About this opportunity

This notice seeks proposals for the Mars Sample Return Capture, Containment and Return System Earth Entry System Spin Eject Mechanism. NASA Goddard Space Flight Center intends to issue a request for proposal in September 2021 for the design, fabrication, integration, testing and delivery of the mechanism as a component of the Earth Entry System project. The mechanism will restrain the system during launch and cruise, and release it from the spacecraft to meet spin rate requirements. The evaluation will result in a cost-plus-fixed-fee contract for approximately 24 months. All questions must be submitted by August 20th.

There is no set-aside designation. The NAICS code is 336414 and size standard is 1,250 employees. The anticipated RFP release is September 7th with proposals due October 7th. The mechanism is a component of the Mars Sample Return Capture, Containment and Return System project.

Notice text

NASA/Goddard Space Flight Center (GSFC) plans to issue a RFP for the Mars Sample Return (MSR) Capture, Containment and Return System (CCRS) Earth Entry System (EES) Spin Eject Mechanism (SEM) procurement in support of the Mars Sample Return Capture, Containment & Return System (MSR-CCRS) Project, Code 435.

The SEM is being procured as a component of the EES, which is part of the MSR CCRS. The SEM restrains the Earth Entry System during launch, cruise, & Capture & Containment Module operations and is an integral part of the primary load path for all of these mission stages. The SEM will also release the EES from the MSR Earth Return Orbiter spacecraft and meet separation velocity and spin rate requirements. The scope of work for the SEM contract includes preliminary design, final design, fabrication, integration and testing, and delivery of the Spin Eject Mechanism. NASA GSFC is not requesting proposals at this time.

It is anticipated that the subject acquisition will be a full and open competition resulting in a Cost-Plus-Fixed-Fee (CPFF) definitive contract. The delivery period will be for approximately 24 months.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 336414 and 1,250, respectively.

The anticipated release date of the RFP is on or about September 7, 2021, with an anticipated offer due date of on or about October 7, 2021.

All responsible sources may submit an offer which shall be considered by the agency.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html

If a solicitation is released, then it and any additional documents will be available on www.Sam.gov.

It is the offeror's responsibility to monitor this website for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).

Prospective offerors are encouraged to notify this office of their intent to submit an offer. All contractual and technical questions must be submitted electronically via email to Malika Graham at malika.graham@nasa.gov not later than (August 20, 2021 3:00 PM ET). Telephone questions will not be accepted.
