B. BILINGUAL TERMINOLOGY NOTE (VERTEILER / MANIFOLD / BOARD)

Bidders and Contractors are advised that German Host Nation technical plans use the term “Verteiler” (distributor/distribution board), which is translated in some project documents as “manifold” or “distribution manifold.” For the purposes of this electrical contract, all references to “eleven main electrical cables” shall be understood as referring to the eleven (11) main electrical supply cables listed and detailed in Section 26 05 19.

C. Inspection Findings & System Deficiencies:

The governing technical inspection authority for industrial facilities in Germany is Technischer Überwachungsverein (TÜV). A technical safety inspection performed at the Kaiserslautern CDC Facility (KCS) identified major electrical non-compliances that require immediate corrective action.

The existing cables suffer from:

• TN-C to TN-S Conversion: The existing distribution system contains legacy 4-conductor feeders (TN-C system where Neutral and Earth are combined into a PEN conductor). A

TN-C system is strictly prohibited inside buildings for new installations or major modifications under DIN VDE 0100-540 and DIN VDE 0100-410.

• EMC & Stray Return Currents: Inadequate shielding and 4-core cable runs have generated electromagnetic disturbances and stray currents, violating DIN VDE 0100-444.

• Protection & RCD Deficiencies: Outgoing circuits lack adequate back-up overcurrent protection (Vorsicherungen), leaving Residual Current Devices (RCD / FI) unprotected and non-compliant with DIN VDE 0100-530.

• Main Busbar Capacity (Building 56): The main building distribution switchboard (GHV) in Building 56 contains a busbar rated at 2,800 A (In = 2800 A, LDA 7413, AL, PEN, IP34). The cumulative rated current of the three supply transformers (3 x 800 kVA = 2,400 kVA, ~3,450 A) exceeds busbar capacity, requiring strict phase balance and verification during feeder replacement.

• Missing Back-Up Fuses & Unprotected RCDs: Downstream sub-distributors lack upstream pre-fuses (Vorsicherungen), leaving residual current devices (FI switches) unprotected against prospective short-circuit stress, violating DIN VDE 0100-530.

• TN-C / TN-S Meshed Networks: The existing legacy 4-core TN-C network has been improperly meshed with downstream TN-S sub-distribution boards. The Contractor must verify and enforce proper TN-C-S configuration, splitting PEN at designated switchboards and eliminating any reverse or parallel N/PE looping.

• Building 56 Main Busbar Overload Risk: The low-voltage busbar (LDA 7413, rated at 2,800 A, aluminum, PEN, IP34) in Building 56 is connected to three 800 kVA transformers (cumulative capacity ~3,450 A). Work must ensure no oversubscription or localized overheating occurs during normal or bus-tie configurations.

• Historical Modifications & Conductor Aging: Multiple field retrofits are unrecorded, conductors in panels exceed 60 years of age, and terminals show signs of overheating, requiring mandatory circuit tracing and field verification prior to cutover.

1.3 HAZARDOUS MATERIALS

A. Asbestos, Lead-Based Paint or Hazardous Chemicals: Bidders may conduct their own survey for asbestos-containing materials (ACM), lead-based paint, or hazardous chemical residues in work zones (such as cold storage wall panels, ceiling plenums, and floor crawlspaces) at their option. Any variations in survey results shall be reported promptly to the Contracting Officer and DeCA Project Manager.

B. Host Nation Disposal: When present, containment, removal, and lawful disposal of asbestos-containing or hazardous materials affected by the work shall be performed in compliance with host nation environmental laws and are included in the Work. Bidders shall include all costs of abatement in their bid.
