly.

2. Is the Government anticipating that the final DID/programming phase will substantially increase the programmed square footage to meet the ABOA minimum and we shouldn’t worry about meeting the 10,000SF requirement.

VA Response: No pending increase or changes to square footage are anticipated by the VA. Please target 10,000 ABOA as closely as practicable within the proposed floor plan and layout. Any necessary and reasonable deviation from the 10,000 ABOA which is based on existing floor plans or required Lessor support areas, are understood by the VA.

19. Factor 3 – Project Management, Operation, and Maintenance Plan, the solicitation requests submission of a LEED Coordinator resume as part of the proposal package.

Please clarify whether this project is intended to achieve formal LEED certification. If so:

1. What LEED certification level is anticipated or required (Certified, Silver, Gold, etc.)?

VA Response: GSA templates were updated just prior to release. No LEED certification required under this RLP. Please see corrected RLP issued under this amendment.

2. Is formal LEED documentation, commissioning, registration, and certification through USGBC anticipated as part of the project scope?

3. VA Response: GSA templates were updated just prior to release. No LEED certification required under this RLP Please see corrected RLP issued under this amendment.

4. If LEED certification is not required, is the requested LEED Coordinator resume intended only to demonstrate familiarity with sustainable design and energy-efficiency coordination requirements?

VA Response: GSA templates were updated just prior to release. No LEED certification required under this RLP Please see corrected RLP issued under this amendment.

20. The room table/schedule on pages 15 and 16 in exhibit D has a column listed for notes.

Please confirm where notes are stated.

VA Response: “Notes” on Pages 15 and 16 correspond to “Schedule Notes” Page 12 of Exhibit D, preceding.

21. If notes stated in the table on pages 15 and 16 are those numbered on page 12 of 21 in exhibit D, then some notes do not correlate with the room finishes. HAS Teamwork Space (2 line items) has note 3, which states integral cove base 6" high. Schedule states RB 4". Which base is correct?

VA Response: In the event of a conflict under any notes or requirements applicable to Exhibit D, please apply the stricter standard. In this instance, Note 3’s integral cover base 6” would control over the RB 4” recital.

22. If notes stated in the table on pages 15 and 16 are those numbered on page 12 of 21 in exhibit D, then some notes do not correlate with the room finishes. PACT teamwork space ( 3 line items) has note 3, which states integral cove base 6" high. Schedule states RB 4". Which base is correct?

VA Response: In the event of a conflict under any notes or requirements applicable to Exhibit D, please apply the stricter standard. In this instance, Note 3’s integral cover base 6” would control over the RB 4” recital.

23. In exhibit D Table on page 15-16 indicates floor finish WSF. It is assumed this floor material is WSV as indicated on page 12 of 21. Please clarify the floor finish type and material for WSF

VA Response: The correct floor finish for these spaces is WSF – Welded Seam Sheet Flooring (Homogeneous). The reference to WSV on page 12 is superseded by the designation shown on pages 15–16. WSF and WSV are different material types; therefore, WSF shall be used wherever there is a discrepancy. VA will update Exhibit D to correct the finish schedule accordingly.

24. In exhibit D Table on page 15-16 indicates floor finish RFT. RFT floor material is not listed in table on page 12 of 21. Please clarify the floor finish type and material for RFT

VA Response: The finish designation RFT on Exhibit D (pages 15–16) refers to Resilient Floor Tile (RFT). This material type was inadvertently omitted from the finish legend on page 12 of 21. RFT remains an approved VA floor finish classification and should be applied as shown in the Exhibit D room finish table.

The VA will update Exhibit D to include RFT in the finish legend to ensure consistency across the documents.

In exhibit D Table on page 15-16 indicates floor finish RSF. RSF floor material is not listed in table on page 12 of 21. Please clarify the floor finish type and material

VA Response: The finish designation RSF shown in Exhibit D (pages 15–16) refers to Resilient Sheet Flooring – Heterogeneous (RSF). This material type was inadvertently omitted from the finish legend on page 12 of 21. RSF is an approved VA floor finish classification and should be applied as indicated in the Exhibit D room finish table. The VA will update Exhibit D to include RSF in the finish legend to ensure consistency and accurate pricing across proposals.

