About this file
This is a Commercial Solution Opportunity solicitation issued by the Defense Commissary Agency (DeCA) for industrial temporary generator controls at the Central Distribution Center on Ramstein Air Base, Germany. DeCA seeks innovative commercial approaches from European Union registered firms to replace an existing non-operable electrical switchgear backup power system. The requirement involves building and installing temporary generator controls for two existing Cummins C900D5 generators equipped with HC634H alternators (inventory numbers CDK 000365 and CDK 000366). The proposed solution must include local generator control, higher-level supervisory control, circuit breaker interfaces and communication, all components for reliable temporary operation, and 24/7 hotline/emergency support availability. Solutions from Cummins Generators or preferred service providers experienced with paralleling Cummins generators are sought. The revised closing date is Thursday, 30 April 2026 at 2:00 PM Central European Time (CET), with award contemplated on or around 5 May 2026. The total performance timeline is 10 weeks from award until commissioning by Technischer Überwachungsverein (TUEV Saarland), which will conduct vigorous inspections at all stages of installation in alignment with commercial practices followed by the Deutsches Institut für Normung. All inquiries should be directed to Suzette San Juan (Suzette.Sanjuan@deca.mil) or Anna Gulewich (anna.gulewich@deca.mil).
The attached technical documentation includes load test results confirming both generators are operational and capable of delivering the required 656 kW PRP (800 kVA) at stable voltage and frequency. An assessment report dated 02 April 2026 identifies that both generators passed an 800 kW load bank test but the generator control system is inoperable, preventing frequency regulation and synchronized parallel operation. The report recommends a temporary mobile control solution with an estimated 10-week delivery timeframe, and notes that a permanent fully automatic control system with central switching would require 3-5 months. Minimum staffing of two employees on-site is required for emergency response. Additional functional testing documentation and photographs demonstrate the generators are in sound mechanical condition despite control system deficiencies.

Anlage:

Functional test of emergency power system
Attachment:
CDC-K Cold Storage On the Weilerbach Bridge
Kaiserslautern, Einsiedlerhof
Date of the exam: March 16, 2026 Examining company:
Summary:
On the day of the inspection, both generators were tested without their generator control systems, as these were not functioning. Both generators passed a load test at 800 kW, which was verified using a mobile load bank. On generator 2, tampering with the emergency stop control was discovered, preventing it from starting at all. The tampering was rectified, and it subsequently ran without any further problems.
The existing hardware is fully functional except for the generator control.
Problems with the current system:
Without generator control, the frequency cannot be regulated, which is why the load test was conducted at
52.5 Hz. Operation with these generators is not possible without a functioning generator control system.
Furthermore, a synchronization unit would be necessary to operate both generators simultaneously.
This problem can be solved with a mobile control system.
Delivery time approx. 10 weeks

Alternative options!
Operation with only one generator is possible with a functioning generator control unit, however, the power output is only sufficient to operate one refrigeration unit.
Therefore, there would not be sufficient power to operate the system; the chillers could be run in alternating operation, but it would need to be checked whether this is compatible with the chiller systems.
Execution period: approx. 10 days.
Important: At least 2 employees must be permanently on site in case of errors.
(1x NEA/1x Protec)
In the long term, it is important to implement automatic switching with load control.
Unfortunately, there are no concrete delivery times for this solution yet, but they should be in the range of 3-5 months. To bridge the gap, the mobile emergency power supply should remain in place to be prepared for an emergency.
