Statement of Work

Project Title: B1226 HVAC Renovation NextGen Work Task #: 6976316

1. Objectives:

This scope of work is to provide a full lifecycle HVAC renovation at b1226. This includes a lifecycle replacement of the heat pumps. The existing heat pumps were installed in 2002 and have reached the end of their expected service life. Additionally, this scope includes reinstalling hydronic boiler heat injection to mitigate deep winter temperatures on the ground loop. Additionally, this scope includes a full upgraded replacement of all HVAC equipment controls and controllers. This building is the designated place of worship for the Family Housing units and personnel and supports other group functions for the Base.

There are 24 existing heat pumps requiring replacement in the building. There are 5 in the basement and 9 in the main mechanical room, with the rest distributed among the offices and other rooms. The existing units are split between vertical ducted water-source heat pumps. The manufacturer is WaterFurnace and the series is Versatec Ultra, although there is one Trane unit as well. Models and capacities are the following:

The identified heat pump replacements will be like-for-like as much as possible in terms of cooling/heating capacity, airflow capacity, and configuration; Versatec Ultra USV models (.75, 1, 1.5, 2, 3.5, 5, and 6 ton units) or equal. The two 8 ton units shall be replaced by 8 ton WaterFurnace Envision XL model NLV or equal.

The existing control units include a Honeywell XL100 DDC panel located in the basement as well as compatible unit controllers on each heat pump. Additionally, there are two VFDs on the loop circulating pumps located in the basement which are saftronics PC10E1ST32010A1.

The identified replacements shall be of like capacity in the Honeywell Tridium N4 product line.

Database and programming information shall be migrated from the old units to the new units as part of this project. The BMS (Honeywell Enterprise Building Integrator) graphics shall be revised to match all changes done. Graphics must be done by Honeywell Internarial.

The Contractor shall provide a full leak test and cleaning and flushing of the geothermal well field piping system. When the renovation is complete the Contractor shall also provide a service and report for a performance test of the loop and pump system in both winter and summer conditions to determine if any additional heat or cooling injection to the well field is needed.

The contractor shall furnish all labor, materials, transportation, equipment, special tools, expertise, supervision, and services requested to fulfill the requirements of this contract. All task specifications of this Statement of Work will herein be referred to as “requirements”. No alterations, additions, or deletions shall be made unless by prior approval of the government Project Manager and the government Procuring Contract Officer (PCO). The work shall conform to the most current applicable NFPA, IMC, IPC, ASME, and AFI, ETL, and Unified Facility Criteria Standards. Work shall be completed in a neat, substantial, and competent manner.

The contractor shall perform quality assurance activities that conform to the quality assurance processes outlined in International organization of Standards (ISO) 9001, Quality Management Systems. The Contractor shall use SOW requirements, ESE-SIT-0001, AFI 31-101, and Original Equipment manufacturer (OEM) guidelines to evaluate whether or not the equipment and systems are being installed and integrated properly.

During construction the Government will occupy the existing facilities. The contractor shall not restrict nearby pedestrian or vehicular traffic and shall coordinate with the Contracting Officer’s Representatives to facilitate usage. The Contracting Officer’s Representatives shall be notified not less than 15 calendar days in advance of any interruptions in building utilities / services, which will be described in writing.

Period of Performance: 365 Calendar Days

2. Requirements

1. The Contractor shall attend a site visit prior to beginning work in order to verify field conditions and requirements.

2. The Contractor shall provide a leak test, flush and cleaning of the well loop field to remove and contamination and to facilitate finding and leaks. The Contractor shall provide clean, filtered, and chemically balanced refill of the well loop.

3. The Contractor shall provide full replacement of heat pumps, including demolition and removal of the existing heat pumps, installation of the new units, and installation and re-routing/hookup of the new inlet and exhaust ducting, electrical connections, controls and control systems, and all process piping and any piping or ductwork insulation. If any other equipment is in the way of installation, the Contractor will temporarily move and/or reroute it to allow installation, coordinating with the Government for proper operation.

4. The Contractor shall provide full replacement of the controllers and all required interfacing components to the new HVAC equipment using the existing LON communication for the serial bus. The Contractor shall provide complete transfer of the database / control scheme, and or complete programming of the replacement equipment to match existing conditions.

5. The Contractor shall coordinate with the Government for installation and programming of the replacement equipment.

6. On-site CE shop personnel will provide coordination for needed system operation and isolation to allow the replacement.

7. The Contractor shall provide testing of the units to prove capacity and control capability and to return the units to service. The Contractor shall provide testing of the replacement controls to ensure proper operation of all equipment, components, and system on both an individual level and within the designated control sequence of operation.

8. The Contractor shall provide training on the installation configuration, maintenance, and operation of the new equipment and controls.

9. The contractor shall provide a performance test of the well field and pump system in both winter and summer after the renovation is complete. The Contractor shall analyze the conditions and results and provide a report determining if any additional heat or cooling injection is needed for peak conditions.

10. The Contractor shall dispose of all waste material offsite in accordance with Offutt AFB Environmental Special Conditions section 01 57 19.

11. The Contractor shall provide at least a 1 year warranty on all materials and labor for the project.
