About this file
This document is a Request for Information (RFI) issued by the Missile Defense Agency (MDA) as part of their Agile Professional Services Solutions (MAPSS) program. The RFI is seeking information from industry on potential sources of expertise to support functional and program organizations in delivering missile defense capability for the U.S. and its allies.
The RFI covers multiple tranches of requirements, with Tranche 1 focusing on quality and mission assurance, safety, core engineering, command and control/sensors engineering, ground-based weapon systems engineering, and sea-based weapon systems engineering. MDA anticipates using the GSA OASIS+ contract vehicle for the majority of MAPSS requirements, which may be set aside for small businesses. Industry is asked to provide capability statements, project experience, and feedback on the proposed NAICS codes and contracting approach. Responses are due by October 3, 2024.

Missile Defense Agency (MDA) Agile Professional Services Solutions (MAPSS) Request for Information (RFI)
Initial Market Research by Tranche – Sources Sought Notice September 2024
The Missile Defense Agency (MDA) is seeking information for potential sources of expertise in knowledge-based services to support functional and program organizations in delivering missile defense capability for the United States and its allies. While our expectation is that many of the MAPSS requirements will be set aside for small business, this is a sources sought to determine vendor availability and technical capability, so businesses of any size are welcome to respond.
As indicated in the MAPSS Industry Day Webinar (March 2024), MDA anticipates leveraging General Services Administration’s (GSA’s) One Acquisition Solution for Integrated Services Plus (OASIS+) Multiple Award Indefinite Delivery Indefinite Quantity (MA IDIQ) contracts for the majority of the products and/or services required under MAPSS. Suggestions and feedback from Industry regarding proposed North American Industry Classification System (NAICS) codes and OASIS+ domains, are requested. All such suggestions will be considered; however, the Government reserves the right to solicit for the required services in a manner of its own choosing in accordance with the applicable procurement regulations.
Approved for Public Release 24-MDA-11897 (11 Sep 24)
Approved for public release; distribution is unlimited.
Industry should anticipate the majority of proposal requests will be small business set-asides (SBSA) but several may be full and open (unrestricted). Proposal requests are expected to be released in a phased approach as existing contract period of performance ends to ensure no gaps in support. Vendors are asked to indicate interest by completing the attached sources sought form and support declared capability (by MAPSS requirement) with a capability statement compliant with instructions provided. MDA will evaluate responses to this notification and use the information provided to frame the structure of capability areas and determine which portions of the MAPSS requirements will be solicited as SBSAs.
A summary of each requirement is provided by Tranche (below). Interested businesses must be capable of performing requirements for which they declare capability as the prime contractor, enterprise-wide, i.e., at all MDA locations noted in each requirement. Please note that the descriptions and details are examples of potential requirements and are provided for the purpose of assisting interested businesses to better understand these requirements. The resulting responses will assist MDA with defining the MAPSS initial acquisition strategy. These are not full work statements and may not represent the final requirements of any resultant request for proposal.
Participation is voluntary, but encouraged if your company is interested in competing for a future MAPSS requirements. This is initial market research to solicit Industry’s feedback which will be used to form the basis of the overall MAPSS Acquisition Strategy. Market research will be refreshed in future years - by tranche - to ensure the Acquisition Strategy remains relevant. The final NAICS determination and contract vehicle for each requirement/capability area will depend on the group of work solicited at the time of proposal request.
Lastly, we recommend that the persons completing this survey be involved in the management and execution of these contracts as well as persons who will be involved in the development of proposals for MAPSS solicitations. Marketing materials and brochures are not requested and provide little value to this effort. Once you have completed your response(s), please email it to the Consolidated Support Program Office at MAPSS@MDA.mil. Responses are due by noon (12:00PM) Central Time, Thursday, 3 October 2024.

Tranche #1 Initial Sources Sought Market Research & Notification September 2024
The purpose of this RFI is to collect market research information to facilitate the development the overarching MAPSS Acquisition Strategy for Advisory and Assistance Support (A&AS) services. Additionally, it serves as a notification to Industry that the Market Research RFIs for MAPSS Quality & Mission Assurance (QMA) and Safety have been issued by GSA via GSA e-Buy.
Data collected as part of this RFI as it pertains to the rest of Tranche #1 includes the potential deconsolidation of the TEAMS Next Missile Defense System Engineering (MDSE) requirement into four separate requirements: (1) Core Engineering, (2) Command & Control (C2) and Sensors Engineering, (3) Ground-Based Weapon System Engineering, and (4) Sea- Based Weapon System Engineering.
Participation is voluntary, but encouraged if your company is interested in competing for a future MAPSS Tranche #1 contract. Please note, this is initial market research and a market research refresh may be accomplished for Tranche #1 in early 1QCY25 to ensure the Acquisition Strategy remains relevant, as required.
Proprietary information is not sought by MDA.
