About this file
This is a Commercial Solution Opportunity solicitation issued by the Defense Commissary Agency (DeCA) for European Union registered firms. DeCA seeks innovative commercial proposals for an industrial electrical backup power generator system to be installed at the Central Distribution Center on Ramstein Air Base, Germany. The system will provide emergency power to the freezer trailer parking line to maintain the cold chain during main grid power outages.
The required deliverable is a temporary backup power system that must be provided, connected, and made operational within 10 workdays from contract award. The period of performance is 6 to 12 months. Vendors must submit a Commercial Solution Proposal (Phase 3) in accordance with section 3.4 of the solicitation. The closing date for submissions is Tuesday, 29 September 2026, at 1500 local time. Technical specifications and current site conditions are provided in Attachment 1 to assist vendors in developing compliant proposals. Questions and all communications regarding this opportunity must be directed via email to Daniel Ellis (daniel.ellis@deca.mil) or Cindy Bourgeois (cindy-sabrina.bourgeois.de@deca.mil).

Commercial Solution Opportunity – Defense Commissary Agency (DECA)
In accordance with the Commercial Opportunity Solution – Defense Commissary Agency
(DeCA), dated 04.10.2026, paragraph 5.0, the following specific requirement in support of AoI
5.4 Lower Costs is attached.
The Defense Commissary Agency (DeCA) is seeking innovative, commercial approaches from
European Union registered firms for electrical backup power supply generator at the Central
Distribution Center on Ramstein Air Base, Germany, supporting operations within the European area. This purchase is for an industrial electrical backup power generator for the freezer trailer parking line. The goal is to provide and connect a reliable, state-of-the-art backup power system to provide electrical power in case the main grid power is lost. The desired timeline for initial performance is 10 workdays from award until backup power system is connected and ready to operate. Period of performance is at least 6 months up to 12 months. Attachment 1 contains technical data that will provide assistance in understanding current conditions that commercial solution proposal will need to meet.
Our objective is to install a temporary electrical backup power system that allows the trailer line to be supplied with electrical energy for Situations without grid power to avoid a break in the cold chain of trailer cargo load. Interested vendors with proven expertise in providing, connecting and operating backup power systems should submit their Commercial Solution
Proposal (Phase 3) in accordance with section 3.4 Commercial Solution Proposals.
The closing date for this opportunity is Tuesday, 29 September 2026, at 1500 local time.
All communications to include questions pertaining to this opportunity shall be sent via email to the following Points of Contact:

Temporary Backup Power Solution for KCS Trailer Line
1. Project & Location Details
• Project Title: Temporary Emergency Backup Power Solution for the Frozen-Food
Trailer Line.
• Requirement Location: Kaiserslautern Cold Storage Facility (KCS), Auf der
Weilerbacher Bruecke, 67661 Kaiserslautern, Germany.
• System Placement: The temporary backup power system is to be positioned outdoors, immediately adjacent to the Transformer Building designated for the freezer trailer line.
2. Operational Duration
• Initial Period: Six (6) months from the date of installation and commissioning, with pricing that will support up to six (6) additional one-month option periods, exercisable at the discretion of the Government based on operational needs.
3. Detailed Technical Requirements
3.1 Power Output & Connection
• The solution MUST deliver a continuous backup power source of at least 200 kVA under load.
• It MUST be physically and electrically hooked up to an N-H power rod system.
• The earthing/grounding system configured on-site is a TN-S system.
• The Vendor will connect all emergency backup power system components.
• The Vendor will establish all electrical connections to the trailer line connection points with vendor supplied suitable cables
• Vendor will provide a test run to guarantee system setup is operational and delivers power to the trailer line.
3.2 Fuel Requirements
• The backup power unit MUST support at least 24 hours of continuous operation under full operational load without refueling.
• The contractor MUST provide a fuel tank with a capacity sufficient to meet this requirement.
• Note: The initial fuel supply will be paid for by DeCA. Subsequent fuel management terms will be negotiated in the final agreement.
3.3 Switching Concept
• Manual Operation Only: In the event of a main power outage, both the startup of the backup power source and the load switching for the freezer trailer line MUST be executed manually.
• No Automatic Switching: Automatic transfer switches (ATS) or automatic start systems are strictly prohibited due to local safety and operational control protocols.
4. Safety & Compliance Requirements
• Qualified Personnel: Only a certified, trained, and host-nation authorized electrician/operator is permitted to perform the manual power switching and system startup.
• Hazard Analysis: The contractor MUST perform a site-specific hazard analysis and provide a documented site specific safety briefings supported by a
“Betriebsanweisung” according to based on DGUV I 211-010 ‘Betriebsanweisungen’.
• Regulations: The entire setup and operations MUST comply fully with German social accident insurance institutions’ regulations. Equipment must be checked to comply with all applicable technical Standards, Laws and Regulations.
5. Environmental & Emission Standards
• Spill Mitigation: Double-walled fuel tanks and specialized oil/fuel spill containment trays are mandatory to prevent soil and groundwater contamination.
• Exhaust & Noise Control: The generator/power unit MUST utilize modern, state-of-the-art noise reduction enclosures suitable for industrial/commercial zones.
• The system MUST utilize modern exhaust cleaning technology to minimize emissions.
• Fuel Restrictions: In general, the generator MUST run on standard commercial diesel fuel. No fuel additives or Bio-Diesel (FAME) are permitted to ensure optimal performance and mechanical reliability. Exempt is fuel that is required and provided by the Generator Vendor to be used with their machine.
6. Critical Reaction Times
• Vendor must provide Alarm procedure that shows how the authorized and certified backup power system operator is alarmed when grid power failure occurs at the trailer line.
• Due to the perishable nature of the cold storage cargo, the system MUST be fully operational and deliver power within strict timeframes from the moment a main grid failure occurs. Reaction times are dependent on ambient outdoor temperatures:
Ambient Outdoor Temperature Maximum Allowable Reaction Time
Below 10°C Within 4 hours
Between 12°C and 20°C Within 3 hours
Above 20°C Within 2 hours
