All procurements will utilize the Highest Technical Rated Offeror acquisition methodology. Organizational Conflict of Interest (OCI) Guiding Principles
• Consistent with DoW policy, MDA requires support from sources that are objective and unbiased ─ MAPSS Systems Engineering and Technical Assistance (SETA) listing
• MAPSS OCI Guiding Principles establish restrictions & exclusions for primes & subcontractors ─ Restricted contracts have identified conflicts with other TEAMS Next and/or MAPSS contracts; Conflicts must be avoided, neutralized, or mitigated through an acceptable mitigation plan to be eligible for the contract award
─ Exclusive contracts have identified unmitigable conflicts with all other MDA contracts and other agency issued contracts funded by MDA
• Conflicts may also exist between MAPSS contracts and other A&AS contracts awarded by other Agencies in support of MDA (ex: Interagency agreements)
• Industry is strongly encouraged to review RFO, DFARS RFO, and relevant GAO/court cases in addition to taking an active role in OCI management
Facilities Life-Cycle Management
(FLCM)
Site, acquire, deploy, and manage the design and construction of Real Property investments in support of MDA’s global mission while ensuring environmental compliance. Provide oversight of MDA’s Real Property management program and develop policies, procedures, and reporting requirements to ensure regulatory and financial compliance.
FLCM Functional Mission
FLCM Summary of Scope
• To provide the Missile Defense Agency (MDA) with advisory and assistance services to include, but not limited to, facility and infrastructure planning and programming real property asset management; acquisition of facilities and infrastructure design, construction, and configuration management; integration and operations functions to synchronize strategic planning, acquisition, and financial management activities; and site activation, deployment, and integration for real property buildings and infrastructure during Ballistic Missile Defense System (BMDS) mission deployments globally, support to Foreign Military Sales (FMS) will be on a case by case basis.
• This effort is required for the MDA Facilities Engineering Directorate.
Requirements include facilities life-cycle management, siting, engineering studies, site activation planning and programming; oversight of facility design, construction, sustainment, demolition and disposal, deployment and integration for geographically dispersed locations.

FLCM Complexities / Challenges
• Advancements in threat missile capability is progressing at a rate faster than any time in history. We must find new ways to outpace escalating threats from rogue nations and those considered as peer and near-peer. To this end, the Missile Defense Agency (MDA) is adopting a strategic shift in its contracting and acquisition processes. This new approach will ensure the Agency delivers critical multi-layered defense with fiscal responsibility, balancing mission readiness with affordability.
• The need to more quickly deploy capability has driven the transformation of missile defense from large, autonomous facility enabled systems to more agile and relocatable integrated air and missile defense systems.
FLCM Example Infrastructure Projects
Command Center Construction Project Overview
• All GDS elements to operate as one integrated Missile Defense System in Guam under one facility (Guam Command Center)
• Command Center to be an essential facility capable of continuous operations after an earthquake
• Requires sophisticated control systems for power and cooling redundancy
• Power Generation Facility will provide a total of 7.3 MW of emergency backup power capacity via a switchgear building
• Total facility space includes ~57,000 square feet for computing equipment, user interfaces, communications, and mechanical cooling equipment with total seating capacity of 158 personnel

Guam Defense System Construction Project Overview
• Project constructs infrastructure necessary to support one radar site and one launcher site in support of the
GDS
• Both sites require the following:
─ Power generation facilities ─ Fuel storage ─ Switchgear buildings ─ Fire pump buildings ─ Water storage ─ Entry control facility
• Special construction features include unique foundations to support radar equipment and radomes and launchers
• Power Generation facility will provide prime power via a switchgear facility to the radar and launchers w/ fuel from the storage facility
• Facilities designed for Risk Category (RC)-IV (wind) and RC-III (seismic) to survive Guam’s wind and seismic environment

• Program Protection ─ Provides support to Acquisition Security, Information Safeguards, Matrix Security, and
Training and Operations
• Acquisition Security executes and oversees the Acquisition System Protection Program for all established and developing MDA Programs
• Information Safeguards orchestrates protective measures to safeguard MDS information from loss, compromise, or unauthorized disclosure; implements Information Security (INFOSEC)
• Agency-wide Declassification Program performs declassification reviews in compliance with requirements and procedures outlined in Executive Order (E.O.) 13526 and other guidance
• Administration of the Agency’s Operations Security (OPSEC) program
• Embedded Matrix Support to assigned MDA Element covers security matters per the performance work statement, with reach-back support from Core MDA security program offices
• Training and Operations performs and executes all Security Operations and Enterprise (O&E) functions and activities for security education and development
• Trusted Workforce Security ─ Counter-Insider Threat (C-InT) analytical hub

• MDA assigns an Intelligence Division staff member, referred to as a Portfolio Manager, to a program element to ensure identification, understanding and satisfaction of their particular intelligence requirements
• The Intelligence Requirements Division compiles threat information and reviews Intelligence Community (IC)-produced Threat Modules to provide validated intelligence documents used for horizontal integration into all phases of the acquisition cycle across all Missile Defense System (MDS) programs
• Requirements Management identifies, defines, coordinates, develops, submits, manages, and reports on MDA intelligence requirements
• Data management involves the maintenance of multiple repositories for the Division, including unclassified and classified portals
