About this file
This is a First Article Requirements (FAR) form (AFMCI 23-110) establishing testing and approval protocols for initial production units prior to full contract delivery.
The contract involves procurement of 250 units of a lot/item that will serve as part of production quantity in addition to production articles. The first article will not serve as a manufacturing standard and is classified as a long lead time item, with First Article testing required. Special requirements mandate that the first article be manufactured at the facilities where production will occur under the contract, with certification required from the contractor. Both contractor testing and government testing are required, with performance standards defined in IAW item specification PRF 201825310 and DTL 201825313. A test plan is required via DD Form 1423 ELIN, with delivery due within a TBD calendar day timeframe from contract date. Government approval/disapproval is due within 30 days of receiving the test plan. The contractor must notify the AFLCMC/EBHJC activity 21 days prior to test commencement. A test report is also required (DD Form 1423 ELIN), with government written approval/disapproval due 30 days after receiving the contractor's report. The first article delivery is due within a TBD calendar day timeframe from contract date, with 14 calendar days' notice required prior to shipment. Delivery location is NSWC Crane, Building 2390, Highway 361, Crane, IN 47522-5001. Government written notice of approval/disapproval is due within 45 days after receipt of the first article package. Approved articles will be expended in testing, while disposition of disapproved articles remains pending contractor instructions. The estimated cost of government testing and inspection evaluation is $130,000.00. First Article approval waivers are available for offerors currently in production of the same or similar article for a Government DoD Air Force contract who have received First Article approval under an existing contract, provided not more than six months have elapsed since contract completion. The cognizant engineer responsible for approval and test conducting is Matthew Adams, AFLCMC/EB II J C, phone 801-586-0806.
