About this opportunity

This is full-and-open competition with no set-aside.
Place of performance spans worldwide locations: Norfolk VA, Newport News VA, San Diego CA, Bremerton WA, Pearl Harbor HI, Yokosuka Japan, Sasebo Japan, and Everett WA, with contractor offices required within 50-mile radius of Norfolk, San Diego, and Bremerton (minimum 2,000 square feet each). All contractor personnel must obtain SECRET facility security clearance within 45 days of award; minimum eight technical representatives must hold Secret-level clearances with ability to obtain Top Secret for secondary documentation access.
The procurement requires prior experience with aircraft carrier and surface ship maintenance, overhaul, and repair operations. Key personnel include two Program Managers (one Norfolk; one San Diego or Bremerton), five Project Managers, and 62 Production Managers. Program Managers must hold Bachelor's Degree with ten years' engineering management experience (or Associate's with fifteen years) plus five years program management support specific to carrier/surface ship maintenance, five years in propulsion/auxiliary/electrical/damage control systems operation and repair (including three years steam propulsion), and three years supervisory/managerial experience at GS-12 or Navy O-3 equivalent. Project and Production Managers have similar but less stringent requirements.
Estimated labor ceiling is 6,062,848 hours across five CLINs spanning five fiscal years. Materials ceiling is $173,274,781; Other Direct Costs ceiling is $16,111,195. Offerors must propose fixed fees of 4–6% for labor and 3–5% for materials. Special Incentive Fee up to 4% applies based on cost, schedule, and performance metrics. Small Business Participation Incentive Fee up to 2% applies based on utilization targets: 30% overall small business goal including 5% minimum for Small Disadvantaged Business.
Evaluation weights Management Approach and Technical Approach most heavily, followed by Resource Capabilities and Past Performance, with Cost weighted lower. Past performance references must submit questionnaires directly to Government by August 17, 2026, rating contractors across Quality, Schedule Performance, Cost Performance, Management, Small Business Subcontracting Compliance, and Regulatory Compliance on five-point scales. Proposals require ISO 9001:2015 quality management system compliance, OSHA ship repair standards per 29 CFR 1915, nuclear vessel safety training, and extensive local requirements across Norfolk Naval Shipyard, Pearl Harbor Naval Shipyard, and Puget Sound Naval Shipyard including occupational safety, environmental controls, hazardous materials management, security procedures, and Mercury restrictions per NAVSEA INST 5100.3E. Amendment 0001 (July 31) extended due date and added Exhibit A (Contract Data Requirements List), Non-Key Personnel Reference Guide (J-19), and updated Key Personnel requirements (62 Production Managers vice original unstated number). Amendment 0002 (August 11) deleted Clause H-209-H004 (Organizational Conflict of Interest restrictions). NAICS 336611; PSC 1905.
