About this file
This is Amendment No. 0002 to a Request for Lease Proposal (RLP No. 36C25026R0006) issued by the Department of Veterans Affairs, Network Contracting Office 10, located in Indianapolis, Indiana. The amendment was signed by Lease Contracting Officer Kevin Adkins on May 13, 2026, and addresses three Requests for Information (RFI) submitted by potential offerors regarding the lease solicitation.
The amendment clarifies three key requirements: (1) the 10,000 square feet of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) specified in RLP Section 1.02 Item A represents both the minimum and maximum target, and offerors should target that exact ABOA as closely as possible; (2) seismic safety requirements referenced in RLP Section 2.04 and Section 3.01 Item B are not applicable to this Kalamazoo, Michigan location and no affirmative seismic compliance submission will be required; and (3) Section 1.09 regarding Real Estate Tax Base was intentionally deleted because the government does not intend to negotiate or pre-establish a tax base upfront—the tax base will be established and adjustments made as outlined in Lease Section 2.06. All other terms and conditions of the RLP remain unchanged and in full force and effect.

VA RFI RESPONSE THRU May 13, 2026
1. RFI #1:
RLP Section 1.02 Item A states “The Government is seeking a minimum of 10,000 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF)...”
Can the agency clarify if there is a maximum ABOA square footage for this project?
VA Response: The 10000 of American National Standards Institute/Building Owners and Managers Association (ANSI/BOMA) Occupant Area (ABOA) square feet (SF) should be seen as the minimum and maximum ABOA and offerors should target that exact ABOA as closely as possible.
2. RFI # 2:
RLP Section 2.04 Sets out “SEISMIC SAFETEY – HIGH SEISMICITY”.
RLP Section 3.01 Item B states, “Evidence of Seismic Compliance”.
Kalamazoo, Michigan does not appear to be in any form of a seismic zone.
Can the agency clarify if this RLP should contain seismic requirements?
VA Response: Seismic requirements will not be applicable, and no affirmative submission will be sought by the VA.
3. RFI #3:
Lease Section 1.09 “Real Estate Tax Base” has been intentionally deleted.
Lease Section 2.06 is still integrated into the lease and sets out “Real Estate Tax Adjustment” provisions.
Can the agency clarify if this procurement will allow for a Real Estate Tax Base and Real Estate Tax Adjustments?
VA Response:Section 1.09 was deleted as the government does not intend to negotiate or pre- establish a tax base upfront. The tax base will be established and any adjustments will be made as outlined in Section 2.06.
