About this file

This is a Work Package specification for pilot house navigation and systems rehabilitation as part of a larger landing craft restoration project. Work Package B details the comprehensive refurbishment and modernization of a 42-foot Munson Landing Craft's pilot house for the National Park Service at Lake Roosevelt National Recreation Area. The scope encompasses inspection, testing, and replacement of engine gauges (tachometers, oil pressure, coolant temperature, voltmeters, fuel level indicators), marine-rated electrical switches, and indicator lights for engine alarms and navigation status. The operator console requires removal of deteriorated panels and replacement with marine-grade composite or aluminum materials, including new fasteners, gaskets, and weatherproofing seals around windows, doorframes, antennas, and electrical penetrations.

Navigation electronics installation is a primary requirement, including supply and installation of one Garmin GPS chartplotter with integrated depth sounder/fishfinder capability, proper transducer mounting, routing through watertight glands, and loading of U.S. inland and coastal waterway charts specific to Lake Roosevelt. The work package also mandates removal and replacement of degraded insulation with flame-retardant, moisture-resistant marine insulation panels in pilot house and engine bay bulkhead areas, plus installation of USCG-approved portable fire extinguishers, navigation lights, flares, life rings, and audible signaling devices. All components must be fully functional and labeled upon completion, with acceptance criteria including successful Garmin GPS operability, structural soundness of the operator console, proper insulation installation meeting marine safety standards, and USCG-compliant safety equipment placement. A minimum 12-month warranty on installed components and workmanship is required, with manufacturer warranties applying to Garmin electronics and safety equipment.

Work Package B – Pilot House Navigation & Systems B.1 Purpose To inspect, refurbish, and upgrade the pilot house navigation and operator systems to ensure full operational capability, safety, and compliance with current marine standards. This includes replacement of outdated components, installation of modern navigation electronics, and integration of USCG-compliant safety equipment.

B.2 Scope of Work B.2.1 Gauges, Meters, Switches, and Lighting

· Evaluate and test all existing engine gauges including:

· Tachometers, oil pressure, coolant temperature, voltmeters, and fuel level indicators.

· Replace or refurbish any non-functional or outdated gauges with marine-rated, ignition-protected units.

· Replace pilot house electrical switches with marine-rated toggle or rocker switches as necessary.

· Install new marine-grade indicator lights for:

· Engine alarms, navigation status, and system alerts.

· Test all circuits, fuses, and breakers; repair or replace any deficiencies.

B.2.2 Operator Console Refurbishment

· Remove deteriorated console panels and replace with marine-grade composite or aluminum panels.

· Inspect and replace fasteners, gaskets, and weatherproofing seals around:

· Windows, doorframes, searchlight mounts, antennas, and electrical penetrations.

· Supply and install one (1) Garmin (brand name or equal) GPS chartplotter with integrated depth sounder/fishfinder capability.

· Mount transducer per manufacturer guidelines and route cabling through watertight glands.

· Load the latest U.S. inland and coastal waterway electronic charts specific to Lake Roosevelt.

· Configure system for vessel-specific parameters including:

· Length, draft, speed alarms, and waypoint routing.

· Provide onboard orientation and operational training for NPS personnel.

B.2.4 Marine-Grade Insulation

· Remove degraded insulation from the pilot house and engine bay bulkhead areas.

· Install new thermal and acoustic marine insulation panels that are:

· Flame-retardant, moisture-resistant, and securely adhered.

· Ensure insulation is sealed at all edges and penetrations to prevent moisture ingress.

B.2.5 Safety Equipment

· Install USCG-approved portable fire extinguishers appropriate for vessel class and compartment size.

· Verify accessibility and secure mounting per USCG regulations.

· Supply and install any additional USCG-required safety gear identified during inspection, including:

· Navigation lights, flares, life rings, and audible signaling devices.

B.3 Acceptance Criteria
