About this file
This document is a Department of Veterans Affairs (VA) Provision Addendum to GSA Template 3516/3516A for solicitation provisions related to real property lease procurements, effective March 2024.
The provision establishes an alternative protest procedure for interested parties in VA real property lease procurements. Rather than filing a protest directly with the Lease Contracting Officer, an interested party may submit a protest by mail or electronically to the Executive Director of the Office of Construction and Facilities Management (003C) at 425 I Street, NW, Washington, DC 20420, or via email at CFMORP@va.gov. The provision contains a critical restriction: a protest will not be considered if the interested party already has a protest on the same or similar issue(s) pending with the Lease Contracting Officer, preventing duplicate or concurrent protests on identical matters.
