8 March 2019 FA8532-18-R-0003 Questions and Responses
1. Question:
The solicitation was rereleased 4-March-2019 with a closed date of 3-April 2019 is this correct? We have Joint venture and team members (suppliers) that were waiting for the proposal to start the bidding process as the RFP was delayed and changes were made in the past. I know the Air Force appreciates that we only have one opportunity to submit a bid, we have been waiting for the opportunity for years. Does the Air Force feel that it is sufficient time to prepare a sound proposal?
Answer:
The Solicitation (FA8532-18-R-0003) that was posted on 4 March 2019 is the official Small Munitions Trailers solicitation. There have been draft documents posted prior to this date. The Government is not at the present time extending the proposal response date of 3 Apr 2019.
1. Question:
In RFP Section L, Para. D.5 (Subcontractor/Teaming Member Consent Form), Offerors are requested to obtain a signed Consent Form for any team member (RFP Attachment 3). Given Section D.1 of Section L states no past performance evaluation for any subcontractor will be performed, can the government confirm our understanding that No Consent Form(s) are needed unless Offeror has an executed Teaming or Joint Venture Agreement in place?
Answer:
The consent form should be submitted if you have a teaming agreement (Joint Venture). The consent form is not needed from your subcontractors.
1. Question:
Section 3.6.4 of the Purchase Description states that “The deck surface of the trailer shall have a diamond plate surface.” Is this requirement pertaining to only the MHU-141 or both the MHU-141 and MHU-110?
Answer:
The Government is requiring a flat deck surface on the MHU-110V2. The Government will be incorporating via a Solicitation Amendment, PD15WRWNZEA05 Amendment 4. Please refer to PD15WRWNZEA05 Amendment 4 paragraph 3.6.4 Deck surface:
“3.6.4 Deck surface. The deck surface of the MHU-110V2 shall be a flat surface. The deck surface IAW of the MHU-141V2 trailer shall have a diamond plate texture.”
1. Question:
Under Purchase Description section 3.6.3 ‘Deck,’ the Government states to use the current MHU-110 trailer deck. Further, under section 3.2 ‘Trailer Description,’ it states “under no circumstances shall the deck and accessory attachment points on the trailer deck be modified.” But section 3.6.3.1 implies that the tie down components listed in section 3.6.2.2, Table IV, are to now be used on the MHU-110V2. This would potentially change the deck’s hole locations around the edges due to interference with the new components and not enough room around the edges of the deck, essentially modifying the deck’s and accessory attachment points. Question: does the Government truly want to change the MHU-110V2 trailer deck’s attachment points and tie down accessories?
Answer:
No, the Government does not want to change the MHU-110V2 trailer deck’s attachment points and tie-down accessories. Please refer to PD15WRWNZEA05 Amendment 4 paragraph 3.6.3.1 MHU-110V2 trailer deck configuration in regards to the decks attachment points.
