About this file

This is a Local Work Template for Norfolk Naval Shipyard (NNSY) Work Authorization Form (WAF) requirements, revised October 21, 2019. The document establishes procedures for authorizing and controlling work on ship systems and components at NNSY and Naval Station Norfolk.

The scope requires all work on ship systems and components to be authorized and controlled through the WAF process in accordance with requirements A, B, and C. A WAF is required to authorize the start of work through completion, or until no longer requiring isolation or authorization. Work includes maintenance, repairs, alterations, modifications, and installation or removal of temporary support systems and equipment authorized per the Job Order. Non-intrusive work such as painting, lagging, and sheet metal work that does not affect ship or personnel safety does not normally require a WAF. NNSY Code 246 serves as the final authority on WAF requirements. Key requirements include: submitting filled-out WAFs to the NNSY Code 246 representative with serial number assignment; providing a daily representative to coordinate work with Code 246 for large job orders (7+ days); submitting requests at least 14 days prior to scheduled start dates; submitting separate WAFs for each contractor work item including DC plug installations; and maintaining copies of each received WAF at shipboard locations. Work requiring testing must have each associated WAF signed as "Work Complete." All contractors and subcontractors must sign a contractor/vendor letter of understanding with Code 246 prior to project start and receive initial training. The document includes seven specific categories of work that do not normally require WAF controls, and references COMFLFORCEOMINST 4790.3 Rev C, Joint Fleet Maintenance Manual (JFPM) Volume IV, Chapter 10, Change 7. No government-furnished material, push material, or kitted material is provided for this work item.
