About this opportunity

The Department of Veterans Affairs seeks lease proposals for 20,250 rentable square feet to house a Community Based Outpatient Clinic in Twin Falls, Idaho, with initial offers due November 10, 2026 at 4:00 PM PST. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside, limiting eligibility to SDVOSBs.

The space must fall within a defined area of Twin Falls bounded by the Snake River and specified streets, and the offered building must be new or undergo modernization or adaptive reuse. The Government requires 15,000 to 18,000 ABOA square feet of contiguous space, with 50 surface parking spaces, including 3 ADA-compliant spaces reserved for exclusive Government use. The lease term is 20 years with a 10-year firm term, after which the Government may terminate on 90 days' notice. A Tenant Improvement Allowance of $354.16 per ABOA square foot applies. Post-award security countermeasures are priced as Tenant Improvements.

Offerors must comply with seismic safety, fire protection and life safety, ENERGY STAR labeling, accessibility, and environmental requirements. The Dermatology room doubles as the bariatric room, with the Government providing a patient lift. Offerors must submit test-fit layouts with initial offers. A Cultural Resources Study commitment, including a qualified firm's written commitment and estimated completion date, is required for sites involving new construction, demolition, or significant ground-disturbing work. The Government does not require a standby or emergency generator, blast-hardened construction, an MRI suite, a loading dock, an ambulance canopy, or a day porter. The Lessor provides all janitorial services, Monday through Friday from 6:30 PM to 12:30 AM, with the clinic ready by 6:30 AM. Mechanical equipment cannot operate between 7:30 AM and 5:00 PM.

Award is best value, with price and technical factors approximately equal in importance. Technical factors include location, technical quality, offeror qualifications and past performance, delivery schedule, and operations and maintenance plans. The Lease Contracting Officer will negotiate with offerors in the competitive range.

Offers go by email to Jeffrey Deering, Deborah Greer, and Christina Wolf. Offerors must initial every page of Amendment No. 4 and submit a signed acknowledgment with their initial offer. Offerors with long-term leasehold interests may submit. No pre-bid conference is planned, and no broker commission applies.
