About this file
This document is Amendment No. 2 to Request for Lease Proposal (RLP) No. 36C24W26R0017 for the Veterans Affairs (VA) Twin Falls, Idaho Community Based Outpatient Clinic (CBOC), issued October 20, 2026.
The amendment revises key submission requirements and provides clarifications to the original solicitation. The offer deadline has been extended to 4:00 PM PDT on November 10, 2026, with submissions required via email to three VA contracting representatives: Jeffrey Deering, Deborah Greer, and Christina Wolf. RLP Paragraph 1.06B has been deleted in its entirety, and submission instructions for RLP Amendment No. 1 have been modified to require direct submission to Contracting Officers with reference to authorized representatives. The amendment addresses eleven clarification questions and answers, including confirmation that a main entry covered canopy and ambulance ingress/egress door are not required; a Cultural Resources Study Report is required if the proposal involves new construction, build-to-suit development, demolition, or significant ground-disturbing work; LEED requirements are no longer incorporated into the project; Real Estate Tax Adjustments will be included per Lease Paragraph 2.06; construction wage rates must comply with Department of Labor determinations; and when ABAAS and VA requirements conflict, the more stringent requirement governs unless otherwise directed by the Contracting Officer. Offerors must acknowledge receipt of Amendment No. 2 by initialing every page and providing a signed acknowledgment with their initial proposal submission.
