The MDA anticipates awarding MAPSS contracts in four tranches based on predecessor contracts' periods of performance and mission needs, with acquisition strategy decisions for the first tranche anticipated in late 2024 and quality/mission assurance contract awards in December 2025. Industry is encouraged to pursue OASIS+ and other multi-agency contracts to compete for future MAPSS opportunities.

What is MAPSS?
MAPSS will be MDA’s fourth generation procurement for Advisory and Assistance Services (A&AS) support. Specifically, MAPSS is the follow-on professional services program to Technical, Engineering, Advisory, and Management Support (TEAMS) Next (2020-2029, est); the previous instantiations of A&AS support programs for the Agency include Missile Defense Agency Engineering and Support Services (MiDAESS) (2009- 2016) and TEAMS (2015-2024).
MAPSS Goals and Objectives
It is MDA’s intent to retain and acquire top-tier talent to support the Missile Defense System (MDS) and mission objectives within budget while balancing the need for mission flexibility and costs. Additionally, MAPSS will further refine contract structure and requirements alignment based on lessons learned from TEAMS Next while also streamlining and simplifying source selections to expedite contract awards.
MAPSS Notional / Pre-Decisional Implementation Strategy
TEAMS Next consolidated the 32 TEAMS contracts to 18. While this strategy created execution efficiencies and reduced the number of source selections required, MDA is aware that it also reduced opportunities for small business to be the prime on a contract.
The consolidation of contracts also made it difficult for companies to demonstrate past performance across the entirety of requirements for certain contracts. In addition, the reduced number and large value contracts led to an increase in the number of Joint Venture arrangements because a single company could not fully meet the mandated requirements per the contract, driving a need to pool companies’ resources (manpower/tools). All of these factors have created a complex acquisition and contracting environment with a significant number of challenges.
Early market research, evaluation of TEAMS Next lessons learned, and an increased emphasis on Category Management Principles has led MDA to consider the use of Best-in-Class (BIC) Contracts. BIC, Indefinite Delivery, Indefinite Quantity (IDIQ) approaches will enable the Agency to significantly streamline its evaluation processes through the use of Federal Acquisition Regulation (FAR) Part 16 authorities.
• MDA expects BIC, Multi-Agency Contracts (MACs) to provide the foundation for the MAPSS contracting approach. Vehicles under considerations include, but are not limited to: Alliant/Alliant2, OASIS/OASIS+, NASA SEWP, STARS, and VETS2 to meet MDA’s requirements, as applicable.
o General Services Administration’s (GSA’s) One Acquisition Solution for Integrated Services + (OASIS/OASIS+) will likely serve as the contracting vehicle for a substantial portion of MAPSS requirements due to its broad scope and other features. However, other MACs may satisfy a subset of MAPSS requirements based on scope or other considerations.
OASIS/OASIS+ provides a vehicle with statutory authority to award 10-year contracts with no ceiling limit and is planned to award in 2024; it also offers six Request for Proposal subsections including Small Business, SBA-Certified 8(a), SBA-Certified HUBZone, SBA- Certified Women-Owned Small Business, SBA-Certified Service- Disabled Veteran-Owned Small Business, and Unrestricted (UR).

Sourcing information/decisions will be communicated to industry as early as possible to enable efficient teaming and other strategic business decisions.
o The majority of MAPSS contracts are several years in the future, however, early considerations indicate the Agency will pursue a strategy that deconsolidates many requirements. Actual contract structure and sourcing approaches will be determined during the acquisition strategy development for each Tranche (below).
• Based on the current TEAMS Next Requirements, MDA forecasts four tranches, or groups of contracts, to be awarded based on preceding contract period of performance expirations and mission need.

What’s Next?
On 5 September 2023, MDA released the initial announcement for MAPSS via Notice ID ‘23_MDA_11573(1Sep23)’ on SAM.gov. Industry partners should begin to familiarize and position themselves to participate/compete on Best-in-Class (BIC) Indefinite Delivery Indefinite Quantity (IDIQ) Multi-Agency Contracts (MAC), such as OASIS/OASIS+, if they intend to compete on MAPSS.

The MAPSS Program is in the middle of initial planning, market research and acquisition strategy development for the overall effort with emphasis on Tranche #1. MDA plans to increase communications with industry as the MAPSS Program progresses. In addition to postings to SAM.gov, the Agency intends to conduct several virtual and/or in-person events (e.g., industry days) over the course of the program with the first being scheduled for mid March 2024- MAPSS Industry Webinar. Acquisition strategy decision for Tranche #1 is anticipated in fourth quarter calendar year 2024 to accommodate the first contract award – Quality/Mission Assurance (QMA) – in December 2025.
