About this opportunity
The Department of the Navy Naval Supply Systems Command seeks Readiness Assistance Training Team (RATT) support services for Commander, Naval Surface Forces, U.S. Pacific Fleet, with proposals due August 4, 2026. This is a Service-Disabled Veteran-Owned Small Business set-aside among SeaPort NxG MAC holders, restricting competition to eligible SDVOSB contractors.
Place of performance includes San Diego, California (primary base); Everett, Washington; Pearl Harbor, Hawaii; Yokosuka and Sasebo, Japan; and Singapore. Work is performed aboard Navy surface ships including Guided Missile Cruisers (CG), Guided Missile Destroyers (DDG), Amphibious Transport Docks (LPD), Dock Landing Ships (LSD), and Littoral Combat Ships (LCS).
All contractor personnel must be U.S. citizens with SECRET security clearances or higher, complete Information Assurance and Cyber Awareness training, maintain DoD Common Access Cards, and demonstrate facility clearance eligibility. The RATT comprises six visit teams and one Organic Repair Capability Assessment (ORCA) team, conducting approximately 170 CONUS visits and 38 OCONUS visits annually (42 ORCA assessments CONUS and 11 OCONUS), with team members performing 45–49 weeks of visits per year. The contractor must support simultaneous comprehensive visits on two Cruiser/Destroyer vessels, two Amphibious ships or one Assault Ship, and one MCM/LCS vessel.
The contract period runs October 1, 2026, through September 30, 2027 (base year), with four one-year option periods extending through September 30, 2031, plus a potential six-month extension. The total contract value is $6,250,000 ($1,250,000 annually for base and option years; $625,000 for the six-month extension), structured as Firm-Fixed-Price labor with Cost-Reimbursement travel CLINs. Staffing includes one Program Manager, seven Team Leads (ORCA, three Gas Turbine, one Diesel, one Damage Control, one MCM/LCS), and subject matter experts with minimum 15 years of naval supervisory experience; the Program Manager requires 15+ years management experience (25+ desired), former CO/CHENG background, PMP certification, and a post-graduate degree. Proposals are evaluated on Technical Approach, Management Plan, Staffing, and Past Performance (weighted significantly more heavily than price) using a tradeoff best-value source selection. Amendment 0003 (effective July 29) updated the Performance Work Statement and attachments; prior amendments extended response deadlines and updated Sections L and M.
