About this opportunity
The Department of the Air Force Air Combat Command is seeking to establish a Multiple Award Construction Contract (MACC) at Offutt Air Force Base, Nebraska, through an Indefinite Delivery/Indefinite Quantity (IDIQ) solicitation. This procurement covers diverse construction and design-build projects including new construction, renovation, repair, maintenance, and demolition of buildings, structures, roads, grounds, and utilities across multiple locations. The government intends to award contracts to at least eight offerors who demonstrate the greatest confidence in meeting or exceeding solicitation requirements, with evaluation based on site management/key personnel, quality control, experience, and performance on two seed projects using a Lowest Price Technically Acceptable methodology. The two initial seed projects include repairing Water Main F627 (valued between $250,000-$500,000) and renovating HVAC systems in Building 1226 (valued between $500,000-$1,000,000). This procurement is designated as a total small business set-aside under NAICS Code 236220 (Commercial and Institutional Building Construction) with a size standard of $45,000,000. The maximum contract value across all awardees is $49,999,999 over a five-year ordering period, though the government reserves the right to award more or fewer than eight contracts based on proposal quality and available funding. Contractors must demonstrate five years of experience in both demolition work (minimum three projects at $30,000 each) and facility repair (minimum five projects at $80,000 each), with additional requirements for bid bonds on each seed project. Work will be performed at Offutt Air Force Base main installation and satellite locations including Elkhorn and Scribner communication sites, Ehrling Bergquist Clinic, Chapel, and Willow Lakes Golf Course. The contract period extends five years or until the dollar ceiling is reached, supporting ongoing construction program needs across these diverse Air Force facilities.
