About this opportunity

The Mission & Installation Contracting Command (MICC), Fort Drum, New York intends to solicit multiple small businesses for Blanket Purchase Agreements covering Airfield Heavy Equipment Transportation and Maintenance Preparation at Fort Drum, effective through October 14, 2031, under a total small business set-aside (size standard $34 million) at NAICS 484220.

Place of performance is Fort Drum, New York, with equipment removed from facility P-20240 (Anaconda Road airfield) and transported to the SMA yard maintenance facility at P-4530 (Tigris River Valley Road) for repair, then returned to the airfield and washed per FAA AC 150/5200-30D standards.

The Performance Work Statement requires contractor response to call-outs within four hours and completion of physical work no later than the next business day, with all work performed between 0700 and 1530 hours Monday through Friday excluding federal holidays. Contractors furnish all labor, equipment, tools, and vehicles; the Government provides wash bay, preparation bay, and pressure washer. Contractor personnel must complete Anti-Terrorism Level I, iWATCH, OPSEC Level I, and TARP awareness training within 30 calendar days of contract start and obtain Fort Drum installation access credentials via criminal history background checks. Contractors bear strict liability for equipment damage during transport and handling. Minimum insurance includes New York State Workers' Compensation, Employer's Liability ($100,000), General Liability ($500,000 per occurrence), and Automobile Liability ($200,000 per person / $500,000 per occurrence for bodily injury, $20,000 for property damage).

Equipment subject to transportation and maintenance preparation includes snow brooms, roll-over plows, snow blowers, 3-yard and 5-yard loaders, liquid and dump trucks, deicer and fuel trucks (10K and 7K capacity), air start carts, power carts, and tugs. Historical demand ranges from 5 to 30 repair requirements annually with variable repair durations from several days to several months.

BPAs will be evaluated annually and may remain in place for up to five years. Evaluation criteria include technical acceptance (experience on at least two similarly sized projects within the past five years, plus a capabilities statement not exceeding four pages), fair and reasonable pricing per RFO DFARS 212.204(a), and past performance review in SAM.gov, CPARS, or FAPIIS. All offerors who are technically acceptable, submit fair and reasonable pricing, and have no negative past performance will be issued a BPA. An amendment dated October 19, 2026 corrected the equipment list by removing duplicate lines and adding the 7K fuel truck.

Interested small businesses must respond via email with intent to participate, including the information required in Addendum to 52.212-1, and submit Representations and Certifications on record via SAM.gov.
