DeCA seeks innovative commercial solutions from European Union registered firms to replace an inoperable backup power system electrical switchgear serving the European operational area. The requirement is for temporary generator controls to support two existing Cummins C900D5 generators (inventory numbers CDK 000365 and CDK 000366) equipped with HC634H alternators. The proposed solution must include: a temporary replacement for the existing generator control system; local generator control; higher-level supervisory control; interface and communication with circuit breakers; all required components for reliable temporary operation; and 24/7 hotline/emergency support availability to ensure immediate response during power failures. Solutions from Cummins Generators (the original manufacturer) or preferred service providers with demonstrated expertise in paralleling Cummins generators are sought. Vendors must submit Commercial Solution Proposals (Phase 3) by the closing date of Tuesday, 28 April 2026 at 12:00 PM Central European Time (CET), with award contemplated on or around 1 May 2026. The performance timeline is 10 weeks total from award until commissioning. All equipment and installation methodology will undergo vigorous inspections at all stages by Technischer Überwachungsverein (TUEV Saarland) in alignment with Deutsches Institut für Normung commercial practices. Questions should be directed to Suzette San Juan (Suzette.Sanjuan@deca.mil) or Anna Gulewich (anna.gulewich@deca.mil).

SOLUTION: A temporary solution is required for the generator control system of the existing emergency power installation.

Current Site Conditions:

The site is equipped with two existing generators, and both units are operational. A load bank test has already been carried out successfully, confirming that both generators are functioning properly.

The existing installation consists of:

• 2 x Cummins C900D5 generators

• equipped with HC634H alternators

• inventory numbers: CDK 000365 and CDK 000366

Expected Proposal to provide information on the technical solution:

Seeking the temporary solution to include:

• a temporary replacement for the existing generator control system

• the local generator control

• the higher-level / supervisory control

• the interface and communication with the circuit breakers

• all required components for a proper and reliable temporary operation

• 24/7 hotline / emergency support availability, so that in the event of a power failure, immediate support and switching can be ensured

Seeking a solution from the same manufacturer as the existing equipment (CUMMINS GENERATORS), or a preferred service provider experienced with paralleling Cummins Generators. The purpose of this request is to obtain commercial solutions for a temporary control solution that restores proper coordinated operation of the emergency power system until a permanent modernization or replacement is implemented.
