About this opportunity
This solicitation requests proposals to provide all hardware, materials, facilities, services, labor, equipment, analyses and management activities necessary for the preliminary design, final design, fabrication, integration and testing, delivery and post-delivery support of a Spin Eject Mechanism. The National Aeronautics and Space Administration Goddard Space Flight Center seeks these goods and services to support the Mars Sample Return Capture, Containment and Return System Earth Entry System. Offerors must submit proposals by October 12, 2021 responding to requirements in the scope of work, statement of work, technical specifications, and deliverables list. Evaluation will be based on technical approach and price. Questions are due by September 24, 2021.
The contract has no set-aside designations and will be conducted as a full and open competition under North American Industry Classification System code 336414, Aerospace Product and Parts Manufacturing, with a small business size standard of 1,250 employees. NASA intends to award a cost-plus-fixed-fee completion contract with a period of performance from the effective date through 27 months to potential incumbents. The place of performance will be offsite at the contractor's facilities. The total value is unspecified but will cover the full scope of preliminary design, fabrication, testing and delivery of the Spin Eject Mechanism over the 27-month performance period.

Amendment 3: Request for Proposal (RFP), Solicitation No. 80GSFC21R0039, for the Mars Sample Return (MSR) Capture, Containment and Return (CCRS) Earth Entry System (EES) Spin Eject Mechanism (SEM).
The purpose of Amendment 3 to Solicitation No. 80GSFC21R0039 is to resolicit proposals, allowing an additional period of 45 days for the receipt of proposals from prospective offerors. This amendment also updates existing clauses and provisions, where applicable, and revises Attachment A Statement of Work, Attachment B CCRS SEM Technical Specification, Attachment C Deliverables Items List and Schedule, and Attachment F Information Technology Security Applicable Documents List. All other terms and conditions remain unchanged.
Proposals submitted in response to this amendment shall be due no later than Thursday, May 12, 2022 by 3:00 pm ET. Proposals shall be submitted electronically via NASA’s Enterprise File Sharing and Sync Box (EFSS Box) in accordance with solicitation provision L.9.
Preproposal conferences will be held for prospective offerors as indicated below:

Attendance at a preproposal conference is recommended; however, attendance is neither required nor a prerequisite for proposal submission and will not be considered in the evaluation.
Offerors, individuals, or interested parties who plan to attend the preproposal conference must provide the Contracting Officer in writing, at a minimum, full name of the attendee(s), identification of nationality (U.S. or specify other nation citizenship), affiliation and full office address/phone number.
The Government will respond to questions regarding this procurement provided such questions have been received at least five (5) working days prior to the conference. Other questions will be answered at the conference or in writing at a later time. All questions, together with the Government's response, will be transmitted to all solicitation recipients via the government-wide point of entry (GPE), www.sam.gov. In addition, conference materials distributed at the preproposal will be made available to all potential offerors via the GPE.

The purpose of this amendment to RFP 80GSFC21R0039 is to upload two (2) applicable documents. This amendment also adds 52.223-99 ENSURING ADEQUATE COVID-19 SAFETY PROTOCOLS FOR FEDERAL CONTRACTORS (DEVIATION 21-03), in compliance with Executive Order 14042.
