About this file
This is a Questions and Answers (Q&A) document from a site visit conducted on July 29 and August 5, 2026, for National Park Service (NPS) Landing Craft rehabilitation at Lake Roosevelt National Recreation Area (LARO). The document addresses 12 key questions and answers regarding the scope of work, submittal requirements, and operational details for the 42-foot Munson Landing Craft project (Solicitation 140P8326Q0057).
Key technical clarifications include: serial numbers are largely unavailable for engines, reduction gears, and Arneson drives; painting extends from the waterline down; placards and labeling apply to switches, breakers, control panels, valves, and emergency equipment with existing placards to be inspected and replaced as needed; hydraulic spuds were located and are available; non-skid marine grade paint may substitute for grip tape if approved by the Contracting Officer's Representative (COR); and the swim platform repairs are included in the contract scope. Operational requirements specify the vessel will support waterfront maintenance activities including anchor and cable deployment for log booms, buoy replacement, equipment transport (Caterpillar 277D skid steer and 305.5e2 mini excavator), personnel transport for firefighting, and assistance to other government agencies. Payment terms are Net 30 with progress payments possible upon work completion and acceptance, with final payment of 25% due after deliverables and training completion; all invoices must be submitted through IPP.gov. Submittals including past performance and key personnel are required. Contractors should propose the total number of days for period of performance in their technical approach, as the estimated 120-day period may be extended if justified.

140P8326Q0057 LARO Landing Craft Site Visit and QA.
Q.1. Do you have serial numbers for the three engines, the reduction gears and the Arneson drives?
A.1. We have located one serial number on one of the engines. The newer engine has a torn serial number sticker on it. The Arneson outdrives do not appear to have visible serial numbers.
Q.2. The SOW mentions painting the vessel, is this just the waterline down as it is painted now or the entire vessel?
A.2. The vessel will be cleaned, prepped and re-painted from the waterline down.
Q.3. Work package D discusses placards and labeling. Does this include the existing tags on the vessel and within the engine compartment?
A.3. Placards and labeling are for with switches, breakers and control panels as well as valves (fuel shutoff, bilge, raw water, winterization) and for emergency gear (fire extinguishers, EPIRB, life rings, emergency shutdowns). Existing placards to be inspected and replaced as-needed.
Q.4. C.2.7 mentions Hydraulic spuds but they are not on the vessel, do you have them?
A.4. NPS was unable to find spuds during site visit, but since were able to locate them. See attached photos.
Q.5. Are all the submittals required?
A.5 Submittals, including past performance and key personnel, are required on this project; see SAM.gov attachments: “Forms to submit with quote”, “key personnel and key trades”.
Q.6. C.2.2 discusses grip tape replacement, can non-skid marine grade paint be substituted for the grip tape?
A.6. Yes, an RFI can be submitted and if the COR determines the product acceptable, non-skid marine grade paint could be substituted.
Q.7. Would a partial up-front payment be possible? How long will it take to get paid for each aspect of the project?
A.7. Payments are “Net 30”. NPS is unable to pay up-front. Progress payments, once work is completed and accepted, may be possible on this project as outlined in the Work Package deliverables; and the final 25% after acceptance after all the “deliverables and training by Park staff”. All invoices must be submitted through the IPP.gov website with a PDF invoice and payment request.
Q.8. The front ramps are not mentioned in the SOW, but their current set-up does not seem sufficient for the type of work the NPS plans to do as they take up half of the deck when the gate is shut. What are the plans with the ramp?
A.8. The front ramps can be folded partially up so the entire deck is accessible for transport purposes.
Q.9. What is the load requirement for the winch and what will it be used for?
A.9. The winch will be used for full size ecology blocks (3600 lb) which would be on the heavier side of our picks. We will also use the winch to assist with loading the vessel. It will also be used for log boom gate maintenance (1200 lb.)
Q.10. The swim platform was not mentioned in the SOW, but there is damage to it. Does the NPS want that fixed as part of this contract? Recommend adding tubing around the outdrives and propellers for protection, is that possible to add to the SOW?
A.10. The repairs to the hull should incorporate the swim platform. Yes, straightening and repairing the swim platform should be completed as part of this contract.
Q.11. It would be nice to understand what type of marine operations this vessel will be used for (pulling out buoys, etc.), is that possible to add as “background” information to the SOW?
A.11. This boat will allow the NPS staff to complete waterfront maintenance to include dropping anchors and cable for log booms, pulling log strings up and down the lake, replacing buoys on our log boom systems, and other and marine operations. This boat will also transport small equipment such as a Caterpillar 277D(rated operating weight of 9,293 lbs) skid steer, and Caterpillar 305.5e2 (Operating weight: 10,760 lbs (including rubber tracks, bucket, operator, full fuel, and auxiliary lines) mini excavator to and from backcountry sites for toilet maintenance, shoreline stabilization and material hauling. This boat will occasionally be used for personnel transport for firefighting. The boat may be used to assist other government agencies in research, maintenance and transportation of loads up and down the lake to remote sites.
Q.12 Contract shows period of performance from 9/1/26 to 12/31/26. This is likely a 9 to 12 month project, can the POP be extended?
A.12 Please provide how many days total you propose for the grand total period of performance in your “Technical approach”.