25. Exhibit D page 12 of 21 states material AT acoustical ceiling tile (not used).

Ceiling finish on pages 15-16 of 21 states AT ceiling finish in many of the rooms. Please clarify if ACT ceiling finish is correct per table on pages 15-16.

VA Response: Please disregard the “(not used)” designation and apply the specifications recited under AT on Page 12 of 21 of Exhibit D.

26. In Solicitation Request for Lease document Item 1.02.C state 77 surface/outside parking spaces are required. Please clarify how many spaces are designated for patient and for staff parking.

VA Response: VA would request 10% of the parking spaces be ADA complaint parking spaces, with a minimum of one of every six accessible spaces being van assessable. The remaining spaces will support both patient and staff parking combined. No specific designation for staff parking spaces is being requested by the VA. The total number of parking spaces at 77, and the required accessible parking spaces are the minimum requirements for parking. In addition, the Lessor shall provide such additional parking spaces as required by the applicable code of the local government entity having jurisdiction over the Property.

27. In Solicitation Request for Lease Document Item 1.02.D states as part of the rental consideration, government may require use of the building roof for the installation of antenna(s). Please clarify if structural support and roof modifications shall be included in the building shell costs for this antenna(s).

VA Response: At this time VA does not have target on a present antenna install. In the future, if the need arises; structural support and roof modifications would be included in the TI.

28. In Solicitation Request for Lease Document page 19 under Minimum Factors for Technical Compliance item 36 states LEED, Energy and Environmental Info (3.01 R).

Further define if building enclosure modifications are required to obtain Energy Star label (assume "Certification for Buildings"). Criteria is stated in item 3.01.R in solicitation).

VA Response: GSA templates were updated just prior to release. No LEED certification required under this RLP Please see corrected RLP issued under this amendment.

29. In Solicitation Request for Lease Document page 22 Factor 3 - Submission Instructions states factor will evaluate each offer for inclusion of the following information item iii.

LEED coordinator. Further define LEEED compliance and LEED coordinator expectations, requirements and/or responsibilities for this project.

VA Response: GSA templates were updated just prior to release. No LEED certification required under this RLP Please see corrected RLP issued under this amendment.

30. Do any of these spaces need to be added to our design? The program vs the layout sketch per exh. D show different quantity of rooms.

a. Registration Check In/Out

b. Work Room for Registration (Supplies, Copiers, etc.)

c. Staff Toilets/Lockers

d. Soiled Holding

e. Delivery Area/Deboxing of Supplies.

VA Response:

(a) Yes. Registration is demonstrated on Exhibit D, Page 1 of 21. Please tailor submissions to account for this five (5) station reception area.

(b) No. No copy alcove is required at this time. Please submit design of the space to the specifications demonstrated on Page 1 of 21 of Exhibit D; within the requirements outlined on pages 15 and 16. If a space is not demonstrated on Page 1; but is recited on pages 15 and 16; the space does not apply to this RLP.

(c) Yes. A universal staff toilet is located on Page 1 of 21 of Exhibit D in the NW corner of the page.

(d) At current the floor plan on Page 1 of 21 does not demonstrate a delivery/ deboxing specifically designated deboxing area. If a vendor desires to propose this area in development of the VA conceptual plan, they are free to do so within the confines of the targeted 10,000 ABOA; and the program space for the other demonstrated areas

31. Per Appendix B, A.8 & A.9 –

a. Are all referenced VA BIM appendices and deliverables mandatory for this project, including room data sheets, geo-referencing, spatial/equipment data, and as-built BIM deliverables?

VA Response: SEE BIM MANUAL APPENDIX 6- As-Built Deliverables for Leasing:

“ APPENDIX 6 As-Built Deliverables for Leasing

Before the space is released to the VA tenant, the Lessor shall provide the VA with As-Built documentation reflecting the actual leased space. This information is necessary to provide information for the annual reporting on VA’s Capital Asset Inventory of space to the Office of Management and Budget (OMB) and for passing The Joint Commission surveys, who assures that VA provides care in safe environments. The As-Built documentation shall consist of electronic files (on DVD or other agreed upon transfer medium) and include a Building Information Model (BIM/model) in the latest release of Autodesk Revit (.rvt file format) and 2D floorplans (.dwg and electronic .pdf formats) derived from the model according to the guidance provided in the VA Drawing Deliverable Requirements (DDR). The lessor also should refer to the VA BIM Standards for additional guidance on modeling the elements noted in Appendix 6.

