Questions and Answers Industry 26 Mar 2019
1. Question: Will the solicitation FA8532-18-R-0003 be extended?
Answer: The Government has issued Solicitation Amendment 003 which has extended the response date of the solicitation to 22 Apr 2019.
1. Question: According to 3.5.1 Dimensions Class 1 – MHU110v2 trailer of PD15WRWNZEA05, the “Forward Deck Overhang to centerline of front axle” is set to 25 inches, however, extrapolating from drawing numbers 69D4874, 69C4877, 68E6899-50, and 200415511, the current position of the forward deck overhang to centerline of front axle is approximately 15.135 inch. In order to meet the new 25 inch overhang, part 69C4877-1, 69C4877-2, and 68C6940-1 (x4) will need to be moved rearward, and amongst other modifications, the central steering arm will need to be longer in order to accommodate 3.8.3 Drawbar requirement to stow the drawbar in a vertical position. With the above, should the offeror continue to move forward with quoting the front axle in the required 25 inch position or use the position called out in the current set of drawing without greater modification to many subassemblies?
Answer: The Government has added PD15WRWNZEA05, Amendment 06, dated 25 March 2019 via Solicitation Amendment 003. PD15WRWNZEA05, Amendment 06 has removed the previous dimensions table in paragraph 3.5.1 and referenced MHU-110 and MHU-141 legacy drawing packages. Please see PD15WRWNZEA05 Amendment 06, dated 25 March 2019, as well as PD15WRWNZEA05, dated 16 August 2018, para 3.2 Trailer description. Take note that the trailers are ONLY REQUIRED to possess the deck dimensions and the attachment points IAW the legacy drawing packages; other aspects of the drawing packages MAY or MAY NOT be used in the offeror’s design so long as all performance criteria specified in the PD are met.
1. Question: Do all fasteners and related items need to be converted to a CE compliant alternatives, e.g. accounting for surface finish and alternate materials (corrosion resistant steel from ferrous steels), for purposes of pricing and technical compliance?
Answer: No. Only the end item trailer and its accessories have to be CE compliant.
1. Question: Are the assemblies listed in clause 3.6.5 Accessory Equipment of PD15WRWNZEA05 in addition to or replacing the equivalent parts and quantities from the MHU-110V2 parts breakdown derived from the drawings?
Answer: The assemblies listed in 3.6.5 Accessory Equipment are simply listed to define quantities of accessories due to be delivered with the trailer and replacing the quantities from the parts breakdown derived from the drawings.
1. Question: Under Section L, page 3, we see that the cover page counts as one of the pages toward the 40 page limit in the Technical Volume. Can you please confirm this is correct?
Answer: Yes, the cover page counts as one page toward the 40 page limit in the Technical Volume. Section L, Part II.B.3 The page limitations include any cover page, charts, graphs, drawings, diagrams, supporting illustrations, spreadsheets, etc., but excludes any table of contents or list of acronyms (if utilized).
