About this opportunity

The Department of the Navy Naval Supply Systems Command through NAVSUP Fleet Logistics Center Yokosuka is soliciting proposals for ship repair, overhaul, preservation, and replacement work on the USS JOHN FINN (DDG-113) destroyer. The procurement encompasses twelve Task Group Instructions (TGIs) covering various maintenance activities including structural surface preservation, nonskid deck covering replacement, scaffolding installation, equipment modifications, and fuel piping replacement. Offerors must possess an active U.S. Navy Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) and be authorized to operate in Japan, with Japanese and South Korean companies eligible to participate. The government will evaluate proposals using a Lowest Price Technically Acceptable (LPTA) methodology, considering technical acceptability, past performance, and price as the primary evaluation factors. The original proposal submission deadline of December 17, 2025, was extended multiple times through eight amendments, with the final deadline established as January 16, 2026, at 10:00 AM Japan Standard Time, and proposals must be submitted electronically to designated Navy personnel.

This contract is not subject to any set-aside designations and represents a firm-fixed-price single award opportunity with no identified incumbent contractors. The contract includes a base CLIN 0001 for primary work and a growth CLIN 0002 representing approximately 9.36 percent of total proposed cost, though specific contract values are not disclosed in the solicitation. The period of performance runs from April 20, 2026, through June 22, 2026, with all Task Group Instructions required to be completed by June 15, 2026, to meet the Navy's current schedule; late amendment discussions indicate potential authorization for midnight hot work operations to facilitate project completion. The work will be performed at Yokosuka Naval Base in Yokosuka, Japan, under the direction of the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC), which will provide supporting services including crane rigging, utility services, safety inspections, and quality assurance oversight.

CONTRACTOR QUESTION:
Q7
I would like to clarify the intent of my previous inquiry. My question was focused on eligibility regarding the contractor's nationality.
Previously, I understood that for non-CMAV (Continuous Maintenance Availability) repair projects, only U.S. companies were eligible to bid.
However, since DFARS 252.225-7042 primarily discusses the legal authority to operate within Japan, I wanted to confirm whether Japanese or South Korean companies are also eligible to participate in this specific solicitation.
As my inquiry was related to administrative eligibility rather than the technical scope of work, I reached out via email.

GOVERNMENT RESPONSE:
A7
Please confirm Section A, L, and M in the solicitation about eligibility for bidding. Regarding this questions, the language in Section A has been updated. Please confirm for the changes as well.

All other information remains unchanged.
See continuation page for details.
