About this file
This is a Local Work Template establishing security requirements for contractor work within Norfolk Naval Shipyard (NNSY).
The document specifies comprehensive security and access control procedures for all contractors and subcontractors performing work on naval ships and other craft at NNSY. Personnel must obtain NNSY badges and temporary vehicle permits through submission of authorized employee lists five days before work commences, including name, place of birth, date of birth, social security number, job title, security clearance status, and U.S. citizenship certification. Contractors must coordinate access requests for non-U.S. citizens with MARMC and NNSY (Code 1121.22). Subject to favorable Special Access Determination (SAD), personnel receive green or white badges; green badges permit general CIA access while white badges restrict access to non-CIA locations only. All personnel must watch a 20-minute RADCON safety and health video and sign certification of understanding.
The template also establishes detailed vehicle access and material movement procedures. Only one assigned vehicle per prime contractor project manager receives red-pass CIA access with designated parking; work-type vehicles receive yellow passes for tool and material transport only. All commercial vehicles require search at the Shipyard Truck Inspection Station and valid Temporary Vehicle Permit (TVP). Contractor tools require NAVSUP Form 158 "Property Pass" submission to NNSY Gate Security; other contractor or government material/equipment requires listing on NNSY Form 4336/1 "Delivery Manifest" with MARMC approval before removal. Photography and audiovisual equipment require prior coordination with MARMC and NNSY Security Office (Code 1121.22), with all materials subject to review before contractor release. River traffic coordination with NNSY Port Operations/Berthing Officer (Code 1120) and MARMC is required for barges and other craft entry.
