About this opportunity
The Department of the Navy's Naval Air Systems Command, through Naval Air Warfare Center, is soliciting proposals for a five-year IDIQ, fixed-price contract for High Lift Adapter ADU-954/E with Outriggers, ADU-952/E Push Up Adapter, and MHU-191 Munitions Loader for the U.S. Navy (USN) and Royal Australian Air Force (RAAF), with proposals due November 23, 2026. The Set Aside is Total Small Business, and offerors must qualify as small businesses under the solicitation's NAICS code, 332912.
Offerors must be active in SAM at award, hold a current NIST SP 800-171 assessment, and hold CMMC Level 2 status in the Supplier Performance Risk System. They must propose delivery within eight months of contract award, supported by a narrative addressing material lead times, production milestones, and manufacturing capacity. Only new, manufacturer-warranted equipment is acceptable; remanufactured and gray market items are prohibited. Access to the Statement of Work and technical specifications requires a valid DD Form 2345 signed by U.S. and Canadian officials. Requests for these documents were due October 22, 2026, at 9 AM EST, and failure to request and receive them by that deadline renders proposals technically unacceptable.
Year 1 firm quantities are 3 units each of the outriggers, push up adapter, and munitions loader, plus 6 proof load certificates. Years 2-5 carry ranges of 0-15 units for USN and 0-10 units for RAAF per item, and 0-30 USN and 0-20 RAAF proof load certificates. USN items deliver to NAVAIR Lakehurst SE Staging Facility, New Jersey, and RAAF items deliver to RAAF Base Amberley, Australia, under FOB Origin terms. Inspection and acceptance occur at the contractor's facility, and payment runs through Wide Area Workflow.
Award is best value through a trade-off between Price and Delivery (Lead Time) among technically acceptable offerors, with the two factors weighted approximately equally. The Government may select a shorter lead time where programmatic benefits justify the added cost; otherwise, award goes to the lowest Total Evaluated Price. The Total Evaluated Price sums proposed unit prices at maximum quantities of 3 units in Year 1 and 25 units in each of Years 2-5. Proposals must be valid for 60 calendar days after close. The effort requires certified cost and pricing data under FAR 15.403-4 at the $10 million threshold, a Certificate of Current Cost or Pricing Data, a DFARS 252.215-7009 checklist, and a cost and pricing analysis for major subcontracts over $10 million.
Notice text

In accordance with the attachments in this solicitation, the submitted proposal must be accompanied by all supporting data and facts used to develop the proposal that are accurate, current, and complete to allow Government evaluators to make their independent assessments.

Please provide actuals and any other information that supports the proposed cost elements for each task, Basis of Estimate (BOE).
The proposal should include all labor hours and rates proposed by labor category, as well as material, subcontractors, overhead and other direct costs that the Contractor expects to incur in this effort.
A proposal received without sufficient supporting data and rationale, such as inadequate cost/pricing data, will delay the procurement award and/or will result in the proposal being rejected by the Procuring Contract Officer.
The Contractor and any subcontractors must provide certified cost and pricing data in accordance with FAR 15.403-4 that meet or exceed the $10,000,000 threshold. In accordance with FAR 15.406-2, a Certificate of Current Cost or Pricing Data is required from the Contractor any subcontractors, certifying that the cost or pricing data submitted in support of the proposal are current, accurate, and complete. The Contractor shall complete and provide the checklist in accordance with DFARs 252.215-7009 identifying whether each of the criteria are met and provide a copy with the submission of the proposal. For major subcontracts over $10,000,000, please include a completed cost and pricing analysis in accordance with FAR 15.404-3(b).
In the event that the Contractor or any of its subcontractors have non-complying existing deficiencies, the Government requests that these deficiencies be reported to the PCO as soon as they are known.
**Instructions for submitting the DD2345 and details applicable to the evaluation criteria are included in the Buy Terms attached in this solicitation.**
**Please submit all proposals no later than 23 November 2026 at 9 AM to Molly Jackson (molly.s.jackson.civ@us.navy.mil).*
