About this file

This document is a comprehensive Questions and Answers (Q&A) file for the Offutt Air Force Base Multiple Award Construction Contract (MACC) solicitation FA4600-25-R-0002. The solicitation is a small business and socio-economic set-aside for an Indefinite Delivery/Indefinite Quantity (IDIQ) construction contract, with the Air Force intending to award at least eight contractors. The contract includes two seed projects: a Water Main Repair (valued between $250,000-$500,000) and an HVAC Repair at Building 1226 (valued between $500,000-$1,000,000), both located at Offutt Air Force Base in Nebraska.

The Q&A document covers a wide range of technical, administrative, and procedural inquiries from potential contractors, addressing topics such as proposal submission requirements, page limitations, past performance evaluations, project-specific technical details, site conditions, and clarifications on specifications. Key modifications include extending the technical volume page limit from 25 to 50 pages, deleting the Experience Modification Rate (EMR) requirement, and providing guidance on submitting past performance information. The proposal is due on 28 March 2025, and contractors are required to email their submissions to specified Air Force email addresses. The contract will fall under NAICS Code 236220 with a size standard of $45,000,000, and the overall contract period is five years or until the dollar ceiling is reached.

OFFUTT AFB MACC Questions and Answers
Solicitation: FA4600-25-R-0002
Current as of: 11 April 2025
NumberSectionQuestionAnswer
1How do we submit our proposal? I see that it's due on 28 March 2025, but cannot find anywhere how we are going to submit, by email to you, upload to a government website, etc? Please email them to the following email addresses:

michael.madison.2@us.af.mil cassandra.janousek@us.af.mil

55CONS.PKA.Requests@us.af.mil

2Bid bonds. On the first page of the SF1442, it states that an offer guarantee is not required. However, on page 49 of the solitation in the section Bid Guarantee, it states that Bid Bonds are required at 20% of the bid price, or $3 million, whichever is less. If we are to provide a bid bond, do we submit one for each of the two seed projects? Two (2) separate bid bonds, one for each project, will be required. This provision/clause was in there to use on future seed projects if it were determined the Government would like them.
3For B1226, in the spec section 230700, there usually exists a table 2 for the pipe insulation thicknesses. That table is missing from the spec. Can you please provide the information?23 07 00 will be provided
4Clarification on page limitations. Specifically, do covers, tabs, and the table of contents count towards the total page limit? Additionally, are resumes and project pages included in this count?Yes to both. Refer to section L & M.
5Subfactor 2 - Quality Control: The RFP requests a submission of a quality control plan.

Could you kindly clarify whether you required the full plan we curently use, or if you're seeking an overview of how we manage Quality Control processes?

If the full plan is required, would you prefer it to be submitted as a separate PDF or as an appendix to the proposal? This is not a quality control plan for a specific project, but one for the overall MACC. Please see section M.9.2.2. of the solicitation.
6Factor 1 Subfactor 3 - Experience. Demolition Requirement: Is demolition limited to foundations, capping utilities, abatement, and site restoration, or is this requirement met when the minimum scope of demolition is met if any one project that includes any demolition not limited to foundations, capping utilities, abatement, and site restoration has a minimum scope of $30,000?
For example, if we have a project valued at $500,000.00 and the demolition portion exceeds $30,000.00, would this be considered a project that meets the criteria?Yes
7If this same project, valued at $500,000, includes facility repair with a minimum scope of $80,0000 and demolition of $30,000, can it be used for both demolition and facility repair experience?Yes
8Can non-federal projects be used for subfactor 3 – Experience?Yes
9For Subfactor 3 Experience, does the Government want contact information for each project submitted to determine the offeror's experience and past performance ratings if it elects to contact the POC?Yes please.
10Is experience limited to projects only from the offeror, or can the offeror use key personnel's experience/past performance?
For example, if a major stakeholder of the offeror (Owner/Officer, Project Managers, Consultants, etc.) of a previous contractor is part of the offeror’s current construction team, can we utilize their previous experience for past performance? You can provide experience but must clearly identify who's past performance it is and how it ties into the contract.
11Is experience limited to projects only from the offeror, or can the offeror use major subcontractors' past performance?Major subcontractors can be used.
12Factor 2 Past Performance. Since CPAR’s ratings are for construction projects over $750,000, how will the government utilize past performance for entities that do not have CPAR ratings due to projects being under $750,000 but meeting the minimum scopes of $30,000 for demolition and $80,000 for Facility Repair?
From the solicitation: “NOTE: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a) (2)(iv)). Therefore, the offeror shall be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.”You can submit past performance if you would like. We'll rate them for recency, relavency, and quality in accordance with the solicitation M.9.3.2.
13Relevancy Assessment: The Government will pull offeror’s CPARS records that will be relevant to construction projects valued at least $500,000.00.
Relevancy is defined as construction projects valued at $500,000.00, but Subfactor 3 Experience requires projects with a minimum scope of $80,000 for facility repair. Please clarify the relevant requirements. You can submit past performance if you would like. We'll rate them for recency, relavency, and quality in accordance with the solicitation M.9.3.2.
14Safety Performance and Record:
What if the offeror doesn't have a five-year Experience Modification Rates (EMR) record?*deleted from section M
15L.1.2.2 Page Size and FormatAre 11x17 foldouts permitted?

