In the next amendment, the Government will revise the SOW to delete the third paragraph under section 7.1, removing the following: A preliminary technical compliance matrix addressing all requirements of MSR-CCRS-ERM-SPEC-0002, MSR-CCRS-SYS-SPEC-0004 and GSFC-STD-1000G, indicating a plan for how each requirement will be met, shall be submitted with the formal response to RFP.

L13 A.1.a and M.3.A.1 86 and 105 Mission Suitability Volume Instructions Is it the Government's intent to only have us address the
SPEC Technical Requirements in the Compliance Matrices?
Per L.13 A.1.a, Offeror’s shall provide an overview of the proposed approach and solution and provide a matrix to demonstrate compliance with requirements in MSR-CCRS- ERM-SOW-0001, Rev. B, MSR-CCRS-ERM-SPEC-0002, Rev. B, and MSR-CCRS-SMA-REQ-0003.

Although it is 5 pages long, does the Govt require us to fill this in and return it in the proposal as part of Section
L.13.A.1.a? It would seem this MA Compliance matrix is not consistent with section L.13.(b) "Stating the offeror understands and will comply with the requirements, or paraphrasing the requirements is not acceptable." Please explain what the Compliance Matrices must cover.
. The Government has removed compliance matrices from the Mission Suitability Volume page limitations and the page limitations for the SOW, SPEC and MAR compliance matrices.
The statement at question from L.13 (b) pertains to the offeror’s understanding of the Mission Suitability subfactor in general and is not in conflict with the request for compliance matrices: "(b) The volume shall be specific, detailed, and complete to clearly and fully demonstrate the offeror’s understanding of the Mission Suitability subfactor requirements delineated in paragraph (d) below and the offeror’s approach to effectively and efficiently accomplish those requirements, including full explanations of the techniques and procedures to be employed and the resources necessary to perform as proposed. Stating the offeror understands and will comply with the requirements, or paraphrasing the requirements is not acceptable. In addition, statements such as “standard procedures will be employed,” or “well-known techniques will be used,” are not acceptable. Information may not be incorporated by reference.”

L.14 92-99 Cost Instructions
The RFP is a competitive procurement, which normally does not require the level of data for a Certified Cost or Pricing Data (CCOPD) procurement. While certified data is not being requested, the amount of data required in the offeror’s cost volume is on par with a CCOPD proposal. Is this intended for this CPFF contract for the SEM mechanism?
Certified Cost or Pricing Data are not required as indicated in the solicitation. The instructions are consistent with standard
GSFC cost instructions and have been tailored slightly to obtain cost/price information needed by the MSR CCRS project office.

I.1 28 Contract Clauses
52.244-2 Subcontracts – says that we need the Contracting Officer’s written consent before placing subcontracts for consultants and SME’s. If we include any such subcontractors in our proposal, will you review before award as to negate the need to review after award before the subcontract is placed?
The contracting officer will provide subcontracting consent, as required, post-award.

The 533 M/Q reports provided to NASA historically do not require the following 2 categories of information and we do not believe that such level of detail is required nor value added for this scope and we request be deleted: (1) hours/dollars by job function/title, and (2) reporting subcontracted hours on a subcontractor-by-subcontractor basis. Instead, hours/dollars would be provided on a WBS level and dollars for all subcontractors would be provided in one subcontract line.
The reporting requirements are consistent with standard GSFC requirements and have been tailored slightly to obtain information needed by the MSR CCRS project office.

L.13 86 Mission Assurance Compliance Matrix
Enclosure 1, Section L Mission Assurance Compliance Matrix : providing this matrix will take a substantial amount of time and we respectfully believe that this level of detail is not required at the proposal stage. We request this requirement be changed from a proposal deliverable to a contract deliverable ATP + 60 days.
The requirement for a Mission Assurance Compliance Matrix will remain in the solicitation unchanged.

I.17 44 Contract Clauses
Enclosure 1, I.17 GSFC 52.227-14 Rights in Data – General Alternate III: per the prescription clause, Alternate III is to be used if the Contracting Officer determines that it is necessary to obtain restricted computer software. Please advise the specific restricted computer software that the
Government desires to obtain.
