No; NASA is not able to accept a top level baseline plan, compliance matrix and cost volume in lieu of current RFP requirements. All offerors are required to prepare proposals as outlined in the RFP.

L.13 85-86 Mission Suitability Volume Instructions We have started our review of the MSR CCRS SEM mission documents and seem to be missing two CDRLs, CDRL 2.6.8 and 3.6.8. Are you able to provide those?
The RFP has been updated to correct the CDRL references from
2.6.8 and 3.6.8 to 7.8. Additionally, CDRL references 2.6.4 and 3.6.4, Reliability Analysis Reports, have been corrected to 7.4, Safety and Reliability Documentation.

L.14 92 Cost Instructions
What does "GPM" stand for relative to the statement: "...a Significant Subcontractor is defined as any subcontractor whose estimated value causes the cumulative percentage of subcontractor work (form lowest to highest percentage of work) to meet or exceed 20% of the total GPM estimated value..." (RFP Section L, L.14 GSFC 52.215-221 Paragraph (a))
The acronym "GPM" stands for Government Pricing Model. The reference to GPM has been deleted from L.14

L.14 91-101 Cost Instructions
The RFP is a competitive procurement, which normally does not require the level of data for a Certified Cost or Pricing Data (CCOPD) procurement. While certified data is not being requested, the amount of data required in the offeror’s cost volume is on par with a CCOPD proposal. Is this intended for this CPFF contract for the SEM mechanism?
Certified Cost or Pricing Data are not required as indicated in the solicitation.The instructions are consistent with standard GSFC cost instructions and have been tailored slightly to obtain cost/price information needed by the MSR CCRS project office.

L.14 91-101 Cost Instructions
We have not provided full cost volumes for materials or purchase orders for other competitive procurements. Both Material and Purchase orders are described as part of the subcontracts list of items in the RFP and require cost volumes. Can subcontracts be defined as contracts and interorganizational transfers only (not materials and purchase orders)?
The Government is not revising the definition for subcontracts.
To clarify, the Government is not requesting full cost volumes from all subcontracts only from significant subcontractors as defined in the RFP.
