Industry Questions – 18 March 2019
1. Question: Given stated CE compliance from Clause 3.3 Design and Construction of PD15WRWNZEA05, do both end items need to also conform to Directive 2014/34/EU, Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres (ATEX 95), in order to qualify for distribution to the European Theater?
Answer: The MHU-110V2 and the MHU-141V2 trailers DO NOT require certification to conform to Directive 2014/34/EU, Equipment and Protective Systems Intended for Use in Potentially Explosive Atmospheres (ATEX 95), in order to qualify for distribution to the European Theater.
2. Question: Clause 4.5.4 Responsibility and Location of Testing of document PD15WRWNZEA05 states that the contractor will utilize both the McKinley Climatic Laboratory and Aberdeen Proving Grounds for environmental and braking, steering, and mobility testing respectively. Given these tests are similar to a sole source supply and demanded by the contracting office, does the burden of cost fall on the offeror or will the Air Force shoulder the expenses of using their own facilities? Additionally, at these two locations, will the Air Force provide the personnel to operate any testing equipment and any other testing apparatus, e.g. towing trailer for mobility testing? If the burden of this costing falls on the offeror, can the offeror contact McKinley Climatic Laboratory and Aberdeen Proving Grounds for a pricing structure to complete the environmental, braking, steering, and mobility testing requirements?
Answer: Per PD15WRWNZEA05, the contractor is responsible for payment of charges to McKinley Climatic Laboratory and Aberdeen Proving Grounds for environmental and braking, steering, and mobility testing. The cost is part of the proposal and not separately priced. Please contact McKinley Climatic Laboratory and Aberdeen Proving Grounds for their facilities and personnel charges to perform the required testing. NOTE: McKinley Climatic Lab Phone: 850-882-4601; Aberdeen Proving Ground Phone: 410-278-5201.
The Government is in the process of issuing solicitation Amendment 002 to FA8532-18-R-0003 which will address usage of DoD rates for major range and test facility base to perform test requirements for the contract.
3. Question: We have been calling faxing and emailing. Valentine & Company has not returned our calls for a quoted since March/06/2019. The Fax number is not any good. And our email request for quotes have not been answered either. We had the same problems several years ago when we attempted to ask for quotes, we want to make sure we are getting the same price as all the other vendors if we get a prices at all. I know they have to have the prices available as you mentioned below the draft documents were posted prior to the release date. D&D suggested to your engineers that an option is to extrude and cast the unit and deliver the tooling pattern like all the rest of the parts, that would save the Government hundreds of thousands of dollars not sure why it is still sole source. You have smart engineers you should do something about this now or ask us to do something. I was able to find a historical price on line from DLA Contract No. SPE8EF16V0712 price 100EA $874.22 Date 20160513. Assuming a accumulative 3% escalation per year the price of 100 units per MHU-110 I believe would be $983.84 per Trolley and Chock the total for one trailer is $29,515.33. Note the $29,515.33 is the contractors cost only with no G&A, Overhead or Profit.
Answer: Alternative government owned trolley and chock assembly has been identified in PD15WRWNZEA05. The Government is in the process of issuing solicitation Amendment 002 to FA8532-18-R-0003 which will incorporate PD15WRWNZEA05 Amendment 05. See Amendment 05 for technical data and the NOTE below.
NOTE: Quantities of accessories has changed as well.
