Place of performance is NDSTC aboard Naval Support Activity Panama City, Florida (32407). Scope includes operating Yard Diving Tenders with minimum five-person crews, coxswain support for Navy, Marine Corps, and Air Force training evolutions, repair parts, vessel overhaul, docking phased maintenance availability (DPMA), and over-and-above unplanned maintenance. Normal duty hours are 0600-1630, Monday through Friday, with exceptions for YDT underway training evolutions and USMC/USAF nighttime training not exceeding 12 hours per day.
All contractor employees must obtain security clearances, complete antiterrorism training, pass drug screening, and meet USCG and vessel-specific licensing requirements. Key personnel include a Program Manager, Senior Maintenance Engineer, YDT Craftmaster, and Boat House Supervisor. The government furnishes facilities, utilities, equipment and materials listed in Technical Exhibits 1-3, office supplies, and fuel oils; the contractor supplies all other consumables and tools. Three Service Contract Act wage determinations apply.
The base period runs nine months, from 09 March 2027 to 08 December 2027, preceded by a 30-day transition period, with four one-year options and one six-month extension, for a total potential duration of 66 months. Base operations and services are priced firm fixed-price; repair parts and vessel overhaul are priced cost-no-fee. The NAICS code is 488310 with a $47 million size standard, and the PSC is J019.
Evaluation weighs technical capability (acceptable/unacceptable), past performance, and price. Technical capability and past performance are equal and significantly more important than price. Volume I (pricing) has no page limit, Volume II (technical capability) is limited to 20 pages, and Volume III (past performance) is limited to 10 pages. Questions go by email to Joseph Rojas and Harold Melton. Award is anticipated after the proposal deadline.