Is there a limit to the number of foldouts we can include?

Do foldouts count as 1 or 2 pages?

Is there a font requirement for graphics/tables/exhibits?

Is there a margin requirement? 11x17 pages are allowed for GANTT charts; 2 pages max (1 for each project).

There is not a margin requirement as long as information is readable.

For font, please use either Times New Roman or Calibri.

16 L.1.2 Organization/Number of Copies/Page Limits Currently, the page limit for the Technical Volume is 25 pages.

This page count seems very unrealistic, considering the requirements listed in the technical.

Both Subfactor 1: Site Management/Key Personnel and Subfactor 2: Quality Control call for Plans that will be incorporated by reference in the resulting contract. These plans typically take 20-40 pages each. This does not include the requirements in Subfactor 4: Seed Projects.

Both of these Seed Projects require a Comprehensive Management Plan, with an org chart, and a Schedule in Gantt chart format. The org charts for all three, as well as the Gantt chart for the Seed projects, could typically require 11x17 pages (multiple pages in the case of the schedule in Gantt chart format).

Can the government please advise if it would be possible to adjust this page count to exclude the Quality Plan and Seed Projects from the page count and add them as Attachments not included in the page count? Technical Volume is updated to 50 pages.

The IDIQ itself will require a management plan and org chart that resulting Task Orders will be in compliant with.

The quality control plan will be a part of the page count.

Additionally, 11x17 pages are allowed for the GANTT chart (2 pages max, 1 for each project).

17 L.2.1.1 Model Contract / Representation and Certification Do we include the completed Model Contract in Volume I? (all sections of the RFP except for Sections K, L, and M).

If the Model Contract is included in our submittal, does it count towards page count? Presently, the Model Contract (as defined in the RFP) is 37 pages.

OR does Volume I only include the completed SF1442, Section B, the fill-ins from Sections I and K, and our Exceptions (if any)?

Regarding fill-ins from Sections I and K, do we include the entire Sections I and K or only pages that contain fill-ins? Please include the areas under L.2.1.1.1. and L.2.1.1.2.

Only need to fill out section K clauses if not completed in sam.gov

For clauses you do fill out, please include the full clause.

18 L.2.1.1.2 Section B - Supplies or Services and Prices Do we include the completed tabs/sheets from the excel file AF3502_Cost_Estimate_Breakdown in Section B of Volume I? There are almost 50 tabs, does the price information count towards the page limit?

Do we submit the completed excel file AF3502_Cost_Estimate_Breakdown when emailing our submittal?

Is the Summary tab/sheet the only information we need to include in Section B, along with the completed CLINs table? Please provide the AF3052 for the Prime and Subs with filled out multible tabs as deemed applicable on each division. This can be uploaded as an excel document outside the page count. Additionally, please make sure the document's naming convention shows project name, and whether it's the prime or sub.

The excel document will be submitted through email. Section B, of the solicitation will show a combined total for both projects.

19L.3.2.4 Subfactor 4: Seed Projects.Due to tight page limit constraints can we present our experience modification rates for last 5 years in a table rather than providing copies of our EMR letters?EMR is being deleted.
20In regards to the Seed Projects, I believe there is conflicting information on whether a pricing proposal is required with these projects. Can you confirm if a proposal is expected for the Seed Projects, or not, at the time of submission.A proposal is expected from the seed projects at the time of submission.
21Sec. L.2.1.1Sec. L.2.1.1 – Has several documents to be included in Volume 1 – Pricing: Section K is about 6 pages, Sec. A is two pages and Sec. B (AF3052 is 19 pages) – this is more than the 20 pages allocated in the table under Sec. L.1.2 – Organization/Number of Copies/Page Limits. Please clarify what specific Sections/paragraphs are included in the 20 page limitation.Section K only needs to be filled out if not already done so on Sam.gov.

Section B will only be one page (where the CLIN is) due to excel documents being able to be sent as an excel document and not counted towards the page count.