As-Built Deliverables when VA is a Tenant in Leased Space: The BIM As-Built documents shall show only the architectural layout elements pertinent to the lease (no finishes or graphic rendering), and include locations of exterior walls and roof (Level of Development (LOD) 200). Floor layout, interior walls, exterior and interior doors, windows, floors, column locations in rentable space, ceilings, bathrooms, and circulation (corridors, exit stairs, elevators, etc.) shall be modeled to a LOD 300. Other elements and utility systems do not need to be modeled.

Rooms, Departments, and areas must be modeled as spatial objects following Autodesk Revit best practices and be generated with the appropriate BIM tool and associated with bounding elements (walls, doors, windows, floors, columns, ceilings, underside of deck). All properties information associated with these spaces must be fully generated from and connected to the model geometry which defines its boundaries.

When using Autodesk Revit, Architectural Spaces must be modeled as “Rooms” and when rooms are aggregated into Departments they must also be modeled as “Areas.”

All spatial objects must be identified with the appropriate property information, identifying each room by name and functional code and department ownership according to the Capital Asset Inventory Space (CAI) Mapping Guidelines. If two areas have different functional space classifications, even though they are within the same physical room, they must be modeled as two separate spatial objects.

Net Usable Square Feet (NUSF), Department Gross Square Feet (DGSF), and Gross Square Feet (GSF) for each space as applicable must be calculated automatically using BIM tools, and shown on the 2D electronic floorplans. (See Standard Alert 002a on the VA Technical Information Library for how to measure spaces.)

Life Safety Code, Physical Security, Rated Partitions, Exiting: All building elements that pertain to the Life Safety Code, Physical Security, emergency egress paths, exit sign locations, fire pull stations, suite designations, etc., must be modeled (minimum) to LOD 300. The specific identifying non-graphic information must be attached to each element. All Smoke Barriers and Fire Rated Partitions including fire safety suites must be modeled in BIM and shown on the 2D floor layout plans according to the rated walls graphic fill patterns provided in the VA BIM Standard Appendix 4”

b. Is the Government requiring a fully VA-compliant BIM execution process and facilities-management-level model deliverable, or are these standards being referenced for general design guidance purposes only?

VA Response: See VA response to 12 (a) citing Appendix 6.

c. Please identify the required Level of Development (LOD) for architectural, structural, and MEP models, if applicable.

VA Response: See VA response to 12 (a) citing Appendix 6.

d. Please confirm whether COBie, asset-tagged equipment data, or other facility management integration deliverables are required as part of the lease deliverables.

VA Response: See VA response to 12 (a) citing Appendix 6.

e. Since this procurement appears to be for a leased existing facility/tenant improvement project rather than a new federal building development, please clarify whether the VA intends to waive or modify portions of PG-18-13 that may not be applicable to an existing building retrofit environment.

VA Response: VA is accepting offers for new construction as well as existing buildings. If an existing building is selected for award, any requirements applying to new construction would be non-applicable.

f. Please clarify whether compensation for BIM coordination, model management, existing-condition modeling, and as-built BIM deliverables is intended to be included within the TI allowance or addressed separately.

VA Response: Compensation for BIM coordination, model management, existing conditions modeling, and as built BIM deliverables is to be included within the Tenant Improvement (TI) allowance. The Lease and Agency Specific Requirements incorporate the VA BIM Standards (ASR Section A.9, including the “VA BIM Manual with Appendices”), which apply to the design and construction of the VA buildout, not to the base building shell.

Because BIM activities are required to support design development, coordination, and documentation of the VA program, these tasks fall under the scope of TI design and construction services, consistent with L100 Section 5.01 – Tenant Improvement Requirements. The BIM requirements do not impose new obligations on the base building shell.

