About this file
This memorandum from the Waterfront Operations Department details the policy for conducting hot work after normal working hours and on Sundays at the U.S. Naval Ship Repair Facility and Japan Regional Maintenance Center (SRF-JRMC) Yokosuka. Key policy points include: all hot work must secure by 2000 Monday-Saturday, with any work after that time requiring Fire Safety Council (FSC) concurrence and approval from the Ship's Commanding Officer and SRF-JRMC Commanding Officer. Sunday hot work is strongly discouraged, but may be permitted between 0800-1600 with similar approvals for emergent needs.
The document outlines specific responsibilities for Project Superintendents, Fire Safety Officers, and management personnel, including submission of hot work requests at least 48 hours in advance, providing justification for after-hours work, and ensuring compliance with fire safety references. The policy aims to minimize fire response risks during periods with limited personnel, such as after normal working hours and on Sundays, by implementing strict controls and approval processes for hot work activities.

3. Background. Conducting hot work after the normal working day and/or during Sundays present the greatest risk to fire response. Ship’s force personnel are limited to duty section watchstanders, Fire department personnel are limited to shift firefighters, and SRF personnel are limited to the CDO and/or ACDO. Imposing strict controls on after hours and Sunday hot work is necessary to minimize risks and to ensure an adequate response posture if a ship fire casualty occurs.
SRF-JRMC conducted several after-hours shipboard fire drills which started at 1800. The response was effective because the Project Team leadership was present to support response coordination, along with the SRF-JRMC CDO and ACDO. This is not always the case.
