About this file

This file is a Questions and Answers document for Solicitation FA821326RB005-0003, addressing clarifications on the MJU-76/B Flare Countermeasure Multiaward IDIQ contract with an October 15, 2026 proposal due date.

The Q&A addresses multiple critical aspects of the solicitation structure. Regarding the Affordability Cap and split order awards for CLINs 0002, 0003, and 0004: if an offeror meets the Affordability Cap but is not awarded, only CLIN 0001 (Post Award Conference, $5,000 minimum award guarantee) will be awarded; future delivery orders may establish unique affordability caps based on available funding and current program requirements, potentially including additional bidding on CLINs 0002 and 0003. CLIN 0007 will not be awarded if an offeror exceeds the affordability cap, while CLIN 0001 is independent of the affordability cap. Each RFOP (Request for Order Proposal) is a standalone opportunity for pricing unrelated to prior offeror pricing; the USAF does not evaluate offers based on historical pricing, and prior pricing is not used in evaluation processes beyond potentially noting that delivery orders will be executed bilaterally. Subsequent RFOPs are anticipated approximately one per year for the IDIQ, with an FMS-related RFOP expected within one year of base award. Manufacturing Support Equipment (MSE) under CLINs 0002 and 0003 cannot be waived. Regarding schedule acceleration for the MJU-76 program, the USAF is exploring options for early MSE plan submission and parallel supply chain activities. Plan A Lot Acceptance Testing is not an acceptable substitute for First Article testing, though awardees may complete First Article events earlier than noted dates or begin activities at risk prior to award. The Buy to Budget has not been reduced between amendments, with the affordability cap calculated using a provided split table. Offerors may propose minimum and maximum order quantities for delivery orders beyond DO1 per FAR clause 52.216-19.

Solicitation FA821326RB005-0003 Q&As

1. Why did the USAF not proceed with the previous Solicitation, but instead released an amended Solicitation on September 30, 2026?

This Solicitation has been amended with a proposal due date of October 15th 2026. The Solicitation and attachments: Section L, Section M, Ordering Procedures, Attachment 14 Worksheet, Clauses, and Minimum Award Guarantee have been updated. See amendment FA821326RB0050002 and the other attachments listed in this notice.

2. Please describe how the combination of the Affordability Cap and the split order award amounts work for CLINs 0002, 0003, 0004.

a. If an Offeror satisfies the requirement of the Affordability Cap, but is not successful in achieving an award, how are CLINs 0002 and 0003 to be satisfied?

Only CLIN 0001 the post award admin CLIN will be awarded

b. Premising that a second RFOP is released with one Offeror having not been awarded work under Delivery Order 1, and thus having not completed CLINs 0002 and 0003, how will the subsequent Affordability Cap take this into account?

Section L 1.1.8: Future Delivery Orders may establish unique, FOPR-specific Affordability Caps and evaluation scenarios based on available funding and current program requirements. The affordability cap will be determined based on funding availability for future DOs. The Affordability cap may include bidding to CLIN 0002 and 0003 on future DOs.

3. Is the awarding of the Post Award Conference (CLIN 0001) and DATA (CLIN 0007) independent of the outcome of the Affordability Cap and the split order award amounts?

Section M 1.0 Basis for contract Award: CLIN 0007 would not be awarded if an offeror exceeds the affordability cap. The solicitation amendment 2 has CLIN 0001 independent of affordability CAP.

4. Please confirm that each RFOP is an opportunity to provide a price offer and is unrelated to prior Offeror pricing in any way.

Each RFOP is a new opportunity to provide pricing.

a. Does the USAF evaluation of offers take prior pricing into account in any way?

Prior pricing is not included in the Ordering Procedures as an evaluation.

b. How, if in any way, does the USAF use prior pricing once the related RFOP is closed out?

The USAF intends to update the solicitation: “Delivery Orders will be executed bilaterally”

5. What is the planned timing of subsequent RFOPs? Funds are not available for future RFOPs, for IDIQs the USAF typically places one order per year. An FMS related RFOP is anticipated within 1 year after the base IDIQ award.

6. Does the absence of CLINs 0005 and 0006 in the TEP Worksheet indicate that Delivery Order 1 will not include any FMS Production Units (CLIN 0005) nor FMS Source Directed Production Units (CLIN 0006) quantities? If so, when will FMS requirements be introduced.

Yes, see response to above question.

7. Can MSE (CLIN 0002 and the MSE Testing under CLIN 0003) be waived? No, MSE cannot be waived.

8. Given the degree to which the MJU-76 program has slipped, is there a way to accelerate the MSE activity to assist in schedule recovery?

For instance:

· Can the MSE Plan be submitted now for review so that tooling can be procured as a priority?

· Can the exiting supply chain be leveraged (GFM) to procure First Article and initial production parts with a parallel activity to take place to bring on the independent supply chain?

The USAF is exploring this question.

9. Can First Article (First Article portion of CLIN 0003) be replaced with tests equivalent to a Plan A Lot Acceptance Test? No, Plan A is not a suitable substitute for First Article testing.

10. Given the schedule slip, is there a way to accelerate the First Article activity to recover schedule? The awardee can complete first article events earlier than NLT dates in Solicitation. An offeror may also choose to begin first article steps prior to award at risk.

11. Has the buy to Budget been reduced between amendments? The Buy to Budget has not been reduced.

12. What is the basis for the affordability cap? The affordability cap is based off the Buy to Budget and can be calculated using the split table.

13. Are offeror/s no longer able to bid min and max order limitations? The first Delivery Order is set at the minimum award guarantee of $5K. Page 3 of the Solicitation has offeror instructions: Offeror/s may propose a minimum and maximum order quantity for delivery order/s beyond the first Delivery Order, DO1; reference FAR clause 52.216-19. The government will consider future modification to the base IDIQ, for each offeror's proposed min max order quantities. The initial award of the base IDIQ will obligate a firm-fixed-price of $5,000 for CLIN 0001 (Post Award Conference), satisfying the contract's minimum award guarantee.

14. Are current proposals still valid? Offeror proposals may still be valid; however Section L and Section M- Evaluation Criteria has been revised for the current amendment.
