About this opportunity

U.S. Army Contracting Command–Sierra Army Depot is conducting a Commercial Solutions Opening for Organic Industrial Base Modernization that remains continuously open through June 30, 2030, under solicitation W912GY-25-S-C001, accepting submissions from both traditional and non-traditional defense contractors under DFARS Subpart 212.70 and FAR Part 12 Commercial Item Procedures.

The CSO seeks innovative commercial items, technologies, and services to modernize Sierra Army Depot's manufacturing capabilities in eight continuously open Areas of Interest: Agile & Adaptive Facilities; Advanced Manufacturing & Maintenance; Automation & Robotics; Logistics & Inventory Management Modernization; Airfield Maintenance; Energy, Environmental, and Chemical Management; Public Private Partnerships; and Advanced Packaging Manufacturing at the Point-of-Need. Solutions address the Army's priority objectives in agile and flexible facilities, connected digital enterprise, advanced manufacturing, Digital Twin technology, automation, and cybersecurity.

The competitive process uses a multi-phased approach. Phase 1 requires submission of a solution brief (maximum five single-sided pages or 15 slides) addressing the technology concept, executive summary, and rough order of magnitude pricing. Phase 2 (if applicable) involves an in-person, virtual, or paper presentation with pricing variance of –25% to +75%. Phase 3 requires a two-volume Commercial Solution Proposal (Technical and Price components) valid for at least 120 days. The government will not fund proposal development costs. Solution briefs are evaluated on responsiveness, technical merit, funding availability, and milestone schedules; CSPs are evaluated on understanding of work organization, staffing, management, and deliverables. Contracting Officer is Ms. Melissa Kaarbo (melissa.m.kaarbo.civ@army.mil). Interested parties must register in SAM and obtain a Unique Entity ID prior to award consideration. No specific dollars have been reserved for awards.

Update #2 · Latest ·

The U.S. Army recognizes that investments in producibility and advanced manufacturing will need to continue to be made to support a vast array of crucial activities, including but not limited to acquisition, sustainment, logistics, and ultimately the Army’s Modernization of its OIB. To deliver impactful operational results, the US Army must modernize the OIB, particularly in the areas of Agile / flexible facilities, connected digital enterprise, advanced manufacturing, Digital Twin, automation, and cyber security.

With the focus on both “new capabilities” and “operational constructs” convergent manufacturing technologies will accelerate the OIB’s capability to get advanced solutions to the Warfighter while enhancing and optimizing the Defense Manufacturing Base for today and tomorrow’s missions. Manufacturing excellence is critical for Army technology dominance and force projection to increase the “Speed of Battle.”

This CSO will utilize a solicitation process authorized by DFARS Subpart 212.70. Under this CSO, the DoD will be allowed to competitively procure innovative commercial items, technologies, and services. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in agreements or FAR-based contracts awarded under Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts/agreements under this CSO. Under a CSO, DoD Contracting Officers may competitively select proposals received in response to a general competitive solicitation, similar to a BAA, based on a review of proposals by scientific, technological, or other subject matter experts.

This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Attachment SIAD AoI. In accordance with Revolutionary FAR Overhaul (RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential innovative technological advancements, and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated

CHANGES:

9/11/2026- Attached updated AoI and Instructions Amendments dated 8/18/26.
