About this file

This document is Amendment No. 3 to Request for Lease Proposal (RLP) No. 36C24W26R0017 for a Community Based Outpatient Clinic (CBOC) in Twin Falls, Idaho, issued by the Veterans Affairs (VA) on November 4, 2026. The amendment provides 28 clarifications and responses to offeror questions regarding the lease solicitation requirements, design specifications, and operational parameters for the facility.

Key clarifications address document hierarchy, establishing that Exhibit 02 (Agency Requirements) controls over other exhibits when discrepancies exist; the space program is a medium-sized outpatient clinic with 21 primary care exam rooms and associated support spaces as specified in Exhibit 02, with Exhibit 02a provided as example reference material only. Cultural Resources Study requirements are modified to permit submission of a qualified firm's written commitment and estimated completion date at initial offer submission for sites involving new construction, demolition, or significant ground-disturbing work. The amendment confirms that no standby or emergency generator, specialized blast-hardened construction, MRI suite, loading dock, ambulance drop-off canopy, or day porter is required. Parking requirements are confirmed as 50 surface spaces including 3 ADA-compliant spaces reserved for exclusive Government use, subject to local code compliance. Janitorial services must be performed Monday through Friday from 6:30 PM to 12:30 AM, with the clinic clean and ready by 6:30 AM; mechanical equipment cannot operate between 7:30 AM and 5:00 PM. HVAC systems including VAV boxes and branch ductwork are included in the Shell for an open-office layout, with specialized zone control as Tenant Improvements. Additional security countermeasures identified post-award are priced as Tenant Improvements. The amendment clarifies that offerors with long-term leasehold interests may submit offers and that test-fit layouts are required at offer submission. No pre-bid conference is planned, no broker commission applies, and real estate tax base and occupancy percentages are defined in Draft Lease Section 2.06. All offerors must acknowledge receipt by initialing every page and providing a signed acknowledgment with their initial offer.

AMENDMENT NO. 3

REQUEST FOR LEASE PROPOSAL NO. 36C24W26R0017

Offeror Initials

REQUEST FOR LEASE PROPOSAL NO.

36C24W26R0017

November 04, 2026 Veterans Affairs (VA)

Twin Falls, ID Community Based Outpatient Clinic (CBOC)

RLP Clarifications/Questions:

1. Order of Precedence Among RLP Exhibits Question: Where the Agency Requirements, the Program for Design (PFD), the Lease Design Narrative (LDN), and other exhibits contain differing information, which document controls?

Response: Exhibit 02, Agency Requirements (Agency Specific Requirements), controls.

Where information in Exhibit 02 differs from Exhibit 02a (Program for Design), Exhibit 02a1 (Project Room Contents List), Exhibit 02a2 (Lease Design Narrative), Exhibit 02a3 (Room Data Matrix), Exhibit 02a4 (IT Systems Specifications), Exhibit 02b (Janitorial Services), or the Draft Lease, Exhibit 02 governs. The appendices are provided as examples and reference material for the Offeror’s design team, reflecting typical PACT-model clinic layouts and standards. They are not the Government’s definitive program for this clinic.

2. Space Program: Agency Requirements vs. Program for Design Question: Exhibit 02, 1.0.2 states quantities in both words and numerals that do not agree (e.g., “three (21) PACT Primary Care exam rooms,” “One (3) PACT Patient Toilet”) and Exhibits 02 and 02a list different room types and quantities (e.g., 21 exam rooms vs.

10; Foot Care, Dermatology/Bariatric, and Lactation rooms do not appear in the PFD).

Does the PFD take precedence, and will the Agency Requirements be updated to match the PFD?

Response: The PFD does not take precedence over the Agency Requirements, and the Government does not intend to revise Exhibit 02 to match Exhibit 02a. Exhibit 02 is the best statement of the Government’s intent for this clinic, which is a medium-sized outpatient clinic (see RLP 1.02(A)). Exhibit 02a is provided as an example of a typical PACT-model layout.

3. Cultural Resources Study Report Question: Is a signed commitment to have the Cultural Resources Study performed sufficient at RLP submittal, given that these studies can take time?

Response: RLP 2.12 is modified as follows. In lieu of submitting the completed Cultural Resources Study Report with the initial offer, an Offeror proposing a site that involves new construction, build-to-suit, demolition, or other significant ground-disturbing work shall submit with its initial offer: (a) a written commitment of services from a qualified firm or professional to perform the Cultural Resources Study described in RLP 2.12(A)–(D);

and (b) the estimated date by which the completed Cultural Resources Study Report will be submitted to the Government.

The Government retains its rights under RLP 2.11(D) to reject any offer where documentation is inadequate or indicates preservation concerns.

This response supersedes Amendment No. 2, Item 5, Clarification 7.

