About this file
This file contains RFI responses and amendments for a Request for Lease Proposal (RLP) issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10. RLP 36C25026R0006 is set-aside exclusively for Service-Disabled Veteran Owned Small Business (SDVOSB) entities and seeks to lease a minimum of 10,000 ABOA (Assignable Building Occupancy Area) square feet of medical office space plus 77 surface/outside parking spaces—including seven ADA-compliant spaces—for a Consolidated Medical Clinic in Kalamazoo, Michigan within a delineated geographic area. The VA will consider both existing buildings and buildings under construction for multi-tenant use, though build-to-suit arrangements specifically for VA use are not preferred. The lease term is up to 20 years, with proposals due June 4, 2026, at 3:00 PM EDT, following a one-week extension granted in Amendment 0003. The VA Network Contracting Office in Indianapolis issued four amendments addressing RFI responses received through May 25, 2026, correcting documentation references, updating the GSA 3517B exhibit, and clarifying the solicitation timeline.
The amendments address multiple RFI inquiries, including confirmation of the final proposal due date, corrections to solicitation number and exhibit references in evaluation factors, and requests regarding past performance recency requirements. Amendment 0004 was issued to respond to RFIs submitted through May 25, 2026, with the VA accepting no further questions after that date. RFI responses were provided no later than May 27, 2026. The Lease Contracting Officer is Kevin Adkins. All terms and conditions of the original RLP remain in effect except as specifically amended, with the revised RLP documents attached to each amendment serving as the governing documents for prospective offerors.
