About this opportunity
The Air Force Materiel Command seeks to award an indefinite delivery indefinite quantity contract to design, test, and produce two classifications of small munitions trailers over seven years. The contractor shall provide the MHU-110V2 and MHU-141V2 trailers in accordance with technical requirements, with first article units required for each. Proposals will be evaluated using tradeoff best value source selection considering technical acceptability, past performance, and price/cost factors. SMALL MUNITIONS TRAILERS RESPONSE TO INDUSTRY

•1. Question: In reading the PD of this solicitation, I am struck by the numerous pages of system level design requirements laid out. The paragraph 1.1 spells out very clearly the scope required: "The scope of this Purchase Description (PD) is replacement of the obsolete braking system with disc brakes and corresponding updates to sealed wheel bearings, replacement of the obsolete lighting system with light emitting diode (LED) lights, replacement of the obsolete steering system components with sealed, maintenance free tie rod ends, and enhancement of the corrosion prevention coatings on the trailers. Major system design changes are not expected or desired."
Rather than telling us the design requirements of the system, it seems the PD should direct us to build-to-print the trailers except for the defined scope in paragraph 1.1. We are not bidding on design of theses trailers, only modification of a few sub-systems.
Answer: The Government is not procuring additional quantities of legacy MHU-110 and
MHU-141 munitions trailers, rather the Government will be issuing requests for proposals to design and build new small munitions trailers based upon the legacy MHU-110 and MHU-141 designs. Potential vendors are highly encouraged to read the Purchase Description and the Statement of Work in their entirety; neither shall be construed as standalone documentation. In particular, potential vendors are encouraged to carefully review paragraphs 3.1, 3.2, and 3.3 of the subject Purchase Description.
The Government suggests potential vendors not assume the legacy MHU-110 and MHU-141 drawing packages meet the design requirements laid forth in the Purchase Description. While the Government does not expect or desire major changes, other than those mandated within the Purchase Description, changes to the legacy design may be required to meet the performance and test criteria set forth in the Purchase Description.
The Government will use numerous analyses, reports, and reviews (as denoted in the Statement of Work) during the design and build process to ascertain whether or not the vendors new design meets the entirety of the Purchase Description. The required analyses, reports, and reviews are included in the project scope, in part, to reduce the risk of test failure due to faulty assumptions. As such, performance criteria for the new trailer design have been set forth by the Government in Section 3 of the Purchase Description and resultant test criteria have been set forth in Section 4 of the Purchase Description. The vendor selected for contract award will be responsible for ensuring the newly designed small munitions trailers meet ALL requirements contained within the Purchase Description, regardless of whether the existing legacy MHU-110 and MHU-141 munitions trailers meet the requirements of the Purchase Description.
•2. Question: Please advise current schedule regarding release of formal FA8532-18-R-0003 Small Munitions Trailer solicitation.
Answer: The solicitation is expected to be released by the end of January 2019.
•3. Question: Please provide access to the TDP.
Answer: The TDP is Export Controlled and will be accessible along with other Export Controlled Documentation via FedBizOpps once the Government releases the official solicitation and it is posted to FedBizOpps. In order for a vendor to access any Export Controlled documents, the vendor must be registered in FBO, CCR, JCP and be approved for export control document access.

Under section Past Performance, your 'relevancy' criteria requires both the tasks AND features to be met on each given contract submitted. Have you considered modifying the 'relevancy' standard to an "OR" standard rather than an "AND" standard and allowing contractors to demonstrate they have experience in meeting the tasks requirements on certain contracts although they may not have been specifically for trailers having a gross vehicle weight of 8,000 pounds? And vice versa allowing contractors to show that they have the experience in meeting the features requirements although maybe not necessarily the specific tasks tied to those contracts?