4. Generator Question: Is a generator required for this project and, if so, is it to be provided by the Lessor?

Response: No standby or emergency generator is required by the Government.

5. Blast Resistance Question: Are blast-resistant materials required, or is the intent simply to provide progressive collapse resistance with steel construction?

Response: The Government does not require specialized blast-hardened construction assemblies beyond the measures stated in Exhibit 03.

6. MRI Suites Question: Which rooms are considered MRI suites, as none are indicated in Exhibit 02a1 or Exhibit 02a?

Response: No MRI is planned for this clinic, and no room is an MRI suite.

7. Primary Statement of Work for Lessor Services Question: Lease Section 6, Exhibit 02 (Sections 8 and 9), and Exhibit 02b each describe Lessor services. Which document supersedes the others as the primary statement of work?

Response: Exhibit 02, Agency Requirements, Sections 8.0 through 9.1 (Building Maintenance by Lessor; Exterior Cleaning by Lessor; Interior Cleaning by Lessor (Janitorial Services); VA Cleaning Responsibility) is the primary statement of work for Lessor services. Where Draft Lease Section 6 or Exhibit 02b differ, Exhibit 02 governs.

8. Day Porter Question: Please confirm whether the VA requires a day porter and, if so, the hours the position must be available on site.

Response: No day porter is required. Janitorial services are to be performed in accordance with Exhibit 02, the clinic may be cleaned after hours so that it is clean and ready to see patients the following day.

9. Janitorial Work Schedule Question: Please confirm when cleaning should be completed.

Response: The janitorial work schedule is 6:30 PM to 12:30 AM, Monday through Friday.

The Lessor shall ensure that the clinic is cleaned and ready to see patients at 6:30 AM.

Mechanical equipment such as vacuum cleaners, burnishers, and scrubbing machines shall not be used between 7:30 AM and 5:00 PM.

10. HVAC: Shell vs. Tenant Improvements Question: Is the HVAC system and distribution required by the final VA room layout and Room Data Matrix (VAV boxes, branch ductwork, diffusers/grilles, exhaust, controls) included in Shell, or should Shell be based on an open-office HVAC condition with VA layout-specific modifications priced as TI?

Response: HVAC is addressed in the Draft Lease. Under Draft Lease 3.32(A), central HVAC systems, including main and branch lines, VAV boxes, dampers, flex ducts, and diffusers, are installed and operational for an open-office layout and are included in the Shell. Zone control is addressed in Draft Lease 5.09 and remains applicable. The Shell includes an HVAC system capable of heating and cooling the building. Any specialized zone control requested by VA beyond that baseline is a Tenant Improvement. The Government does not anticipate specialized zoning requirements for this outpatient clinic.

11. Loading/Service Area and Entry Canopy Question: Is a dedicated service/loading area designed for WB-62 truck maneuverability with a 14- foot-clear unloading canopy required, and are non-combustible entry/receiving canopies required?

Response: No loading dock is required. A main entry covered canopy is not required (see Amendment No. 2, Item 5, Clarification 1).

12. Ambulance Access Question: Is a dedicated ambulance building access point and covered ambulance drop-off canopy required?

Response: No. An ambulance access point, ambulance receiving area, and covered ambulance drop-off canopy are not required.

13. Parking Question: Please confirm that 50 total spaces, including 3 ADA-compliant spaces, is the Government’s complete parking requirement, subject only to any greater requirement imposed by the local jurisdiction, and that no additional employee, patient/visitor, Government fleet, or other spaces will be required.

Response: Confirmed. RLP 1.02(C) states the Government’s parking requirement: 50 surface/outside parking spaces, including 3 ADA-compliant spaces, reserved for the exclusive use of the Government. The Offeror remains responsible for meeting local code and zoning parking requirements and applicable accessibility requirements. Where requirements differ the more stringent governs.

14. Pharmacy Requirements Question: Please confirm that the LDN requirements for pharmacy dispensing windows, ballistic protection, USP 797/800 compounding, pharmacy clean rooms, and specialized pharmacy HVAC do not apply unless identified in the PFD.

Response: Confirmed that these pharmacy-specific features are not required. This is a medium outpatient clinic, and no pharmacy is required. A locked medication room and small laboratory space are typical (see Exhibit 02, 1.0.2 items 6 and 22). The PFD is provided as an example only, and LDN 1.4 does not make the PFD the controlling list of required rooms or functions; Exhibit 02 governs (see Clarification 1).

15. Patients of Size/Bariatric Room and Patient Lift Question: Which room(s) satisfy the patients-of-size/bariatric requirements, and is a patient lift required? If so, in which room, and is the lift Lessor or Government furnished?

Response: The General Procedure Room, with its adjacent patient toilet, will also serve as the bariatric room. The patient lift is Government-furnished and will be installed by the Lessor’s contractor during the Tenant Improvements, including any supporting structure and electrical connections shown in the approved design.

