About this file

This is Amendment No. 1 to Request for Lease Proposal (RLP) No. 36C24W26R0017 issued by the Veterans Affairs (VA) for a Community Based Outpatient Clinic (CBOC) facility in Twin Falls, Idaho, dated September 3, 2026.

The amendment revises several key provisions of the original RLP. The offer deadline has been extended to 4:00 PM PDT on October 27, 2026, with submissions required via email to three VA contacts: Jeffrey.Deering@VA.GOV, Deborah.Greer@VA.GOV, and Christina.Wolf@VA.GOV. Email subject lines must reference "RLP No. 36C24W26R0017 Twin Falls CBOC – Initial Offer." The amendment modifies the lessor affirmation language in Paragraph 3.01, W, requiring the offeror to confirm intent to perform lease requirements and obtain fee simple title free of encumbrances. Paragraph 4.01 has been revised to clarify that the VA Lease Contracting Officer (LCO) will conduct negotiations on cost, price, and other factors with offerors within the competitive range, which will include all highly rated proposals unless reduced for efficiency. Offerors excluded from the competitive range will receive written notification. Past Performance Questionnaire submissions must be directed to the Contracting Officer with a copy to VA's real estate broker representative. The amendment also deletes a requirement previously listed in Paragraph 1.06, B and Paragraph 4.04(C)(4), and updates the list of modified paragraphs affecting space requirements, lease terms, occupancy dates, parking, location amenities, pricing, tenant improvements, and present value price evaluation. All respondents must acknowledge receipt of this amendment by initialing every page and signing the acknowledgment form, which must accompany the initial offer submission.
