Industry Questions – 14 March 2019
1. Question: I have sent the following form DD2345 to the JCP for ability to open the locked items within this Solicitation. We obviously need to see this material for this solicitation. Can you help please?
Answer: Verify your company is authorized to access Export Controlled Information in SAM, JCP, and FBO (all three website locations are listed in the paragraph below). If your company has registered at all 3 locations, has active accounts, and continues to have difficulties accessing export controlled data, please ensure your company’s information (CAGE, DUNS, CAGE, etc.) is input into each location exactly the same. If your information is active and the same at all 3 locations, contact the POC/Focal point for the respective system/website. Restating instructions for access to export controlled data below:
In order for a vendor to access the TDP and other Export Controlled data, the vendor must also be authorized to access Export Control Data via all 3 locations listed below:
- Vendor registered at SAM) http://www.sam.gov/Default.aspx
- Vendor registered at JCP and approved to view export control https://public.logisticsinformationservice.dla.mil/PublicHome/jcp/default.aspx The JCP system is the approval authority for export control. The solicitation and the export control documents, even though they are linked together on FBO, are separate downloads for the vendor. The FBO system controls access to the export control attachments by checking with the SAM and JCP systems automatically. If not approved by JCP, access is denied to the export control attachments in FBO.

2. Question: There is a discrepancy regarding submission requirements for individual volumes. L-900 II.A states that “Each volume should be submitted in a separate binder as set forth below…”. L-900 II.A.2 implies that all volumes go in a single notebook or binder, as it states, “Each volume within the proposal notebook shall be separately tabbed and identified.” Please clarify if each volume should be submitted in a separate binder or if all volumes should be placed in one binder and individually tabbed.
Answer: Each volume should be submitted in a separate binder. Section LII.A. General states: “Each volume should be submitted in a separate binder as set forth below.”
3. Question: In order to assist in developing the Engineering Requirements and to level the playing field between the proposing contractors, will the government provide copies of the current Technical Orders and Technical Manuals for both the MHU 110 and MHU 141?
Answer: The legacy technical orders (TOs) do not assist with any technical development for the Engineering Requirements. The complete TDP, consisting of legacy MHU-110/141 drawings, PD15WRWNZEA05, and the SOW, contains all of the engineering requirements for this project, including technical and performance requirements. Therefore legacy MHU-110/141 TOs are not part of the MHU-110V2/141V2 TDP and will not be released with this RFP.
4. Questions: Referencing Section L. Attachment, Para. 1.(c) of the Volume IV-Price instructions on page 10 of 31, can the government please confirm their desire that Offerors complete Section B – CLIN Pricing from the solicitation and insert the completed section into Volume I – Completed RFP? If not, please provide exact instructions on how Section B of the RFP should be handled.
Answer: The Completed RFP is submitted as Volume I. The completed RFP includes the signed and completed copies of the entire solicitation (including Section B and all clauses filled-in) and any solicitation amendments. Section L.B.1 (page 3 of 31) states “Volume I, Completed RFP shall consist of the completed and signed RFP, to include any amendments issued, with a cover letter delineating any exceptions taken to the RFP terms and conditions with accompanying rationale.”
Volume IV – Price Volume IV should include completed Attachment 7 Small Munitions Pricing Model. Section IV should not include completed Schedule B from the RFP.