16. Construction Duration After NTP Question: Would the Agency consider revising Lease 4.01(J) (220 Working Days following NTP) to allow additional time for Tenant Improvements and other required construction, given the Offeror’s experience that new-construction CBOCs average approximately 355 working days?

Response: Offerors shall refer to Draft Lease Section 4 for the Government’s design and construction schedule.

17. Definition of Terminal Cleaning Question: Please confirm the definition of “Terminal Cleaning” for pricing accuracy.

Response: Terminal cleaning is defined in Exhibit 02.

18. Hours of Operation for Pricing Question: Exhibit 02 9.0.2(2) restricts mechanical cleaning equipment from 7:30 AM to 5:00 PM, Lease 6.01(A) states normal hours of 8:00 AM to 4:30 PM, and Exhibit 02b 1.2(B) states other hours. Please confirm the accurate hours of business.

Response: Offerors shall price janitorial and maintenance services in accordance with Exhibit 02. Under Exhibit 02, the clinic must be clean and ready to see patients by 6:30 AM (9.0.2(2)); janitorial mechanical equipment is not to be used between 7:30 AM and

5:00 PM (9.0.2(2)); and snow and ice removal at entrances, sidewalks, and parking areas is required before working hours, 6:30 AM to 5:00 PM (8.1(6)). Where Draft Lease 6.01(A) or Exhibit 02b 1.2(B) state different hours, Exhibit 02 governs.

19. Terminal Cleaning Frequency; Lease 1.12 and 6.05 Question: Please consider adding Lease 1.12 and 6.05 (both intentionally deleted) back into the Lease for pricing purposes, or capping the number of Terminal Cleaning requests per month or week.

Response: The Government will not reinstate Lease 1.12 and 6.05. Terminal cleaning is part of the Lessor’s janitorial services under Exhibit 02, 9.0.2(7) and 9.0.5. The Government will notify the Lessor of the areas that need terminal cleaning; exam rooms that do not require terminal cleaning on a given night receive the standard cleaning described in Exhibit 02, 9.0.5(6).

20. Specialty Care Areas and Cleaning During and After Clinic Hours Question: Please clarify the Specialty Care Area, as well as the during-hours and after-hours cleaning requirements (Exhibit 02b 1.3(B)(c): treatment rooms cleaned and disinfected after each patient procedure).

Response: Exhibit 02 governs. Janitorial services are performed after normal clinic hours, from 6:30 PM to 12:30 AM, Monday through Friday. Exhibit 02 does not establish a separate Specialty Care Area cleaning requirement for this clinic.

21. Pricing of Post-Award Security Countermeasures Question: Exhibit 03 states that additional countermeasures identified during the post-award risk assessment shall be priced as TI, while Exhibit 13, NC 1.03 states they must be priced as BSAC. Should they be priced as TI or BSAC?

Response: Additional security countermeasures identified during the post-award risk assessment are priced as TI. Exhibit 03 governs, consistent with Amendment No. 2, Item 5, Clarification 11, which directs Offerors to Exhibit 03. The BSAC reference in Exhibit 13, NC 1.03(A) does not apply.

22. Fee Simple Title and Sublease Structure Question: Will VA accept an offer in which the Offeror holds a long-term master leasehold and subleases the Premises to the Government, and does the 3.01(W) affirmation apply to such an offer?

Response: An Offeror whose interest in the Property is a long-term leasehold may submit an offer, including where the land is owned by another entity or an affiliated parent company and the Offeror holds its interest through a lease with that owner. The RLP and Draft Lease specify when an executed lease or an agreement to lease shall be submitted.

The 3.01(W) does not apply to leasehold interests.

23. Joint Venture Eligibility and Property-Control Documentation for SDVOSB Set- Aside Question: Does the solicitation permit participation through a joint venture or teaming arrangement between an SBA-certified SDVOSB and a non-SDVOSB real estate partner? What ownership or property-control documentation is required?

Response: Refer to RLP 4.03 regarding joint venture and SDVOSB requirements.

Offerors are responsible for determining their own eligibility.

24. Pre-Bid Conference Question: Is there a pre-bid conference or site visit?

Response: At this time there is no pre-bid conference planned.

25. Test-fit Layout Question: Is a test-fit layout required with the offer?

Response: Yes, a test-fit layout is required at the time the offer is submitted.

26. Broker Commission Question: Does a broker commission or commission credit apply?

Response: No, a broker commission or commission credit does not apply.

27. Real Estate Tax Base and Percentage of Occupancy Question: How are the real estate tax base and percentage of occupancy set?

Response: These are defined in 2.06 of the Draft Lease.

28. Location and Services Question: Is VA open to other locations, and what services are wanted?

Response: Refer to the solicitation for guidance on location and service requirements.
