Current Organizational Conflict of Interest Guidance
• Consistent with DoD policy, MDA requires support from sources that are objective and unbiased ─ Effective OCI mitigation across A&AS/SETA and R&D domains is challenging and resource intensive
• TEAMS Next OCI Guiding Principles establish restrictions & exclusions for primes & subcontractors performing MDA work ─ Restricted areas are those identified as having conflicts with other TEAMS-
Next areas; primes and any subcontractors cannot participate in other TEAMS-Next areas with identified conflicts
─ Conflicts must be eliminated through an acceptable mitigation approach to be eligible for contract award -- must be resolved at the prime and all subcontractor levels

• What are the specific Task Order requirements and objectives?
─ Each Contract/Task Order has its own requirements and objectives. Because the MAPSS portfolio is specific to Advisory and Assistance Services (A&AS), the overarching requirement and objective is to provide support to the MDA Missile Defense System (MDS). Services range from engineering support to financial and financial systems support to administrative and executive support.
Additional details will be released as we are closer to the individual tranches.
• How long are each of the contracts expected to last?
─ For planning purposes, we anticipate each award will have a 5 year period of performance. The five (5) years is broken down into a three (3) year base and two (2) one year options. There is also a six (6) month option to extend. This is subject to change for some MAPSS requirements.

• What are the differences between this solicitation and
TEAMS NEXT?
─MAPSS is the follow-on to TEAMS Next. The primary difference between MAPSS and Teams Next will be the utilization of FAR 16 and Government-wide Acquisition Contracts (GWACs) vs. MDA stand-alone contracts.
• What are MDA's plans to unbundle requirements that were bundled as part of the TEAMS Next acquisition?
─MDA is considering de-consolidating some of the requirements currently under TEAMS Next. The Market Research and Acquisition Plan(s) will be updated by tranche (per requirement) and will provide the details specific to any requirements that are de-consolidated. Additional information will be provided at the Industry Day in August 2024.

• Which GWACs or MACs are you considering for MAPSS?
What is your decision criteria for selecting a particular GWAC/MAC vehicle?
─We anticipate awarding the majority of individual MAPSS contracts on GWACs/MACs such as GSA’s OASIS/OASIS+, OSD’s ATSS by WHS, DIA’s SIA III, NASA SEWP V/VI, and/or GSA’s VETS2. Market Research and Acquisition Strategy approval(s) will determine which vehicles will be appropriate for the individual MAPSS requirements.
• Does MDA still intend to utilize OASIS+ for the follow-on to TEAMS Next?
─We anticipate awarding the majority of individual MAPSS contracts on GWACs/MACs, to include GSA’s OASIS/OASIS+. Market Research and Acquisition Strategy approval(s) will determine which vehicles will be appropriate for the individual MAPSS requirements.

• Will there be set-aside opportunities for small business (including SDVOSB/VOSB/WOSB)?
• What are the requirements for small business participation?
─Yes, the Government anticipates there will be multiple set-asides for Small Businesses under MAPSS.
─Market Research and Acquisition Strategy approval(s) will determine the requirements for small business participation. MDA anticipates awarding the majority of individual MAPSS contracts on GWAC and MAC vehicles. As MAPSS requirements develop and contract structure or vehicles are determined MDA will post notifications to SAM.gov.

• What are going to be the OCI policies for MAPSS moving forward?
• Will the OCI guidance for MAPSS be any different from TEAMS Next? If so, how?
• Do you anticipate any substantive changes to the OCI policy from TEAMS-Next to MAPPS?
• Please discuss your OCI rules and which contracts OCI rules apply.
─MDA abides by the OCI Guiding Principles; if applicable, OCI guidance will be updated from TEAMS Next contracts to MAPSS contracts. OCI rules will be outlined with each requirement under MAPSS. Additional information will be provided at the Industry Day scheduled for August 2024.

• Will you share a list of incumbents for teaming/ subcontractor exploration? Will you share a list of current/forecasted contracts?
─MDA has a published list of previous A&AS contractor awards which can be found on the under Small Business Resources (https://www.mda.mil/business/midaess_teams.html). Currently, information for the MiDAESS and TEAMS awards are available;
upon completion of all TEAMS Next awards, a similar listing will be available.
• Will teaming opportunities be identified?
─ It is incumbent on the various contractors to put their teams together, the Government does not specifically identify teaming opportunities.

• Will the Government release benchmark pricing?
─ Yes, the Government will release benchmark pricing as part of the
Draft RFP / Draft FOPR for each requirement. Benchmark prices will be annotated in the Draft EPW.
• If so, are the benchmarks the ceiling prices?
─ Benchmark rates should be viewed as minimum rates. Guidance regarding deviations from the Government provided benchmark rates will be annotated in the RFP or FOPR Instructions.
• What is the best way to engage with Program Offices?
─ Your point of entry for MAPSS information should come from the
MAPSS Team (MAPSS@MDA.mil). Reaching out directly to MDA Program Offices may result in inaccurate information. While PMO stakeholders will be involved in the acquisition process, they cannot provide Industry with the official, Government response or direction as related to each tranche and/or requirement under
MAPSS.