Therefore, BIM coordination, modeling, and as built BIM deliverables should be priced and performed as TI funded activities rather than shell costs.

g. The Offeror requests this clarification because full compliance with VA BIM standards can significantly impact architectural/engineering scope, consultant coordination requirements, existing-condition verification efforts, project schedule, and overall project cost. Clear definition of the required BIM deliverables is necessary to ensure all Offerors are pricing and proposing on a consistent basis. Ideally these requirements will not be enforced, due to the smaller size of the project and lower potential conflicts in the construction of the facility.

VA Response: Appendix 6 of the VA BIM Manual, “As-Built Deliverables for Leasing,” applies to this project and defines the required BIM scope for leased space. Appendix 6 accurately describes the required asbuilt BIM deliverables, including the required Level of Development (LOD) standards, spatial modeling requirements, and documentation formats.

These BIM deliverables are part of the Tenant Improvement (TI) design and construction scope, and Offerors should include all associated costs—such as BIM coordination, model management, existingconditions verification, and preparation of asbuilt BIM files—in their TI pricing. The VA does not waive BIM requirements based on project size. All Offerors must meet the BIM deliverable requirements in Appendix 6 to ensure consistent space documentation, compliance with VA capital asset reporting, and compliance with Life Safety and physical security modeling requirements.

32. Specifically, please confirm whether the Government’s expectation is that pre-award DIDs are design-intent level drawings only, and that the successful offeror/lessor will prepare the full permit-ready construction documents, stamped engineering drawings, and working drawings after DID approval and/or lease award.

VA response: Confirmed.

33. We also request clarification on whether the following items are required before award or only after award by the successful lessor:

Fully stamped architectural construction documents;

Fully stamped civil, structural, mechanical, electrical, plumbing, fire protection, and life safety drawings;

Permit-ready drawings required for local jurisdiction review;

Full construction specifications;

Final engineered site, utility, stormwater, and grading plans;

Final construction documents necessary to obtain building permits.

VA Response: Items 1 through 6 all confirmed to be required post-award.

34. Our understanding is that the pre-award DID process is intended to establish design intent and support final TI pricing, while the full construction/permitting documents are to be prepared by the successful lessor as part of the post-award design and construction process. Please confirm whether this understanding is correct.

VA response: Confirmed correct.

35. We respectfully request that the Government identify the minimum required level of detail for the pre-award DID submission and confirm whether full construction documents are not required until after the successful offeror is selected and the appropriate post-award design process begins.

VA response: Reference Exhibit A Section 4.01 (B) for the minimum level of detail required in Level 1 DIDS. Also, see general VA response regarding the competitive range, TI requirements, and the forward pre-award DIDs process for this RLP.

36. Specifically, we would appreciate clarification on the following items:

Required Design Level at Proposal Stage

Please confirm whether conceptual-level materials are sufficient for the RLP response, or whether detailed construction-ready drawings are expected at the time of submission.

VA response: Confirming that no detailed construction documentation is being requested by the VA at initial proposals. VA encourages vendors to submit any and all forms of documentation that clearly demonstrate the requirements recited under the RLP (Evaluation Factors); and the remaining exhibits (Conceptual Floor plan, Lease, Agency Specific Requirements etc.).

Architectural Drawing Requirements

Would the following preliminary materials be considered sufficient at this stage?

Conceptual site plan

Preliminary building footprint

Floor plan/test fit

Parking layout

Basic circulation/access plan

Narrative demonstrating compliance with VA functional requirements

VA Response: No “test fit layout” (RLP Section 2.01) is being requested by the VA under this RLP. No stamped / construction ready architectural drawings are being requested under initial proposals. Vendors are requested to submit any and all conceptual documentation that best and clearly demonstrates the requirements of the RLP (Evaluation Factors); and the remaining exhibits (Conceptual Floor plan, Lease, Agency Specific Requirements etc.).

37. Engineering Requirements

Please clarify whether stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings are required with the proposal submission, or whether those items are intended to be completed after award.

VA response: Stamped MEP, civil, structural, fire protection, life safety, and related engineered drawings items