•1. What is the rule for Past Performance is in terms of elapsed time?
Answer: The rules for Past Performance are stated in the SECTION L PROVISION - INSTRUCTIONS TO OFFERORS. Please refer to "D. Volume III, Past Performance", Item number, 2.
•2. How far back can you go for Past Performance and it be considered relevant?
Answer: Past Performance Format. The paragraph states the history length in years and the format required to present the data.
•3. The metallization process called out for ferrous substrates and subsequent powder coating requirement are production intensive and have a profound impact on the service life and life cycle costs of the trailer. A vendor expressed concern that the lowest cost evaluation criteria may cause offerors to ignore this requirement and the language used in 3.3.1.1.3 may be interpreted as only being required IF components are metallized, instead of all ferrous components as defined in 3.3.1.1 being required to be metallized.
Answer: The Government has carefully considered items that should/should not be evaluated as part of the source selection process. The Government will not be evaluating the capability to perform MWAS as part of the source selection process. However, it should be noted that each offeror is required to fully comply with all requirements of the RFP and resulting contract.
Ignoring this requirement or failing to understand the requirement might enable an offeror to submit a lowest cost bid, and since the relevant sections are not part of Sections L and M, may be missed during the evaluation of offers. To remedy this potential omission, it is recommended that an additional Subfactor be added to Sections L and M requiring offerors to describe how they will accomplish the protective coating of components as defined in sections 3.3.1.1 (all), including listing of structures to be metallized.
Answer: Offerors are encouraged to carefully review PD15WRWNZEA05 paragraph 3.3.1.1, Protective Coatings. This paragraph provides explicit guidance on what coating system(s) shall be applied to components that are used in construction of the assembled trailer.
Further under section 3.3.1, we are unable to determine if metallizing is required.
Answer: PD15WRWNZEA05 paragraph 3.3.1.1 denotes substrate coatings, i.e., commercial, chemical conversion, metallization (MWAS), and topcoat (powder coat) as applicable to particular trailer components/sub-components. Paragraph 3.3.1.1.2 denotes how to prepare aluminum. Paragraph 3.3.1.1.3 denotes how to prepare ferrous for metallization (MWAS. Paragraph 3.3.1.1.4 denotes how to apply metallization (MWAS). Paragraph 3.3.1.1.5 denotes top coat (powder coat). Note that the entire body of Section 3.3.1, Protective Coatings and Finish, must be used in summation to fulfill technical requirements of PD15WRWNZEA05.
How sections 3.3.1.1.3 and 3.3.1.1.4 read is that IF metallizing is performed, it shall be performed in accordance to sections 3.3.1.1.3 and 3.3.1.1.4. However, we do not see anywhere in section 3.3.1 where metallizing is required. If the intent of sections 3.3.1.1.3 and 3.31.1.4 are to require metallizing of all ferrous substrates, we recommend the first sentence of 3.3.1.1.3 be changed to read.
Answer: Each offeror is required to fully comply with all requirements of PD15WRWNZEA05, unless an offeror chooses to bid with exception. Therefore, the Government anticipates, the full cost of metallization (MWAS) and powder coat to be included in the total proposed price of each offeror. However, the Government cannot dictate pricing structures of various offerors.
•4. Can existing trailer units, one of each variant, be made available for inspection, measurement and documentation?
Answer: Refer to Statement of Work (SOW) paragraph 3.7 Government Furnished Equipment (GFE) for details.
•5. Is a debrief possible from current users to describe current shortcomings, advantages, likes and dislikes for the current hardware?
Answer: The current Purchase Description (PD) and Statement of Work (SOW) incorporate any and all areas identified by the users requiring improvements. We see no need to re-address the users at this time.
•6. Can a technical data package, including detailed manufacturing drawings, be made available for inspection and analysis?
Answer: The Government owned drawings from the MHU-141 and MHU-110 will be included in the solicitation. In addition see Table I and II of PD15WRWNZEA05.
•7. It looks like another contractor is the OEM for the trailers. Is there a reason the OEM will not make the new trailers?
Answer: The Government owns the existing drawing packages for the legacy MHU-110 and MHU-141 trailers; in that sense, the Government is the OEM because the Government owns the technical baseline. There have been many vendors over the years who have assembled legacy MHU-110 and MHU-141 trailers. This effort is to design and integrate product improvements into the existing, legacy design using new Government provided Purchase Description, Statement of Work, and the legacy MHU-110 and MHU-141 drawing packages. New trailers designs will be the outcome of this acquisition; it is in the best interest of the Government to competitively award a contract for this acquisition.
•8. How far along is the design for the new trailers? Will the contractor be required to design new elements of the trailer or prove the design through analysis? Will a completely new TDP be required (TOs, engineering drawings, cataloguing, FEA analysis results, etc)?
Answer: Please refer to the answer for Question 1, above, as well as the Statement of Work and Purchase Description PD15WRWNZEA05 for the technical and logistical requirements of this acquisition effort.
•9. Will there be a BOM/drawings available for the RFP or is that part of the design element of this task?

•10. Will Robins AFB personnel want to witness the design and build locally or is it expected that all trailers will be delivered to Hill AFB?

Shipment of first article trailers is contained within the Statement of Work and Purchase Description PD15WRWNZEA05; shipment of production trailers will be as specified in the resulting contract.

This synopsis is for a Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the Small Munitions Trailers Acquisition. The duration of the contract will be 7 years total to include a Basic contract period of two (2) years and five (5) additional annual 12 month
option periods. The period of performance will be for a total of seven years and include a basic contract period of 24 months for ramp up and First Articles (FA) and five option periods of 12 months each.
The successful offeror (contractor) shall provide support development and procurement of two MHU classifications: NSN 1740-01-644-2083RN (PART NUMBER MHU-110V2) and NSN 1740-01-644-2085RN (PART NUMBER MHU-141V2) in accordance with the terms and conditions of the contract resulting from the Request for Proposal (RFP). The successful offeror shall design, test and produce the MHU-110M munitions trailer and MHU-141 munitions trailer in accordance with technical data package, the associated Statement of Work, and the DD1423 data requirements.
First Article units will be required for each NSN. A Product Description (PD) and Statement of Work (SOW) will be provided as part of the RFP package along with various mandatory data deliverables such as First Article Test Plan and Test Reports. Foreign Companies will not be permitted to participate in the competition.
FAR Part 15 procedures will be utilized. Offerors shall prepare their proposals in accordance with mandatory, explicit, and detailed instruction contained in the RFP. This acquisition will utilize the tradeoff source selection process wherein a tradeoff between non-cost factors and cost/price is permitted in order for the Government to make a best value award decision. For those offerors whose proposals are found to be technically acceptable, tradeoffs will be made between past and present performance and cost/price. Past and present performance is considered to be approximately equal to cost/price. The Government will evaluate proposals and make award in accordance with the "Evaluation Basis of Award" provision in the RFP.
Interested offerors may notify the POCs listed below for any additional questions. NO TELEPHONE QUESTIONS. Offerors are encouraged to register to receive notification for solicitation and all amendments/revisions and to check FEDBIZOPPS site prior to submission of their proposal.
It is anticipated that the RFP will be released on or around 30 November 2018 and anticipated award in the August - September 2019 timeframe.
FAR Part 15 procedures will be utilized in the procurement process wherein the Government will utilize the best value source selection process in the determination of an award.
