Missile Defense Agency (MDA) Agile Professional Services Solutions (MAPSS) Request for Information (RFI) - Industry Survey
February 2024
The purpose of this survey is to collect information and solicit suggestions and/or recommendations from industry, both large and small businesses, on new or innovative ways to conduct acquisition of Advisory and Assistance Support (A&AS) services.
Information gathered from this survey will be used to support planning for the Agency’s future acquisition of A&AS services (currently procured via the Technical, Engineering, Advisory and Management Support (TEAMS) Next contracts).
Your participation is voluntary; however, we encourage your participation so that we can incorporate industry ideas into our strategy. Proprietary information is not sought by MDA.
There is no limit on the number of responses from any company; however responses submitted should be targeted toward responding to the survey questions listed with a total page limit of ten (10) to address all of the questions. We recommend that the persons completing this survey be involved in the management and execution of these contracts as well as persons who will be involved in the development of proposals for MAPSS solicitations. Marketing materials and brochures are not requested and provide little value to this effort. Once you have completed your responses to this survey, please email it to MAPSS@MDA.mil as an attachment. Contractor format is acceptable.
Responses to this survey will not be attributed to any individual or company. MDA will use the responses to inform the MAPSS acquisition strategy development and may be briefed at a future Industry Day event or posted to SAM.gov.
MDA is specifically soliciting responses to/input on the following questions/topics:
- What is you like with the overall acquisition and contracting approach for TEAMS
Next? What did you dislike?
- Do you have any suggestions on how requirements should be structured
(consolidated or de-consolidated) based on the current TEAMS Next requirements?
- Do you have any suggestions on how requirements should be structured to promote cost savings and efficiencies based on the current TEAMS Next structure?
- Do you have any suggestions for MDA regarding innovative contracting approaches for professional services contracting?
- Would you view the Agency's use of the GSA schedules, professional schedules, or other multi-award schedules for future A&AS requirements favorably and why?
- Would you view the Agency's use of the GSA OASIS and OASIS+ contracts for future A&AS requirements favorably and why?
- What best practices and unique contracting approaches have you witnessed employed by other agencies for the procurement of A&AS (please include a point of contact at the agency if available)?
- What suggestions do you have for improvement when it comes to incentives?