22Sec. L.3.0 Volume II – Technical VolumeSec. L.3.0 Volume II – Technical Volume: Volume II has a 25 page limit per Sec. L.1.2. The amount of information being requested in subfactors L.3.2.1 to L.3.2.4 (corresponding paragraphs in Sec. M), will be well beyond 20 pages. Please consider expanding the page limits.Technical Volume is updated to 50 pages.
23Sec. L.4 Past PerformanceSec. L.4 Past Performance - Just to be clear we do not submit any details for this Volume? From the description given, can we assume that all “satisfactory” and above ratings will receive an “acceptable” rating, since a firm with no data is considered “acceptable”?You can submit past performance if you would like. We'll rate them for recency, relavency, and quality in accordance with the solicitation M.9.3.2.
24Sec. L, 52.215-20Sec. L, 52.215-20 – There is no media format listed – appears the paragraph was inserted without any modification. Please clarify.Completed through Excel and sent via email.
25Sec. L, 52.216-27Sec. L, 52.216-27 – Should this reference eight vs two, since Form 1442 has eight awards? The provision mentions "two or more" and is applicable to task orders.
26Sec. L, 52.222-23Sec. L, 52.222-23 Affirmative Action – We understand an Executive Order changed this. Can you clarify if this remains in the contract? If not, then will this be deleted? Or will you issue an amendment clarifying the new requirements, if any?An amendement has been issued (0001) to take this out.
27Sec. M.9.2.1 Subfactor 1: Subparagraph aSec. M.9.2.1 Subfactor 1: Subparagraph a – Since many people use different terms for different positions, we wanted to be clear what positions you want to see on the organization chart. We understand you want the Program Manager. Then you ask for lines to “…subcontracting Management, including site investigation, design, site supertendence, and quality control.” Are you asking for a subcontracting manager? How much of the design team/disciplines do you want to see (i.e. mechanical, electrical, structural, etc.). If you request all offerors for the same disciplines, then we are not guessing and the offeror that guesses right might have a better chance vs an offeror that does not guess correctly. We understand you want the site superintendent and quality control person. Please put what would apply for your company. If your superintendent manages the subcontractors, then state that.
28Sec. M.9.2.1 Subfactor 1: Subparagraph bSec. M.9.2.1 Subfactor 1: Subparagraph b – For all offerors to be on the same page and due to the page limits, can you list the specific “support staff” you want to see. For example, one offeror may submit 5 disciplines and another may submit 3. Also, limit the resumes to half a page so we are submitting the same limited information. If you want more, then please expand the page count.Support staff would be something like payroll manager, secretary, contract manager, administrative person, etc.
29Sec. M.9.2.1 Subfactor 1: Subparagraph bSec. M.9.2.1 Subfactor 1: Subparagraph b – This paragraph uses the term “project management” vs program manager. Are you expecting to have a Program Manager for overall management, and then each task order will have a project manager? If not, then please clarify what are “…key project management…staff”?This would be the program manager for the overall management. To include Site superintendent, quality control, and anyone else your company deems necessary for successful project execution in accordance with the MACC requirements.
30Sec. M.9.2.1 Subfactor 1: Subparagraph dSec. M.9.2.1 Subfactor 1: Subparagraph d – There are two ways to read this requirement. First, is to assume you are asking for policies and procedures for subcontractor management that include the subcontractor’ surveillance, recruitment and termination, QC and scheduling.

Second, would be to assume you are asking for separate policies and procedures for each of the following:

