Industry Questions and Answers 10 Apr 2019

1. Question: The example of pricing using “Multiple Ranges” shown in M-900 Evaluation Basis for Award, page 12, Item No. 1002, uses incremental tiered pricing where the Total Extended Price is the sum of the Extended Prices for each Range; the first 25 (regardless of total quantity) are purchased at one price, the second 25 are purchased at the second price, etc. Is this the correct way of applying the Multiple Range pricing for evaluation purposes?

Answer: Yes this is the correct way of applying the multiple quantity ranges pricing.

2. Question: If the awardee utilizes “Multiple Range” pricing in their bid as shown in M-900 page 12 will the proceeding delivery orders reflect each incremental price range if the order extends beyond the first price range?

For example: if Range 1 = quantities 1 through 10 at $1,000 each Range 2 = quantities 11 through 20 at $800 each

For a purchase of 20 units which pricing model would apply:

Option 1 10 units at $1,000 plus 10 units at $800 = $18,000 Option 2 20 units at $800 = $16,000

Please clarify.

Answer: Yes, if utilizing Multiple Quantity Ranges, Option 1 would be applicable based on your example.

3. Question: The Government requires contractors to use McKinley Climatic Laboratory facility for environmental testing. We have provided McKinley with information from the PD, specifically page 38 section 4.5.4 and page 45 section 4.6.10 to allow them to understand the requirements of first article testing. We finally received McKinley’s quote, which stated, “Please find the attached cost estimate for the testing you requested, though keep in mind that this is a budgetary number that is subject to change based on our rate changes from year to year and that I had to make major assumptions to the needs of your test as you provided the specifications instead of a test plan with detailed requirements. How can we be certain that this price provided by McKinley will be uniform for all inquiries for this RFP?

Answer: McKinley Labs will provide pricing based on exact tasks requested of them. SE&V has spoken with McKinley Labs and Aberdeen; we’ve provided them with copies of PD and relevant amendments as a baseline for test expectations. Required tests to be performed at McKinley are listed in Table VII of PD15WRWNZEA05. Tests resources such as time, people, materials, etc. have the potential to change between each offeror. No offeror will receive preferential treatment.

4. Question: Clause 3.8.3.1 Hydraulic Surge Brake Actuator states the HSB lunette ring must actuate “an aluminum hydraulic master cylinder with exterior corrosion protection”. Was this statement intended to restrict the material construction of the master cylinder to exclusively aluminum, or was it just an example? Can the contractor propose a master cylinder constructed of a naturally corrosion-resistant material such as stainless steel?

Answer: In section 3.8.3.1 Hydraulic surge brake actuator, the Government requires “an aluminum hydraulic master cylinder equipped with exterior corrosion protection (i.e. anodizing).” This statement was intended to restrict the material of the master cylinder to aluminum with an exterior corrosion protection. No, the contractor may not propose any other material.
