I. PROJECT DESCRIPTION
PROJECT DESCRIPTION
The project consists of all labor and materials in performing all work required to replace the existing 10” water main crossing SAC Blvd between B462 & B500. This existing 10” water main has been unused since it was damaged during storm sewer installation in 2020. The method of installation across SAC Blvd will be dry bore and jack.
Design shall include 3 new gate valves, bends, and other appurtenances required for the water main installation.
Installation shall include chlorination and pressure testing of the new water main. Water main shall have adequate cathodic protection.
Design shall include pavement removal and replacement in the drive of B462.
II. DESIGN ANALYSIS

This project will install a new 10” Ductile Iron Push Joint water main across SAC Blvd from the active main at B500 to the main running north/south in front of B462. This project will also include the abandonment of the existing 10” water main under SAC Blvd. which was damaged when a storm sewer was constructed and has been out of service since. All work is located between buildings B462 and B500. This project will also include the installation of 3 new gate valves. 2 new gate valves will be located at the west connection (east and north of the connection), and 1 will be located at the east connection (south of the connection).
The method of installation under SAC Blvd will be bore and jack. This will allow for continued use of SAC Blvd during installation of the new water main.
The connection to the west side will require about 80SY of driveway removal and replacement.
This is not expected to greatly impact access to building B462 as there are other parking lot entrances. Due to the expected depth of the existing 8” water main (west connection), dewatering has been included in the cost estimate.
An initial field investigation had been completed by HGM prior to the 35% Submittal. Badger Daylighting had been hired to pothole to find actual locations of the existing utilities in the project area using field markings provided by 811 and Offutt AFB. The potholing contractor was able to find some fiber and power lines that are be in the project area. The contractor was unable to verify location of the existing water main on the west side of SAC Blvd due to the expected depth below the pavement. Their machine was only able to reach 6’ deep without tearing out a panel of pavement. The water main that runs east/west across SAC Blvd was also unable to be located west of SAC Blvd. The contractor dug an 8’ wide, 16’ deep hole near the field markings just east of the drive to B462. This water main was located east of SAC Blvd and just east of the landscaping near the brick wall, but was not located again until the far east side of the project near the stop sign.
A second field investigation was performed in March 2023. The drive pavement in front of B462 was removed at the existing water valves and the area was excavated to locate the water

main. The water main running north/south and the main running east across SAC Blvd. were located and found to be approximately 8.5 feet deep.
During a pre-65% meeting to discuss the findings and proposed alignment with Base personnel, it was determined that the PVC water main installed around 2016 on the NE corner of SAC Blvd.
and Apollo Dr. had not been located.
A new excavation was performed in November 2023 to locate the 10” PVC water main on the NE corner pf SAC Blvd. and Apollo Dr. that was installed in 2016. The PVC main was located at 6 feet deep running east/west 8 feet south of the water valve and the PVC line turned north to the valve and dropped down to 12 foot deep to tie into the original ductile iron line.

1. HGM summarized the field locates and potholing process. Noted that Offutt marked the location of the water main and utilities in the field. These marks were utilized by HGM and
Badger to determine pothole locations. In many areas, the water main did not match the field markings.
2. Offutt noted that the geobase that the field markings would have been based on has been unreliable in the past.
3. Offutt pointed out that the line east of the gate that HGM had shown as existing is likely the abandoned line. The project to abandon this line was completed in 2016. Offutt to provide the plans for this project to HGM.

4. Offutt noted they would like to remove as much of the abandoned water main as possible to avoid future confusion. HGM will add as much removal of the abandoned pipe as feasible while keeping the budget the same.
5. Offutt noted that bore pit locations should be shown on the design.
6. Offutt noted that a straight connection would be preferred if possible.
7. Offutt noted they’d prefer another exploratory hole to be dug to determine the water main alignment on the east side of SAC Blvd, west of the retaining wall/gate. This work would need to be completed prior to continuing the design. HGM will get quotes from contractors to complete this work.
8. Laci Fox noted that a contract modification should be attained prior to doing more work if the additional scope is needed by HGM.

1. Attendees went through Review Comments received from the 35% review. Comment and

2. Discussed that the scope of services appears to include full replacement of 2 water services to B462 (1.5” and 2”). HGM asked Offutt for clarification based on Anna’s comment regarding services. Justin plans to ask Anna for clarification.
3. Discussed location of the existing water main. HGM shared the TOPO exhibit and noted that the existing main per Offutt’s records does not appear to be in line with what was marked in the field. Justin and Camille plan to look into the discrepancy to see if they can track down as-builts from a previous project.
4. Potholing investigation could not locate the water main as it crosses SAC Blvd. and the line going north south on the west side of SAC Blvd. The line is either not located as indicated or deeper than excavated. Additional field investigation would be needed to locate the water main. Locating it during design would eliminate issues of contractor not finding it during construction. Additional potholing would require removal of at least one concrete panel in the parking lot/driveway on the west side of SAC Blvd. The original contract had 2 days of potholing which has been completed. HGM noted that if Offutt requests going forward with further field locates, a contract amendment would be required.

Service line to B462 representation does not make sense. This seems to be leaving the existing service line and adding two new ones. There is no reason for this. There is only one existing service line to B462, and it does not need to be fully replaced to acomodate this work.
Tie-in to water main on east side of road is not great.
The current representation of the existing line seems to show it continuing along the route of an abandoned water line, when the in-service line jogs south and continues east. If abandoning the current line and coring a new one just south of it, the new line should tie into the existing line at the existing south elbow, not jog north just to job south again. The abandoned water line should be shown.

The northmost water line on the east side of the intersection needs to be shown as AIP shortly east of the tee & valve box like it is on C1.1
Comments on the existing 8" water main south of the cut to remain in service need to be clarified - Maintenance shop has stated an outage will be needed for this work for all facilities south of this point.
It will be labeled as abandoned, A note will be added for the contractor to provide the Base 48 hour notice before doing connection.