•Subcontractor management
•Subcontractor surveillance
•Recruitment and termination of subcontractors
•QC plans of subcontractors
•Scheduling policies and procedures.
Please clarify if either of these interpretations are correct, or if you have a different expectation/intention?This would be your policy and procedures on managing the subcontractors you use (if any), to include recruitment/termination, surveilling the work they're completing, QC plans, and scheduling them to work.
31Sec. M.9.2.2 Subfactor 2 – Quality ControlSec. M.9.2.2 Subfactor 2 – Quality Control: A quality control plan can be much more than 20 pages, which is the page limit for Volume 1. Please consider excluding the quality control plan from the 20 page limitation for Volume 1.Technical Volume is updated to 50 pages.
32Sec. M.9.2.2 Subfactor 2 – Quality Control, Measures of MeritSec. M.9.2.2 Subfactor 2 – Quality Control, Measures of Merit; subparagraphs a, b and c: In subparagraph a, we normally show the QC discipline in the overall org chart. Are you looking for a repeat of that organization structure in this section? Or can we reference back to the org chart and then address the processes in this paragraph? You can reference back to the org chart and address the process in this paragraph.
33Sec. M.9.2.2 Subfactor 2 – Quality Control, Measures of MeritSubparagraph c – Are you requesting just the QC portion for this particular topic? Or are you looking at the full project organization and the capacity to complete projects? If full project organization, then we suggest moving this paragraph to M.9.2.1.It would be both. Overall it is a part of the technical and to be included.
34Sec. M.9.2.3 Subfactor 3 – ExperienceSec. M.9.2.3 Subfactor 3 – Experience: We interpret the requirement for a total of eight (8) project descriptions; three for demolition and five for facility repair. The Statement of Work(SOW) lists six (6) categories of work (Paragraph 2.a). For the projects to be submitted for subfactor 3 and be compliant, are we to follow M.9.2.3? Or include the elements in the SOW?Include elements in M.9.2.3. (demo and facility repair). You can submit past performance if you would like. We'll rate them for recency, relavency, and quality in accordance with the solicitation M.9.3.2.
35Sec. M.9.2.4 Subfactor 4 – Seed ProjectsSec. M.9.2.4 Subfactor 4 – Seed Projects: There are two seed projects, which you are requiring a management plan and a schedule. If we assume a page for each topic and for each seed project, that is four pages total (that is without the safety data, which will be another 2 to 3 pages) . While we have not gone back and totaled the expected page count, we know it is much more than the 20 pages allocated. We would give you our guess on the pages, but it depends upon how you answer some of our other questions. Please consider clarifying the sections within the 20 pages and clarifying what sections are not in the page count. Or revising the page countTechnical Volume is updated to 50 pages. The management plan will be for the overall IDIQ. A GANTT schedule will be required for each seed project.
36Sec. M.9.3 Past Performance FactorSec. M.9.3 Past Performance Factor: We understand you do not want any project details included here. However, projects listed for Sec. M.9.2.3 Subfactor 3, requests project going back five years, while your recency assessment is for CPARS in the last three years, which may miss one (or several) of the projects listed in Subfactor 3.
Likewise, the instructions indicate projects at least $500,000, while the Subfactor 3 projects are listed as minimum of $30,000 and $80,000 each. This seems like a disconnect between the two subfactors. Please confirm the relative sizes and recency of each. This is being updated to three (3) years.
37Sec. M.9.3 Past Performance FactorSec. M.9.3 Past Performance Factor: As we read this section it appears you are not allowing any other past performance documents. There are two important and relevant items that should be included:

1st – Many projects have PPQs and are waiting on the agency to finalize a CPARS rating or some other situation. Please include or allow PPQs for projects in this section.

2nd – The SBA adopted a rule, which was effective August 22, 2022, that allows first tier subcontractors to receive past performance ratings from the prime. This was part of the NDAA 2021, Public Law 116-283. This rule changes 13 CFR Part 125. We understand it is required to include this in solicitations. Please reference Federal Register, Vol. 87, No. 140, Page 43731, and include this in an amendment to the solicitation. You can submit past performance if you would like. We'll rate them for recency, relavency, and quality in accordance with the solicitation M.9.3.2.
38Sec. M.9.3 Past Performance FactorSec. M.9.3 Past Performance Factor: If you allow additional past performance documents, please exclude them from the page countIncluded
39B1126 In spec section 230700, there usually exists a table 2 for the pipe insulation thicknesses. That table is missing from the spec. Can you please provide the information?23 07 00 will be provided
40B1226 The bid requirements state disposing of all waste material offsite. Has anyone taken a sample of the current fluid? We will need to know the type of chemical in the fluid and percentage to determine where it will be disposed of and pricing.Contractor will need to test, confirm disposal methods with City of Omaha. CE can provide data on chemicals and approximate concentration.

Will not need to purge and refill whole system, only dispose of a small amount, likely high BOD

41B1226 Is there an interior well field manifold, or is there an exterior vault? Where is it located? There is an exterior vault, SW of building accessible through manhole
42In Attachment 11 - page 2 under requirements #2, it states facilitate finding leaks. Are there any known leaks in the well field? Do we need to figure any costs for repairing leaks? How many do we figure? Do we figure an allowance? Or will this be handled as a MOD?Currently no known leaks in the system. Do not include any repair costs in proposed price

The excel document will be submitted through email. Section B, of the solicitation will show a combined total for both projects.

Supporting documents would be anything to support your cost if applicable

60Page 20Request confirmation of the applicable Buy American Act.
Our interpretation is that the only applicable Buy American provision is FAR 52-225-9-Buy American-Construction Materials (Oct 2022), and that FAR 52.225-11 Buy American-Construction Materials under Trade Agreements (Nov 2023) would not be applicable, even though it is also included in the solicitation. Per FAR Part 25.401(a)(1), acquisitions set aside for small business are an exception to the applicability of FAR Part 25.4 Trade Agreements, therefore 52.225-11 Buy American-Construction Materials under Trade Agreements (Nov 2023) would not be applicable even though it is incorporated into the solicitation. This clauses is incorporated due to the prescription of 25.1102©; and is at the IDIQ level due to the unknown dollar of future task orders.
