Overview What is MDA Agile Professional Services Solutions (MAPSS)?
MDA’s fourth generation acquisition for Advisory and Assistance Services (A&AS) support Follow-on professional services program to Technical, Engineering, Advisory, and Management Support (TEAMS) Next (2020-2029, est) Previous A&AS support programs for the Agency include Missile Defense Agency Engineering and Support Services (MiDAESS) (2009-2016) & TEAMS (2015-2024) Acquisition Approval 4Q CY2024, 1st contract award 4Q CY2025 MDA’s Goals and Objectives with MAPSS Retain/acquire top-tier talent to support the Missile Defense System (MDS) & mission objectives while balancing budget/cost Further refine contract structure & requirements alignment based on lessons learned from TEAMS Next (streamlining & simplified source selections to expedite contract awards) Approved for Public Release 24-MDA-11739 (1 Apr 24)
Current Organizational Conflict of Interest Guidance Consistent with DoD policy, MDA requires support from sources that are objective and unbiased Effective OCI mitigation across A&AS/SETA and R&D domains is challenging and resource intensive TEAMS Next OCI Guiding Principles establish restrictions & exclusions for primes & subcontractors performing MDA work Restricted areas are those identified as having conflicts with other TEAMS-Next areas; primes and any subcontractors cannot participate in other TEAMS-Next areas with identified conflicts Conflicts must be eliminated through an acceptable mitigation approach to be eligible for contract award -- must be resolved at the prime and all subcontractor levels Industry is strongly encouraged to review FAR, DFARS, and relevant GAO & court cases in the area of OCI prior to submitting proposals for these requirements Robust non-disclosure agreement to be implemented on all contracts to help mitigate unequal access
Strategy Considerations Recap (1 of 2) Lesson Learned Assessment of current Agency mission and envisioned future requirements Lessons Learned on TEAMS Next execution: requirements consolidation / deconsolidation for some MAPSS requirements Current Acquisition Environment OSD’s emphasis on Category Management & MDA’s pursuit of 80% “Spend Under Management” goal by 2029 MDA established Tier 1 Spend Under Management for Advisory & Assistance contracts in March 2020 For MAPSS, MDA intends to leverage Best-in-class (BIC) contracts and existing contract solutions such as Government-wide Acquisition Contracts (GWACs), Multi-Agency Contracts (MACs) GWAC / MAC, Indefinite Delivery, Indefinite Quantity (IDIQ) contract vehicles also provide access to the use of Federal Acquisition Regulation (FAR) Part 16 authorities
Sourcing Strategy Considering input from Industry from our Spring 2024 RFI Considering a board sourcing strategy for MAPSS which includes, but not limited to (and is subject to change with each iteration of Market Research by Tranche):
GWACs / MACs: GSA’s OASIS/OASIS+, OSD’s ATSS by WHS, DIA’s SIA III, NASA SEWP V/VI, GSA’s VETS2; Use of direct 8(a) set-asides & Tribal/ANC awards; MDA-sourced contract vehicle Due to timing, available scope & business areas, GSA’s One Acquisition Solution for Integrated Services + (OASIS+) is likely to serve as the primary contracting vehicle for a substantial portion of MAPSS requirements See: https://buy.gsa.gov/interact/community/196/activity-feed Sourcing decisions will be communicated as early as possible to enable Industry’s ability to make strategic business decisions & develop teaming arrangement(s)
