About this file
This document summarizes a request for proposals from the National Aeronautics and Space Administration Goddard Space Flight Center for the MARS SAMPLE RETURN (MSR) CAPTURE, CONTAINMENT AND RETURN SYSTEM (CCRS) EARTH ENTRY SYSTEM (EES) SPIN EJECT MECHANISM (SEM). NASA seeks to procure all hardware, materials, facilities, services, labor, equipment, analyses and management activities necessary for the preliminary design, final design, fabrication, integration and testing, delivery and post-delivery support of the Spin Eject Mechanism. The solicitation requests proposals by October 12, 2021. NASA anticipates awarding a cost-plus-fixed-fee completion contract by March 2022 for work to be performed offsite at the contractor's facilities over a 27 month period. The North American Industry Classification System code is 336414 and the small business size standard is 1,250 employees. The related document provides responses to questions about requirements documents and revisions for the Spin Eject Mechanism.

1 Spin Eject Mechanism SOW/SPEC/DILS N/A N/A Spin Eject Mechanism Requirements Documents For comparison is it possible to see all revisions to the
SOW/SPEC/DILS?
The substantive changes made to the requirements were done going from Rev. – to Rev. A. With Amendment 5, the
Government will post the revisions to the SOW/SPEC/DILS captured in Rev. A., for the purpose of tracking changes. Rev. B.
remains the latest versions of these documents.

SPEC-0002B_03-28-
Section 2.6.4 2-13 Spin Eject Mechanism Technical Specification
In reference to SPEC section 2.6.4 SEM Activation ("shall be energized one at a time"), what is the driver behind this requirement? Is it based on timing criticality or some other concern?
The driver for this requirement is the current limit of the power source. Certain assumptions had to be made when writing the specification to bound the range of possible solutions for the electrical architecture while also retaining power safety margins, which necessitated the serial release requirement. Depending on the actual release devices selected, it’s possible this requirement could be re-visited. However, maintaining nominal asynchronous firing also reduces complexity and carries the mechanical benefit of ensuring the as-designed system is robust to faulted (delayed) release mechanism actuation and still meet the flight dynamics performance requirements.
3 Spin Eject Mechanism SOW/SPEC/DILS N/A N/A Spin Eject Mechanism Requirements Documents What were the drivers to the revisions in the
SOW/SPEC/DILS.
In the several months between when the original requirements documents were written and the updates were published, higher-level project requirements were updated that had to be flowed down. Additionally, progression in system-level analysis efforts allowed the team to write better SEM requirements that were more accurate than what was previously published. In some cases, errors in the original documents were identified and corrected.
