About this opportunity
The Department of the Navy Naval Supply Systems Command is soliciting Readiness Assistance Training Team (RATT) support services on behalf of the Consolidated Navy Security Program, anticipated as a Service-Disabled Veteran-Owned Small Business set-aside among SeaPort NxG MAC holders, with proposals due July 3, 2026. The requirement is posted as Pre-Solicitation Notice with a hard solicitation closing date; this is not yet a formal RFP but planning notice only.
Performance runs from October 1, 2026 through September 30, 2031 (one base year plus four one-year option periods) with potential six-month extension under FAR 52.217-8. Work is performed aboard Navy ships at CONUS locations (San Diego, Everett) and OCONUS locations (Pearl Harbor, Sasebo, Yokosuka, Singapore), with approximately 30 percent of visits occurring outside the continental United States. The contractor shall conduct approximately 170 CONUS and 38 OCONUS RATT visits annually plus 42 CONUS and 11 OCONUS Organic Repair Capability Assessment (ORCA) visits, supporting Guided Missile Destroyers, Cruisers, Frigates, Amphibious Assault Ships, Littoral Combat Ships, and Mine Countermeasure Ships.
All contractor personnel must be U.S. citizens holding SECRET security clearances or higher at proposal submission and throughout performance. The contractor must employ a Program Manager with minimum 15 years of federal service contract management experience and post-graduate degree, seven Team Leads (ORCA, three Gas Turbine, one Diesel, one Steam, one MCM/LCS), and subject matter experts with minimum 15 years of relevant supervisory and operational experience. Contractor facility must be approved for classified material storage with encrypted communications capability. Staffing comprises 50 full-time equivalents totaling 95,600 labor hours per year.
Total contract value is $6.25 million across all periods ($1.25 million annually for base year and four option years; $625,000 for six-month extension). Pricing includes firm-fixed-price labor and cost-reimbursement travel. Only SDVOSB-certified contractors are eligible. Evaluation criteria weight Technical Approach, Management Plan, and Staffing as most important; Past Performance as second most important; and Price as significantly less important. An "Unacceptable" rating in any Technical subfactor or "No Confidence" rating in Past Performance renders the proposal ineligible for award. Solicitation number is N00244-26-R-3108, issued by NAVSUP FLC San Diego.
